　 上半年经济运行分析会汇报材料

　根据会议安排，现将我乡上半年经济社会发展情况和下半年工作计划作简要汇报。

　一、上半年各项工作完成情况

　年初以来，在县委、政府的正确领导下，我乡坚持以邓小平理论和“三个代表”重要思想为指导，以科学发展观统领全乡经济工作，真抓实干求实效，保持经济社会平稳发展。1-6月，预计实现地区生产总值6300万元，完成计划任务的40.32%。实现农民现金收入1576.8元，与上年同期相比减少224.9元，减12.5%；农民现金支出达1446.6元，同比减少371.7元，减20.4%。完成固定资产1577万元,完成计划任务的46.4%。财政总收入完成68.57万元，完成计划任务的13.45%；地方财政一般预算收入完成42.19万元，完成计划任务的11%。农村信用社各项存款达4600万元，完成贷款3500万元，有力地支持了农村经济社会的快速发展。

　 (一)农业产业结构不断优化，农村经济稳步提升

　1124.49亩，涉及768户农民，实现农作物播种面积28547亩，同比增1.3%。其中,经济作物19725亩，同比增11.1%。

　8822亩，产量达1585万吨。引进推广新品种、新技术8项，全乡农作物良种覆盖率达99.8%。

　240户，专业合作社1个，家庭农场16个，落实烤烟栽种面积4650亩。强化中耕管理，狠抓科技措施，烟叶长势良好，为实58万公斤，出口备货12万公斤的任务打下了坚实的基础。

　18000亩，小枣4827亩、石榴2886.5亩、核桃8644.6亩。通过三大产业带带动及引进××亨泰农产品开发公司250亩外销型蔬菜大棚基地、冷库建设，使沿龙川江地区为主的特色农业、林果、蔬菜等产业成为农

　 (二)加大天然林保护，强化护林防火工作，人与自然和谐相处

　1-6月，无森林火灾发生。加强天然林保护、巩固退耕还林成果，加大水土流失治理工作，严格控制污染，大力发展沼气、太阳能等清洁能源；加强对资源的开发管理,落实各项节能降耗措施，促进生态文明建设，增强全社会生态文明观念。

　 (三)畜牧科技推广稳步进行，畜牧业发展态势良好

　1-6月全乡现有猪、牛、羊存栏分别达21653头、10150头、10812只，同比分别增长3.12%、12.8%、-3.25%；猪、牛、羊、家禽出栏分别达20208头、1201头、3806只和51847只，同比分别增长5.23%、4.62%、11.23%和-0.96%。猪、牛、羊肉产量分别达1738吨、167吨、62吨，与上年相比分别增长5.27%、4.38%和11.1%。畜牧业实现快速健康发展，促进了农村经济发展和农民收入增加。

　采取有力有效措施，努力营造企业生存、发展的宽松、和谐环境。切实转变职能，发展经济、服务企业，工业经济平稳发展，招商引资力度增强。1—6月，全乡实现工业总产值1758万元，完成任务的52%；实现工业增加值503万元，完成计划任务的63.2%，实现乡镇企业现价增加值1554万元，完成计划任务的46.9%。实现乡镇企业实缴税金53.9万元，完成任务的11.7%。农产品加工销售产值689万元，占任务数的134%。完成招商引资205万元，占任务数的205%。

　紧紧把握国家扩大内需、推进项目实施的有利时机，积极申报和争取重大项目建设，加强农业基础设施建设，着力改善农村生产生活条件。

　——农田水利建设。投资317.5万元的农业综合开发项目及投资219.5万元农村饮水安全项目的建设工作进入扫尾阶段;编制预计投资88.4万元的羊毛岭村委会、高家村上岳家村饮水安全工程实施方案；龙潭河小（一）型水库除险加固工程已立项审批，待年底或明年初实施；祭龙潭、光辉坝、马山箐、白石岩、柳青老王坡水库已列入××县60座小（二）型水库除险加固工程项目；投资526万元的罗申水土保持综合治理工程已列为××县长江上游水土保持储备项目；积极争取投资530万元，涉及××2000亩、波河罗300亩烟田连片管池工程建设；建62座；规划完成投资9165万元25700亩的中低产田改造项目；加快投资600万元的羊毛岭中央财政小型灌区工程建设规划立项上报工作。

　20.9万元,全长7.5Km的广黑线至辛庄大中修工程已完工，全长16Km的广黑线至硝井大中修工程正在建设中;投资1.73万元全长3Km的中罗申至芭蕉箐村间道路及投资30万元全长1.6Km妥牟线至东山村委会农村通达工程已建设完工；积极争取村民一事一议财政奖补资金，上报了琅井村委会小坝,习纳湾村委会小水井、王家,罗申村委会上罗申村,××村委会喜鹊窝村、山家,东山村委会东山头村、高卷槽村,柳青村委会张山箐村的村间道路硬化工程项目，待立项后实施。

　198万元的习纳湾、波河罗、东山三所小学建设项目已通过立项审批，柳青小学现正在审批中，四所校舍建设项目待7月份启动建设。投资25.8万元的××司法所建设已完工验收,投资30万元的文化中心综合楼建设主体工程已完成。

　860万元涉乡安乐、岭岗、罗申、波河罗、柳青五个村委会的农村电网改造项目，该项目现已完成线路堪测和招投标工作。项目的建成将彻底解决群众用电难、用电贵的问题。

　15万元的总体保护规划已通过评审,目前招商引资工作正在进行中。

　22.27万元的安乐村委会官庄村新农村建设及投资38.4万元的习纳湾村委会上普家村和高家村村委会三组扶贫整村推进项目已完工验收。成功申报××村委会下村、安乐村委会塔底村两个新农村建设试点村，目前已完成建设规划。

　一是“两基”工作得到巩固，科教文化事业不断发展。始终把教育放在优先发展的位置来抓，以巩固“两基”为重点，扎实做好“控辍保学”工作，积极稳妥地推进“普九”，中小学入学率达100%。在抓好基础教育的同时，认真开展成人教育，加大农村实用技术培训力度，巩固扫盲成果。农村基础教育得到加强，群众文化素质进一步提高。

　1-6月，人口出生率控制在4.67‰，计划生育率达100%，三术任务159例，占任务58.89%，开展孕前一级出生缺陷预防筛查工作55人。办理农业人口独生子女证55户，占任务数101.8%；加强计生协会的管理和发展工作，计划生育工作步入规范化和法制化轨道。医疗卫生保健工作质量提高。认真开展妇幼保健和防疫工作，卫生系,环境卫生有所改善。

　1810人，做好最低生活保障调查报工作。办理结婚姻登记66对。社会养老保险扩面2人，完成农村富余劳力转移就业1472人,拓展了群众增收致富的渠道。及时发放小额信贷资金125万元扶持农户发展种养殖业。全面贯彻党的民族宗教政策，加强民族团结和社会稳定工作，做到民族团结，社会和谐。

　1-6月，全乡共发生刑事案件4起，侦破查处2起;治安类案件共立案11起，查处11起。加大对《信访条例》的宣传力度，健全信访信息网络，实行领导干部包案责任制、领导干部接待及领导干部“大下访”制度，认真做好矛盾纠纷排查调处工作，努力把问题化解在基层和萌芽状态，有效控制群体性事件发生，全乡社会治安形势明显好转。上半年共排查矛盾纠纷11起，调处9起。健全和完善突发公共事件

　五是加强资源环境保护，注重安全工作，保障民众的生命财产安全。加强耕地保护，严格清理整顿违法占地，严厉打击矿产资源私挖乱采行为，加大地质灾害监测防治工作。全面落实生产安全、学校安全、防雷安全、矿山安全生责任，健全网络，树立“责任重于泰山”的思想理念，认真开展安全教育和安全生产专项整治工作，强化安全生产综合管理，明确职责，加强检查督促，排处安全隐患，遏制了各种事故的发生。

　六是全面推行村级会计委托代理服务，规范完善农村财务管理体系。全乡12个村委会均推行了村级会计委托代理服务，通过健全和完善农村财务会计制度，规范账务处理程序等规范化建设，形成一套乡村财务有效管理的模式，取得了阶段性成果。

　57件，做到件件答复。积极开展法制宣传教育，加强制度建设，健全政府依法、民主、科学的决策机制，全面推进四项制度的落实。

　在肯定成绩，总结经验的同时，我们也清醒地看到，我们的工作中还存在着许多困难和不足。一是解放思想、更新观念不够：二是农业基础设施薄弱，产业化程度不高，农民增收缓慢；三是对外开放力度不够，招商引资难；四是科技教育相对落后，劳动者素质偏低，贫困面较大；五是缺乏影响力大的支柱产业，财源单一，财政收支矛盾较为突出。

　三、下半年工作计划

　下半年，在总结上半年工作的基础上，进一步理清发展思路，紧紧围绕县委、县政府的决策部署，牢固树立和落实科学发展观，加强领导，统一认识，全力以赴，扎实工作，狠抓落实，确保全年目标任务的全面完成。

　（一）大力调整产业结构，推进农业农村工作

　抓好农业生产布局调整，扩大经济作物种植面积，着力引导农民发展经济作物，积极做好优良品种、先进技术的示范推广工作，扩大示范户的规模，努力探索在提高农业综合效益和产业化水平上下功夫，切实增加农民收入。

　——着力提高烤烟生产水平。集中精力，采取有力措施，切实抓好烤烟中耕管理，加大科技培训及技术指导力度，全面加强科学管理、烟叶烘烤、分级扎把、平稳收购等关键环节的基础上，加大现代烟草农业的技术指导，不断提升烤烟整体水平，努力实现烤烟提质增效，确保完成任务。

　——发展壮大优势特色产业。巩固和发展优势特色产业，壮大市场竞争力。一是认真抓好青早蚕、豌豆，外销型蔬菜的精深加工。以农特产品冷库建设及外销型蔬菜基地建设项目带动××优势产业发展，建立营销模式，推动农产品市场化。二是大力发展经济林果，继续巩固以小枣、石榴为重点，形成小枣、石榴产业带。三是加大以核桃为主的坚果产业发展。

　——突出重点抓好畜牧业。要做好畜牧优良品种的更新推广以及动物疫病预防工作。积极引进新良种，以规模户为重点、以散养户为支撑，加大生猪发展力度和对规模养殖户的扶持力度，防止大量宰杀母猪再次引发的畜产品价格上涨。加强动物防疫体系建设，落实各项重大动物疫病强制免疫措施，完善动物疫病应急反应机制，确保动物疫病防疫安全。

　——新农村建设、扶贫工作全面推进。全面落实各项支农惠农政策，明确职责，落实责任，强化措施，加快新农村建设和扶贫整村推进工程的建设工作。扎实开展结对挂钩扶贫，提高结对贫困户经济收入；加强小额信贷支扶、监管力度，充分利用小额信贷扶持贫困群众发展种植业、养殖业，实现脱贫致富的目标。

　（二）健全招商引资机制，确保工业经济平稳发展

　要坚定不移地实施“工业强乡”战略，始终把招商引资作为推动经济快速发展的有效手段，重点引进科技含量高、经济效益好、环境污染少、资源消耗低的好项目，着力优化引资结构，提高招商引资的质量、效益和水平。要建立健全服务机制，通过服务好现有企业，为企业发展创造良好条件，切实帮助企业做大做强做优，吸引更多客商来××投资兴业，充分激发企业招商引资的积极性，促进工业经济健康稳定发展。

　（三）抓实项目引进力度，促进农业基础设施建设

　要积极争取上级资金，继续坚持不懈地在项目建设上下功夫、求突破，加大农业基础设施建设力度。一是统筹安排，科学调度，确保已立项审批的项目早开工、早建设，在建项目早建成、早投产、早达效。二是健全重点项目建设推进机制，尽快争取资金落实储备项目。三是加大待建项目规划编制工作力度，做好项目规划立项审报等筹备工作。

　（四）加快小集镇建设，推动文化旅游产业发展

　加大对琅井的开发与宣传，积极争取琅井历史文化名村的保护规划建设资金，坚持“修旧如旧”的原则，逐步改善基础设施条件，提高琅井历史文化名村品牌的知名度和影响力；做好协调规划，力争建设好乡计生服务所。加快××集镇和琅井、羊毛岭中心村建设规划的实施工作，进一步完善集镇美化、亮化、硬化和绿化工程，努力提高城镇化水平。

　（五）重视精神文明建设，积极发展社会各项事业

　加强精神文明建设。深入开展“十星级”文明户创建活动，继续推广、深化《公民道德建设实施纲要》学习成果，提高未成年人思想道德建设实效。继续巩固和提高“平安××”活动成效，进一步完善乡、村治安防控体系建设，抓好重点村的整治工作，营造安全安定的生活环境。高度重视信访工作，认真做好矛盾纠纷排查调处工作，努力把问题化解在基层和萌芽状态，从源头上预防和减少不稳定因素。继续抓好“五.五”普法工作，深入开展法律进乡村、进校园活动，增强广大干部群众的法制观念。

　 。坚决执行计生工作责任制和动态管理机制，重点抓好“奖、优、免、补”工作，全面提升优质服务水平和村自管理水平。积极完善社会保障体系，全面实施农村居民最低生活保障制度。加大新型农村合作医疗收缴力度，实现全乡群众参合率达90%以上的目标。努力改善医疗环境，整顿医疗秩序，改善医疗服务质量，努力解决农民看病贵、看病难的问题。深入开展爱国卫生运动，加大环境卫生整治力度。加强艾滋病等重大疾病防治。大力发展文化体育事业，认真做好国防教育、征兵工作、双拥、民兵预备役工作。全面
