　 在蔬菜基地建设调研会领导发言稿

　 去年11月30日,正其常务副市长在潼南主持召开了全市蔬菜基地建设专题会,把璧山确定为保障主城区“菜篮子”供应的“四大基地”之一。在那次会上,我代表璧山发言时,当着正其常务副市长的面“斗胆”作了表态。“大话”既然说出了口,就收不回来了。今天是新年上班的第一天,来专题调研发展蔬菜,既是研究璧山如何为主城区作贡献的问题,也是为了更好地完成正其常务副市长交办的任务。明文同志原本也要参加今天的调研,但因为临时有其它会议,所以委托我来安排一些事情。结合调研过程中看到的情况和刚才大家谈到的观点,我讲几点意见。

　 一、关于工作目标

　 我们干任何事情,都要首先明确目标,如果盲目去干,只怕很难有所成效。我的想法是,通过3年的努力,把璧北蔬菜基地真正发展到10万亩,建设成为全市“城乡统筹的标杆,新农村建设的典范”。

　 三峡库区的蓄水和重庆二环以内的城市化,让重庆的老蔬菜基地面临严重“缩水”,这就给我们璧北带来了商机。说到这里,希望大家转变一个观点,以后不要再讲“璧山蔬菜”,要讲就讲“璧北蔬菜”。因为璧山已经同大学城、西永微电园和沙坪坝连成了一片,正处于城市化进程高速推进阶段,如果再提“璧山蔬菜”的概念就可能引起外界误会。很多市领导也许会有所反感,认为璧山城市化的推进会造成对蔬菜产业投入的浪费。事实上,他们的这种担心并不是没有依据,当年全市布局蔬菜基地的时候,很多点选在了二环以内,谁也没有料到城市扩张如此迅速,有些蔬菜基地后来就逐渐消失了。近一、两年来,全国各大城市蔬菜供求矛盾突出,好在正其常务副市长提前运筹谋划,才保障了重庆的蔬菜供应。前不久,有媒体公布了全国36个城市蔬菜批发价格涨幅排名,重庆位列33位,情况还比较乐观。

　 有的同志可能认为搞农业没有城市开发“带劲”,城市建设既有形象,又有为财政“造血”的功能,但如果真正把农业搞好了,可能比城市更有震撼力。今后有中央领导来重庆视察,说要看一看农业农村工作,市里首先选点就到璧山来看璧北蔬菜基地。所以要集中优势兵力干这个事情,下定决心,一不做二不休,以三年为目标期限,将璧北蔬菜基地打造成为全市“统筹城乡的标杆,新农村建设的典范”。

　 二、关于资金筹措

　 在不久前召开的县委十二届十一次全委会上,明文同志代表县委常委会所作的报告中指出,要在“十二五”时期缩小城乡差距。如何缩小差距,当然不能“削足适履”,曾经在农口十多年的工作经历和这次到台湾招商看到台湾农业发展的情况,让我感到投入不足才是农业的最大问题。

　 璧北蔬菜基地建设首先要解决的也是投入问题,我的想法是三年政府投入5亿元,带动民间投资3亿元,总共投入8亿元。我给大家算笔账,政府这5亿元的投入来自于10个方面:一是县农委向上争取资金7500万元,正其常务副市长在全市蔬菜建设专题会上表态,市里每年安排1亿元专项支持璧山等四个重点蔬菜基地建设,市政府办公厅还以《专题会议纪要》的形式作了明确,璧山最起码应该拿到一个“平均数”,一年2500万元,三年就是7500万元。我就这个问题专门给夏祖相打了电话,后来在市里开会的时候碰到朱宪生和商奎也提到这个事,他们都表示愿意支持璧山。二是争取农业综合开发资金,一年1000万元,三年就是3000万元,这还不是全县的概念,仅仅是璧北蔬菜基地项目。三是国土房管局包装土地整理项目争取7500万元,在全市蔬菜基地建设专题会上,市国土房管局在发言时也作了表态,每年拿出不少于1亿元支持璧山等四个区县蔬菜基地建设,就按1亿元算,平均一年有2500万元,三年就是7500万元。同样的,这7500万元只能用于璧北蔬菜基地,全县的其他土地整理项目资金另外再争取。四是水务局要多想办法,通过包装小农水和喷灌等基础设施项目来争取资金,一年3000万元,三年就是9000万元,我估计肯定能争取到超1亿元以上。五是县林业局包装项目到市里面争取补助,一年1000万元,三年3000万元。六是争取交通建设补助,一年3000万元,三年9000万元。去年,县委、县政府确定了三年20亿元的交通建设投入计划,资金筹措渠道已经明确,前几天陈孝来对这个问题也是“点了头”的,相信璧北蔬菜基地的交通基础设施建设到市里争取补助应该是没有问题的。七是城乡建委争取农村危旧房改造补助资金1800万元,一年改2000栋农村房屋,每栋争取补助3000元,三年就有1800万元。八是科委争取农业科技补助资金,一年争取200多万元,三年拿回来700万元,这个标准定得很低,应该没有问题。九是到北京去争取项目资金,以前我在农口工作的时候结识了农业部、科技部的一帮朋友,知道他们手里面的项目资金很多,这次要包装一些项目争取三年拿回4000万元。十是加大农发资金补助力度,每年专项安排1500万元用于璧北蔬菜基地建设,3年就是4500万元。把上面的项目加起来有5亿元的投入,再带动3亿元社会投入,8亿元应该能把璧北蔬菜基地做出一点样子。

　 三、关于建设内容

　 蔬菜基地建设的内容很多,涉及土地平整、环境整治、蔬菜种植、道路景观、人行便道、庭院风貌、垃圾清运、会车道建设、设施农业等等,我看要重点抓好六件事。

　 一是土地平整。这项工作的“主力军”是农委和国土房管局,无论是用蔬菜专项资金、农业综合开发资金,还是土地整治资金,只有一点要求,就是整治出来的土地要像棋盘一样规整。尤其是集中连片的地方,要建得规规矩矩,不是说抬几块条石砌在一起就叫土地整治,一定要通过整治发挥出土地的最大效益。

　 二是交通建设。主要是大路到八塘那一段,今后就不再叫“福八路”了,把路名改为“大塘路”,在今年8月底以前,把这条路改为双车道的“SMA”沥青路,将这项工程写入今年的《政府工作报告》。有些弯道太急的地方要截弯取直,有些地方要有意识地拓宽成三车道,方便会车、停车。实际上,农村道路建成三车道是最节约、最好的,四车道在很多时候就显得有些浪费。台湾的阿里山这么出名,去旅游的人很多,也只是个双车道,尽管道路弯弯曲曲,但因为路况较好也不显得拥挤。说到这里,希望大家以后不要再说“草油路”这个概念,因为这种说法太不专业,今后修路就用“SMA”,也就是沥青混合材料,这种材料的路面汽车在上面跑了过后越来越黑。以前我们总是被别人“糊弄”,人家拿铺路的底层来当面层,结果这样的路汽车在上面跑了后越来越白。

　 除了“大塘路”外,还要修一条垂直于“大塘路”,延伸到璧北蔬菜基地核心区将军村、喜观村的道路,路幅设计为7米双车道,仍然采用“SMA”路面。道路的要求就是“直”,最多允许设置2至3个拐点,一方面满足大量蔬菜运输,另一方面也可以给参观者以非常直接的视觉震撼。至于蔬菜基地内的其它道路,农委和交通局你们自己去研究、设计,总的要求是不能修得弯弯曲曲影响形象。到蔬菜基地核心区的这条道路要在今年年底前建成,之所以比“大塘路”延迟几个月,主要考虑涉及土地的调整。实际上问题应该不大,因为本身建设蔬菜基地的道路也不用征地,作为农村基础设施建设完全符合土地法律法规。

　 三是产业布局。简单来说就是“种菜、种树”。“种菜”,从渝遂高速公路大路下道口到璧北蔬菜基地核心区,沿“大塘路”可视范围内全部种上蔬菜,发展成为蔬菜产业带。我们自己说有10万亩蔬菜基地,但是来参观的人没有概念,当他看到沿途全是蔬菜,就给人家统一的视觉效果,谁会去丈量有没有10万亩呢?当然,参观的高潮还在将军村那一带,这是下车仔细看的地方,至少要确保5000亩以上,全部采用最现代的农业生产技术,要让参观者感到这个地方代表了重庆农业的最高水平。在种菜技术方面,要加强与西南大学和市农科院的衔接,但也不能盲从,因为从科研到实践,有时候理念也不完全相同,有些东西不一定适合我们。在品种的选择上,必须是地地道道的蔬菜,莲藕、葡萄这些都不要在核心区内发展,一个品种的规模尽量大一点,不要像小孩子玩“过家家”,一个品种至少得有300—500亩。

　 至于“种树”,就是在“大塘路”沿线10米范围内全部种上大树,做到绿树成荫。刚才一路走来,看到沿途很多山坡上都是光秃秃的,这点璧北几个镇街就远不及璧南。我到三合镇调研的时候,尽管他们财政很困难,但花了不少精力种了很多树,这点足以让我感动,就叫禄友想想办法从资金上支持他们一下。有时候做工作就是这样,辛辛苦苦干一年也许得不到什么回报,但可能一件事情就足以让人感动。“种树”由林业局负责,出钱、出技术,还包括栽种,各镇街负责作好组织发动群众和协调工作。所种的苗木还是要有选择,不能是小苗,一般的树木品种在我这里也过不了关。做事的标准就得高一点,为什么人家到璧山来看了都对我们竖大拇指,就是因为干事的水准不一样。

　 四是供水和喷灌。由水务局落实,这是你们职责所在,所有蔬菜基地必须确保供水,否则一旦干旱就没有办法。从地形上看,璧山属于丘陵地带,土地整理的时候把沟渠建好,下雨时水走得很快,所以主要还是解决干旱问题。至于璧北蔬菜基地内是不是都安装喷灌系统要因地制宜,但核心区必须采用喷灌技术。朱宪生答应我们,说有多大面积他就给多少钱,所以水务局一定要去把钱拿回来。从蔬菜种植来说,喷灌技术确实很重要,我看到潼南的蔬菜基地都在用喷灌,璧山没有道理不超越他们。

　 五是风貌改造。刚才安排资金筹措方案的时候已经说了,每年实施2000栋农村危旧房改造,三年时间把蔬菜基地范围内,包括“大塘路”和参观通道沿线的农房全部改造完。今年改造的重点就是将军村、喜观村那一带,按原有政策不变,建委具体下来落实。还有农村环境问题,今天一路走来看见到处都是宣传横幅和广告,璧北的三个镇街可要引起重视,下次我来再看到这些东西可就对你们不“客气”了。有时候特殊活动需要营造氛围,拉挂宣传横幅烘托气氛我不反对,活动结束后就应该马上拆除,可今年竟然还看到关于人口普查的横幅,工作都结束这么久了还挂在那里。还有农村的白色污染,我在县委十二届十一次全委会的总结讲话和经济工作会上专门讲了清理农村生活垃圾的问题,我看大家并没有引起重视。“响鼓不用重锤,明人不用指点”,既然我们提出了要求,希望大家迅速落实。“大塘路”沿线的路边垃圾台要全部拆掉,摆到不扎眼的背街小巷去;还有沿途拉挂、喷涂的广告也要全部清除,做到在可视范围内看不见广告。政府办公室发一个紧急通知,要求全县各镇街把农村环境整治一下,重点是清理生活垃圾、宣传标语和广告横幅。

　 六是创建品牌。要从农发资金里面拿点钱出来打造“璧北蔬菜”品牌,过去大家都喊“缺钱”,现在你们的钱可不少了,在去年的基础上又增加1500万元,县财政直接支出就有4500万元。要想真正让“璧北蔬菜”成为一个品牌,还必须走“绿色、生态和无公害”路线,因为现在的人们越来越看重饮食健康,而大家关注最多的就是蔬菜的农药残留问题。有些农民,不按说明使用农药,随意增加用药量,护果的功效虽然很好,但是残留非常高。县农委要从种植的各个环节入手加强监管,希望三年以后

　,人们一提到买“放心菜”、“绿色菜”就想到“璧北蔬菜”。

　 四、关于组织领导

　 这项工作由达宪同志和启海同志负总责,我给你们当顾问,希望你们全身心地投入这项工作,开玩笑说,就是要“一根筋”地干下去。璧山在XX年做的几件漂亮的事,哪一件不是“抵”着干出来的?在盐井河水库改扩建工程开工仪式上,我给丁先军开了个玩笑:“等我们蔬菜基地成为全市新农村建设典范之后,中央领导来才看得到,否则还不让看呢。”丁先军说:“道藩,你话倒是说了,小心收不回来。”我说,“说到就要做到!”我讲这个,就是希望大家一起努力,农委牵头、部门联动打好总体战。先要抓好规划,比如基地怎么布局、道路怎么铺设、立面改造怎么推进、树子怎么栽等等,这些可要多想办法。农委每个月报一份材料到政府办,政府办对璧北蔬菜基地建设推进情况每月进行通报,让大家看看镇街、各部门都做了什么,不要只报喜不报忧,否则到时候完成不了任务就不好交代了。

　 基地建设要大面积、高标准推进,不管核心区是5000亩或8000亩,核心区每亩的投入不能低于10000元。潼南县按照4000元/亩的标准建蔬菜基地就已经做得很漂亮了,喷灌、给水、排水一应俱全,道路也直,车能开到农田边。

　 各个镇街主要是抓好群众协调工作,蔬菜基地建设面临大量的土地流转、农田整治、沿途种树等问题,都涉及群众的切身利益。老百姓有时候想法很“简单”,你把他说服了,他就拥护你;你没有说服他,他就不信任你,所以大家在开始干的时候就要注意抓主要矛盾、抓关键。当然,做得好就是“英雄”,做不好就“挨板子”,你们是“戴鲜花”还是“挨板子”,是当“英雄”还是做“狗熊”,就看你们的本事了。

　 大路街道这个会议室还真是个“宝地”,记忆中县委、县政府很多“大事”都在这里定的,比如农村立面改造投入亿元,比如璧北河污染治理投入5000万元。今天在这里又安排了璧北蔬菜基地建设,大约有5亿元的投入。就全县的农业产业而言,其实我最关心的就是“种菜、种树”,这也是农发资金的主要支持项目,希望大家立即行动起来,争取璧山XX年在农业这个板块有新的突破
