　 市土地储备中心主任开年大会讲话稿

　过去的一年是是一个改革攻坚年，也是转转型的一年，用五句话总结结这一年的工作：

　一波三三折渡难关。过去的一年我我们面临的困难很大，首先先是清理地方融资平台，清清理了六个月，影响了发债债，一直到十一月份才把三三期债发出去；第二个是清清理债务，将地方债务完全全清理，以致于应对审计也也基本上花了四个月；第三三个就是土地市场的疲软，，受房地产市场和双改双迁迁的影响，去年的供地难度度非常大，几乎所有的供地地只有一家来摘牌。面对这这些困难，我们齐心协力度度过难关，从腊月21日开开始筹措资金18亿元，一一直到腊月29日中午，一一共有接近900多个单位位的资金全部拨下去，保证证了工程的正常运转，及农农民工工资的正常保障。

　三边曙光动危危旌。旌旗是高耸的旗帜，，有困难也有动力，一个是是从支撑层面来讲，市委市市政府非常重视、关心、支支持城投公司的工作，书记记同志、市长同志到公司专专题调研，政府为城投公司司出的会议纪要不下十次，，有市委市政府的支持我们们才能度过难关；第二个从从政策层面来看，去年清理理地方融资平台并不等于清清除，整治并不等于整掉，，中央很多政策其实都是积积极的，要求地方发政府债债，同时对地方政府平台的的债务还可以做展期，“开开前门”，“堵后门”，政政策层面还是有利的；第三三个从改革的层面来看，破破了难题，引导我们看到了了方向，找到了路子，同时时今年要开始攻坚。

　四面面出击“四桶金”。第一个个是我们找到了138亿的的资金，在去年这么艰难的的情况下，剑走偏锋，光找找影子银行就筹到了40多多个亿。138亿创了建投投公司成立以来的新高，也也为襄阳城市建设的发展提提供了有力的资金支撑；第第二桶金就是挖了50000亩的土地，无论是新增指指标，还是到县市找土地，，以及低丘缓坡的整治，收收储5000亩的土地在指指标这么紧张，存量这么萎萎缩的情况下，也是相当不不容易的；第三桶金是收获获了一条道路，内环线从开开始，经过4年努力终于通通车，在实施建设的过程中中，面临着很多压力，在这这些压力面前，在市委市政政府和指挥部的领导下，我我30多个奖牌，昨天我参参加了全市党风廉政建设会会，公司又获得了一个奖牌牌，还有很多奖牌都是有含含金量的，包括文明单位等等等，这些奖牌都与大家切切身利益相关，这不仅是精精神奖励还有物质奖励。

　重点讲一下XXX年的工作，刚才开均已经经代表党委将要点进行了宣宣读，我在这里解读四个方方面的问题：

　地方政府债务的问题题纳入了十八届三中全会及及中央经济工作会议重要版版块，说明地方政府债务非非常重要也非常敏感，已经经引起了高层的高度重视。。在这个面前我们怎样分析析当前的地方政府债务？理理论界和实践界对地方政府府债务有两个非常极端的评评价，一个叫做洪水猛兽，，一个叫做融资创新。无论论是洪水猛兽还是地方融资资的创新都是不全面的，这这是分税制财税体制改革后后逼出来的一条道路。九十十年代年的分税制，中央把把财力集中了60%，地方方只有40%，很多财权上上收，事权下放，地方政府府要改变城市面貌，吸引大大量投资，必须要有资金做做城市建设，没有了就想办办法到市场1992年上海的玖玖事公司，玖事公司上市后后，上海又成立了新的融资资平台。

　77000多家，这些平台严格来来讲对地方城市建设起到重重要的支撑作用。一个是为为推进城镇化起到了引擎的的作用。无论是四万亿也好好，还是现在融资平台融入入的资金也好，现在审计署署公布的数据是二十万亿。。这些资金在中国城市建设设中发挥了多大的作用，大大家心里是很清楚的，为经经济发展起到了推动的作用用。从襄阳就可以感觉得到到，这几年我们融资额不到到两百亿，但是如果没有这这些资金，深圳工业园不会会有今天的变化，内环线不不会有这样的变化。最初襄襄阳想干事但是没有能力干干事，想修檀溪

　很多人认为为的地方债务危机是不是有有？也确实有。首先从国际际上来看，日本从19922年开始，到现在仍然没有有走出债务危机的阴影；欧欧债从开始，到现在仍然没没有走出阴影；美国是大的的经济强国也是大的负债国国，直到，美国才从债务危危机中逐步走出来，缓慢地地增长。对地方政府债务问问题，人民日报与经济日报报有一个很好的评价，就是是“地方政府债务是可控、、局部有风险”。我们认为为风险不是没有，但是怎么么样正确的看待，如何把握握度，有这样几个方面：

　gdp的比比重，国际警戒线是45%%-60%。美国的负债率率超过了100%，希腊1157%，日本245%。。现在襄阳地方政府债务，，把我们的债务加上地方财财政及其他部门合起来大概概是400个亿左右，4000个亿除以去年26500亿的经济总量，我们现在在的负债率是15%。第二二个是偿债率，就是当年还还本付息的总额与可用财力力的比重，国际警戒线是220%。目前全国平台的偿偿债率最新数据是%，襄阳阳是45亿除以198亿等等于%。第三个是债务率，，就是债务的余额和可用财财力的%，我们们是185亿除以198亿亿等于%。当然如果加上bbt或其他应收账款，这个个数据会达到%。我算这三三个比例的结论是什么，让让大家心中有数，襄阳当前前的负债相对于经济总量来来讲还是有空间的。但相对对于可用财力来讲，还款的的压力很大，也就是说，襄襄阳城投和襄阳政府债务仅仅仅单一地依靠财政的可用用财力偿还几乎是不可能的的，偿债率和债务率大于国国际的警戒线。

　4000亿，但是大部分是投资资形成的公益性资产，三桥桥、五桥、唐白河桥不能收收费，但确实对襄阳市民通通行还有城市骨架拉开起了了重大作用，但从建投公司司经营和经济收益方面来看看又是没有经济收益的，这这样形成的一些资产是5000亩亩，按300万元每亩出让让计算，也只有150亿元元。下一步要盘活手中的土土地，才能覆盖负债，单靠靠静态的算账没办法覆盖。。

　504亿，平平均125亿一年。前天在在市委常委会上定城建盘子子，今年全市的城建盘子是是497亿，政府投资是2210亿，政府投资包括各各级政府投资，包括区政府府，包括政府通过其他渠道道的投资。XX年能提供的的资金规模是80亿，而真真正需要的有145亿，因因为还本付息还有65亿，，需求永

　那么如何化解债务务，三句话：“消化存量、、覆盖增量、应对变量”。。首先要消化存量，一定要要将存量资产价值最大化。。春节前找了金地和前景置置业公司对08基地开发情情况做了个调研和论证，结结论是如果只在一级市场上上运行，收益只有三分之一一，如果用于二级开发，收收益要增加一倍。如果是1100亿的收益，一半用于于二级开发，那么就变成2200亿，如果全面一二级级联动，就会变成300个个亿。为什么要快速转型？？在土地极度紧缺的情况下下，为什么还要走二级市场场？二级市场就是增加附加加值，增加土地“产品”的的含金量。如果把存量资产产5000亩土地一半用于于开发的话，300个个亿，全部用于开发的话就就是450个亿，那么，覆覆盖存量债务就绰绰有余。。第二覆盖增量，包括今年年新增80亿的投资，必须须配备新的土地，如果不配配新的土地，将积重难返，，同时也必须相应增加财政政投入。如果不增加土地指指标，不增加财政补贴，那那么增量部分的负债难以覆覆盖的。第三个就是应对变变量的问题。因为每年都在在增加，怎么办？希望置业业公司和相关的产业公司大大量自持物业，靠自身租赁赁收入像万达一样，增加自自持物业，增加现金流。

　十八届三中全会会和中央经济工作会议都明明确了该由市场办的由市场场办，以前市场起基础性的的作用，现在市场起决定性性作用。现在的城投公司和和土地储备中心是典型的市市场和计划结合体，计划和和市场两种体制不能融合，，但计划和市场两种手段可可以交替使用。城投界多年年在讨论去市场化和去政府府化问题，现在我认为市场场的路必须要走，政府的垄垄断只是一个基础。

　一是是要用市场的理念来思考问问题。要有这么几个变化，，第一变“官”为“商”，，去年春节前，各级组织部部门在清理不允许政府行政政长官兼任公司的职务，将将来怎么办，如果是老体制制内的可以回去，如果要进进入市场的必须用市场的身身份来解决这个问题，如果果官商不分，城投公司包括括子公司是走不远的，只有有完全的商业化运作，当然然有政府背景，这样才能往往前走。第二变“靠”为““跳”，我们以前是靠，靠靠政府、靠土地，没有“跳跳”出来找市场，下一步就就要跳出去了。现在我们已已经跳到武汉，跳到老河口口，跳到枣阳去了，下一步步如果大家有信心我们还可可以跳北京，跳上海，甚至至到境外去投资，这不是没没有可能。要把土地市场化化、商品化，让土地价值最最大化。第三变“要”为““造”，城投公司从开始都都是向政府要资产，地方管管网、岘山林业都进来了，，但现在再向政府要，没有有了。政府办公楼都给你有有什么用呢，将来我们希望望能创造大量的财富，大量量的自持物业来解决这个问问题。第四变“等”为“找找”，机遇稍纵即逝，竞争争无处不有，这就是市场经经济，如果你等待，机遇也也就走了，所以要进入市场场主体必须要有竞争意识和和寻找意识，找市场，找土土地，找财富，找资产。

　二是要用市场的办法解决决问题。市场解决不了的政政府要介入，政府解决不了了的市场一定能解决。比如如资金问题，我讲了几个规规律，最初是借钱，把钱借借过来也不管还不还也不管管怎么用，这是第一步。第第二步是生钱，如何能把借借来的钱生钱，怎么办？我我们买土地，然后再卖土地地，生钱了。第三步是赚钱钱，把土地商品化赚钱。终终极目标是来钱，钱自然给给你送来了，怎么办，资产产证券化。从借钱到来钱的的过程就是市场化改革的过过程，怎样想办法直接进入入资本市场，如何从间接融融资到直接融资，扩大直接接融资的比例，这就是钱的的市场化来解决我们当前面面临的问题。土地最初是““圈地”，包括英国的圈地地运动，最开始圈地，好坏坏都是你的，圈地是“买地地”，拥有了土地你就拥有有了财富，然后是“卖地””，把地变成现金流，那么么这些与地有关的都是“地地主”的行为，最后一步土土地解决的问题是“无地””，把所有的土地作为资产产池，资产证券化来融资，，然后再做开发,这就是用用市场的手段来解决土地问问题。

　60%的精力，，和大家一起来解决转型的的问题。首先新城新区的开开发，庞公我们控股70%%跟襄城、房投共同开发，，新区10平方公里我们和和樊城区共同开发，还有008区域和连山湖。我们现现在定的调子是“城投公司司不和一般的开发商在主城城区争利益，要引领城市发发展的方向，改变人们的生生活方式。”这个口号很好好记，建设起来很难，要想想改变人们的生活方式，要要想引领城市发展的方向，，必须有高人一筹的办法和和措施。现在房地产的竞争争已经到了品质的竞争，大大量的二三线08区域前期期的研究不错，咨询公司建建议先卖一部分地然后再造造环境，后来我们定的是先先造环境再造房子，先把小小清河的水引进来，把绿化化做起来，让08做成公园园，变成一个森林，包括教教育设施、停车场、街道、、垃圾分类等都考虑好。今今年08的合资公司要去摘摘地，置业公司也要去088摘地，同时连山湖、庞公公都可以去做开发，前期造造环境。还有矿山和管沟的的问题，矿山已经破了题，，春节过后要尽快收购一些些矿山企业抄底。管沟问题题要加强研究，当然像欧洲洲那样开大型汽车是不可能能了，成本较高，55000万元，但是在现有有的管沟基础上扩大，开不不了汽车开摩托车进去行不不行，可以想这样的办法。。还有特许经营权的问题，，包括广告经营权尽快运作作起来。同时相关部门要做做一下研究，城投公司能不不能办自己的小额银行，办办自己的金融。重庆早就在在做典当，所以小型银行和和信托完全是可以收购的。。

　全面改革已已经拉开序幕，通过学习十十八届三中全会以及全国经经济工作会议、全省经济工工作会议和我市的相关工作作会议，关于改革涉及到城城投的有关问题，我想和大大家分享一下。

　一是如何何分享国企改革的红利。这这次国企改革有几个大的变变化。一是积极发展混合制制的所有制经济，允许国有有、集体、民营经济资本交交叉持股。对城投来讲，是是个利好的消息。在城投界界，民营股份到底进不进市市政领域，是有争议的。包包括我们内部是排斥的，认认为和央企在一起做合法可可靠，和民营在一起做，不不可靠，有风险。但民营灵灵活的机制、资金来源的多多元化，对城投是非常有好好处的。我们可以以部分土土地版块吸引民营进来，比比如在庞公区几条路捆绑，，让它进来合股，这完全是是可以的。二是对公益类行行业要加大国有资本的投入入。有可能新的政策会出现现，对公益类的行业要增加加财政投入，这是对我们的的好处。还有一个好处呢？？如果说，我们市场化推动动力度非常大的情况下，很很多市场主体愿意与我们合合作，我们还可以把一部分分公益性的资产剥离出去，，剥离成纯公益性的公司作作为子公司，财政拨钱我就就干，不拨钱我就不干，这这对改革非常好。三是完善善法人结构，增加市场选聘聘国有管理人员的比例。我我们困惑很久，如何解决体体制内和体制外的问题，大大家都在一个体制内，增加加市场主体作用，既然混合合经济了，就没有什么身份份了，所有身份都是企业身身份，都在这个团队里来运运作。四是国有企业的经营营投资进行责任追究。对投投资收益更加关注，这种社社会责任对我们有好处。我我们的投资，说实在的，是是被动投资，没有主动选择择，每年的城建计划提了很很多意见都没有反应，说明明这种投资是没有责任追究究的。既然作为一个国有企企业，作为混合制经济来做做，投资时要通过董事会、、监事会包括外部监事来决决定，所以投资会更加有效效，更加得到保护。

　二是是如何分享城镇化红利。未未来三年全国城镇化的投资资需求大概是25万亿元。。城镇化的过程中，首先是是人的城镇化，农村的劳动动力合规、正常地通过户籍籍制度的方式转移到城镇来来，让农民真正地变市民，，让农民工真正地变工人，，这就是人的城镇化，是城城镇化最重要的一个因素。。如果襄阳的城镇化率每年年按全国的平均水平1%来来增长，大概有4万人进城城，如果按2%增长，大概概有8-10万大军进城。。假定这10万大军都要购购买房子，人均33平方的的话，土地市场就会增加3330万方的需求，襄阳的的刚性需求去年才240万万，如果没有人口的城镇化化，我们的土地是卖不出去去

　三是是市场体系的建设问题。市市场有这样几个：一个是土土地市场。土地市场看来很很紧张，第一农村的宅基地地可以流转，承包权可以流流转，然后集体建设用地同同地同价。这貌似看来对我我们压力很大，因为成本肯肯定会增加。但仔细一想，，如果集体建设用地同价同同售的话，我们收储的地和和集体交界的地，整合它就就更好整合了。有些农村地地可以流转，它可以在农户户之间流转，也可以在土地地储备中心流转，我们可以以参与这个流转，参与农村村的迁村腾地，整镇推进，，推进到枣阳，推进到老河河口。第二个是金融市场。。金融市场改革利率市场化化，貌似对我们也不利，但但如果城投公司真正把置业业公司做强，有大量的现金金流，那讨价还价的主动权权不是金融机构，而是城投投公司了。现在是我们还比比较脆弱，没有抗衡能力，，如果真正把城投公司做成成像美国的经济实体一样，，任何实体都按我的政策来来办，那在利率市场化中就就成功了。所以要想在利率率市场化上能够说话，是靠靠实力说话，靠城投公司自自身能力说话。

　四是关于于财税体制改革。财税体制制改革明确了中央与地方的的财权事权关系，地方政府府只做区域性的地方事权。。有可能要拿一个中央与地地方财权事权详细的划分范范围，如果这样的话，包括括316、207国道的改改造都有可能纳入到向上面面争取资金，这是个利好的的消息。同时逐步开征房产产税。房产税的开征，对房房地产市场是有影响的。因因为盲目投机的少了，有可可能是按照人均住房量的多多少平方扣除以后，增加部部分再来征收。但房产税的的征收也有好处，除促进房房地产有序运转外，还能更更加真实准确地掌握房地产产市场状况。不要指望房价价降，指望房价不暴涨，房房价陡然降的可能性已300年，中国只要有城镇化，，那么30年的房地产是存存在的。就是欧美这样饱和和的城镇化率，房地产还是是有，只是没有我们的量大大，而是质在变化。人们住住了一般的房子，还想住别别墅，住别墅还想到海边，，海边还想划船走，需求总总是不断地增长的。真正把把房产功能享受化、消费化化、生活化而不是投资化，，才会回归理性。

　gdpp，就是不盲目地追求经济济规模的增长，如果盲目地地追求经济规模增长，大量量的园区建设要投入，那么么城投的压力也是非常大的的。第二个就是债务追究制制。债务在哪举的，调到哪哪儿，追到哪儿。包括债务务的审批制度。春节前我们们到了镇江，镇江就是首先先有一个领导小组审批，99个部门，常务市长来审批批，审批完了以后报人大。。这样有好处，对不该举债债的或没有偿债能力的屏蔽蔽掉。但对我们也有难处，，如果我们借新债还老债，，这种程序下去，时间会错错过。

　作为一个个团队，必须要有主流精神神来引导，有什么样的信仰仰就会有什么样的信心，有有什么样的追求就会有什么么样的精神状态。一个人看看上去心明眼亮，就有精神神追求，看他贼眉鼠眼就老老想自己的心事。没有很高高的精神追求，就贼眉鼠眼眼，鼠目寸光；有坚强的信信念，弘大的理想，他才眼眼明心亮。在这方面和大家家共勉几个方面的问题。

　第一要保持一个具有生态态的心态。大家都在想环境境的生态，其实心灵的生态态更重要。只有你有心灵的的生态，才能在这个环境中中改变环境，改变自己。有有一个哲人说过“你的心态态就是你真正的主人”，所所谓的“物由心转、境由心心造，烦恼皆由心生”；狄狄更斯说过一句话“一个健健全的心态比一百种智慧更更有力量”；爱默生也说了了一句话，“一个朝着自己己目标永远前行的人，整个个世界都在给他让路”。所所以对心态问题，我谈第一一个观念，平淡不是平庸。。所谓的平庸，是碌碌无为为，无所事事，心中没有理理想，眼中没有事物，这叫叫平庸。所谓平淡，就是心心静如水，面对任何诱惑都都能保持内心的平静，因为为只有平淡以后，才不会去去盲目地比车子，比房子，，比孩子，比票子，所有的的浮华都是过眼烟云，不求求当下，只求无悔，只想留留下这一生最美好的记忆。。城投公司这么辛苦，大家家有这个精神状态，是因为为我们感觉到，我们所做的的事情，不敢说绝对，大部部分是有意义的。建一座桥桥，它永远留下来了，建一一座公园，它永远留下来了了，到老的时候，对儿孙讲讲那个树是我栽的，那个桥桥是我们投资的，我们做的的是有意义的事情。所以，，更加要平淡地对待我们的的人生。

　第二个观念，吃吃力不是吃亏。现在很多干干部，包括年轻同志，觉得得“干的越多，错误出的越越多，挨的批评也多，所以以不如我少干。”总觉得越越是吃力地干事越是吃亏。。但是年轻同志想想，所有有的失败都是人生的阶梯，，不干事怎么知道失败，不不失败怎么总结成功经验。。作为一个组织，党委要宽宽容失败，干事不可能不失失败的，但是作为个人来讲讲，要不怕失败。所谓的失失败并不是你主观能动上的的失败，你能干好但有意识识的干坏，这种失败是不可可取的。在失败面前，上帝帝给你关了这扇门，必将给给你打开那扇窗。只有在失失败中总结经验教训，一定定会在你的人生履历中增加加更好的光彩。

　第三个观观念，生气不如争气。现在在很多同志在“比”中觉得得生气，在工作中同事间有有点小摩擦生气，总觉得自自己付出了很多而得不到回回报，“提拔也没有我，今今天戴红花也没有我。”也也感到有点生气，这可以理理解，但是生气有什么用，，只有自己把自己做好。有有一句话说“山不过来我过过去”，只有翻过这座山，，过去了，在山顶才会看到到风景。有很多同志心里有有些不满，不满可以多交流流，生气在所难免，但是争争气一定会改变生气，一定定会改变人生。

　第四个观观念，心动更要行动。心动动是向往远方，行动是走向向远方。如果不行动再好的的理想都是虚无飘渺的。尤尤其刚参加岗位的同志，可可以给自己的岗位设定目标标。今年要进行全员岗位竞竞聘，就是给大家一个平台台和机会，你说你的价值很很高，你就去竞争这个价值值高的岗位，你认为你适合合做什么，你再去追求适合合你的岗位，组织给你一次次机会，机会没有了你就回回到原点甚至比原点更差。。做这个改革的目的不是为为了折腾大家而是为了激励励大家，要真正的实现按劳劳分配，真正地鼓励那些能能干事、干实事、干成事的的人在关键岗位上发挥关键键的作用。

　第二要坚持一一种体现“风动”的作风。。要求“雷厉风行、风驰电电掣、风雨无阻”。有令必必行，令必行，行必果。这这是要强调的整个团队的工工作作风。习总书记有一句句讲话叫做“作风建设永远远在路上”，不要指望今天天讲了明天就没有了，这是是一个持之以恒的东西。当当前我们的作风建设大概有有这样四个问题，今天只点点个题，大家可以会后揣摩摩揣摩。一是宗旨观念不强强，面对权力不知轻重。一一点小小的权力不知道轻重重，不知道是人民赋予的责责任，而把它当做自己谋利利的权杖。很多中梗阻，上上面已经定了，下面要落实实，中间梗阻，梗阻干什么么？不就是显示你的权力吗吗？不就是想让别人找你吗吗？这个问题要引起高度重重视。最大的敌人就是有权权无知乱拍板。二是服务意意识不强，面对群众不知你你我。对来办事的服务对象象脾气大口气大，门难进脸脸难看，动不动训人。不知知道自己有多高多低，不知知道自己有几斤几两。三是是廉政意识不强，面对诱惑惑不知深浅。很多东西程序序不到位，说办就办，说租租给别人就租给别人，说免免租就免租，那怎么能行呢呢？不招标就有结果，那怎怎么行呢？在这些面前一定定要知道深浅。大家看了当当前的形势，看报纸每天都都可以看到哪儿又进去一个个人，如果都到了这一天，，那就没有意义了，就像癌癌症已经爆发了，只有先预预防，先打预防针，才可防防患于未然。四是落实意识识不强，面对工作不知道优优劣。领导反复强调的工作作也没有结果，没有结果也也没有时间观念，到底工作作做好做坏心中没有个评判判，不知道深浅。
