　 供销社党委班子践行科学发展观分析检查报告

　 为进一步推进我社深入实践科学发展观学教活动，按照区社学习实践科学发展观分析检查阶段实施意见，对供销社在贯彻落实科学发展观领导班子建设、干部队伍建设、服务意识、工作作风、廉洁自律等方面工作进行了认真的回顾和检查，现将情况报告如下：

　 班子基本情况

　 区供销社领导班子成员共有5人，党委书记1人、党委副书记1人、副主任2人、党政办主任1人。

　 所做工作情况

　 一、注重解决突出问题，力求在思想上、观念上有新突破。通过第一批践行科学发展观学教活动的开展和进入第二批深入实践科学发展观学教活动的开展，党委“一班人”解放思想，更新观念，把改进工作态度和提高工作效率，促进科学发展在实际工作中的运用能力，紧紧围绕促进系统发展，提升服务功能、构建农村现代流通体系这一目标，进行了深入细致地探索，提出了“纵比有发展、横比要领先”的工作思路，打破以往只看圈内，跳不出外围的保守思想，破解制约供销事业发展难题，出台了领导搞调研，做到了一个领导、一个课题；一名领导、一个调研班子。形成有情况、有分析、有对策的调研文章，为上级提供积极有益的参政文章，为供销社工作创新有新的突破做出了科学的决策依据。

　 二、着力推进效能建设和干部作风制度，实实在在做改善民生的实事，改善了党群、干群关系，为经济、社会和谐发展提供了坚强有力的政治保障。党委班子在日常工作中，自觉把“为民、便民、利民”及“保增长、保民生、保稳定”“弘扬井冈精神”作为一切工作的出发点和落脚点，真心实意地为基层和群众办实事，解难题，如：区再生资源交易市场的建设营运，妥善解决了置换职工及伤残、参战复退军人的养老保险续缴问题、积极做好新农村建设工作，使干群关系进一步密切、进一步促进了系统的经济效益发展。

　 四、树立队伍形象，创新作风建设。通过践行和实践科学发展观学教活动以及正在开展的机关效能年活动，区社在抓围绕树立队伍形象、创新作风建设机制方面。一是紧扣管理环节，在提高工作效率下功夫，在内部管理上坚持用制度管人，明确制度的界限，规范行为；二是紧扣监督环节，规范工作行为，对信访举报、案件查办、案件审理等重点环节实行重点监督；三是紧扣考核环节，激发工作动力，每年党委都把工作目标、考核内容、目的要求、考评办法，进行扎实有效的评议、考核极大的促进了工作作风的改进。

　 存在问题

　 一、三个宏观上的问题

　 1、供销合作社要加快组织创新和经营创新，推进新农村现代流通网络工程建设。虽然供销社在服务“三农”和“农民知识化”培训及“双抓双促”和“新农村建设”工作中做了些工作，但供销社目前职能弱化、财力、人才、严重匮乏，远不能达到中央、省、市要求。

　 2、供销系统的改制基本结束后，留有大量的历史遗留问题，如：近五百人的离退休人员的养老、急重病等负担引发矛盾的调处，相当部分已置换身份的职工再就业问题。

　 3、面对供销工作正处在新的起点上实现新的跨越却没有雄厚经济实力。

　 二、五个微观上的问题

　 1、落实06年、08年两个中央一号文件，搞好服务“三农”、“农民知识化”上，深感供销社的财力、人才缺乏。

　 2、改制后虽然减轻了包袱，但发展平台严重萎缩，迈不开步子。

　 3、改制后遗留问题，矛盾尖锐突出，极易产生不稳定因素，给供销系统的工作带来压力。

　 4、改制后系统资产少、债务重，影响和制约供销企业的再发展。

　 5、在发扬求真务实作风，树立机关新风气，行业新行风方面，企业在增强事业责任感和时代感方面进一步加强正面教育。

　 分析原因

　 一是面对供销社工作处在新的起点上，实现新的跨越没有一定的经济实力，导致了供销社目前职能弱化、机关人员老化，人才严重匮乏。

　 二是供销社企业改制后，由于大量的历史遗留问题，直接影响了现任领导班子工作的开展。

　 三是面对工作中出现的新情况、新问题，求稳的思想在班子中占主导地位，没有很好的通过理论学习，以求真务实的科学发展态度，束缚了工作的开拓创新新思路。
