　　同志们：

　　根据师团党委的命令，我团有74名同志的职务得到调整，其中有62名同志提升了职务，有12名同志虽为平职调动，但所担负的工作和责任都是比先前加重多了。这体现了党委对同志们的高度信任；反映了官兵们的一致心愿，是部队培养教育和同志们努力奋斗的结果。我相信同志们在新的工作岗位上，一定能够保持和发扬先前的进取精神，以强烈的革命事业心和工作责任感，再度创建新的业绩，努力为部队的全面建设作出新的贡献!

　　职务提升对个人而言总是件高兴的事、痛快的事，甚至是求之不得的事。从一定意义上讲，职务的提升也就意味着党委对你先前工作的肯定和赞赏，意味着你在某个阶段的工作成绩是出色的、出众的，意味着你基本具备了胜任高一级职务的起码条件，意味着你有了进一步施展自己才华的新的机遇，意味着你有了更好地锻炼、摔打、提高、发展自己的更大空间。当然，职务提升也必然意味着你要承担更大的责任，要付出更多的心血，要拿出更好的高招，要作出更大的牺牲，要干出更大的成绩，要表现出更强的领导艺术和工作能力。

　　要说职务提升就完全是件好事，我看也不尽然。它和世界上万事万物一样，也是两重性的，也会引发出多种多样的好的或坏的结果来。有的人把职务提升看作是组织的培养，因而更加感激组织；有的人把职务提升‘看作是自己的能耐，因而更加目无组织、目无领导。有的人把职务提升作为进步的起点，因而进取心更强；有的人把职务提升作为进步的终结，因而自我陶醉，停顿不前。有的人把职务提升看作是更好工作的责任，因而更加卖力，更加实干，惟恐有一点的懈怠；有的人把职务提升看作是谋取私利的工具，因而私欲膨胀，不择手段地捞钱，惟恐“有权不用，过期作废”。有的人把职务提升看作是施展才华的空间，因而更加动手动脑，创造出有个性特色的业绩；有的人把职务提升看作是称王称霸的舞台，因而是讲排场、抖威风，拉帮结伙，惟我独尊，老子天下第一。有的人把职务提升看作是一次的新的考验，因而处处谨慎，事事卖力，样样争先，尽最大所能地做好每一件工作；有的人把职务提升看作是一种心理享受，因而孤芳自

　　赏，洋洋得意，不思进取，逐步丧失原有的朝气。有的人因职务提升而更有作为，总是扑下身子，放下架子，整天从群众身上吸取智慧，不断推进工作向高层次发展；有的人因职务提升而滑向犯罪的深渊，总是忽视学习，拒绝教育，自以为高明，随心所欲地

　　捞名捞权捞利，甚至违法犯罪，以身试法。

　　对待职务提升的不同心态、不同态度、不同行为表现，反映厂不同的人生追求、不同的价值取向、不同的道德标准。周总理因人格高尚，虽身居高位但仍旧是“三更未睡五更起，临终尤念人八亿”、“位高不移忠贞志，权重不改公仆心”，用手中的权力为人民谋利造福，成了万代敬仰的人生楷模。林彪、王洪文、陈希同、王宝森等，因品质恶劣，私欲膨胀，用人民赋予的重权随心所欲，胡作非为，危害天下，害国害民，手中的权力变成了自掘坟墓的工具，手握的重权演化成了奔向死亡的“催命符”，最终都成为身败名裂、不得好死的千古罪人。我们虽不是什么手握重权的大人物，但自古同理，大小皆然。职务权力对高尚的人是创造辉煌的阶梯，对卑鄙的人则是自毁前程的工具。我在部队二十多年的风雨经历中，亲眼目睹了许许多多的本来很有作为、很有发展潜力的年轻干部，就是因为不能正确对待职务的提升，不能正确运用手中的权力，不能经得起权力地位的考验，不能正确地看待自己，从而骄傲自满，口出狂言，目无组织，心无群众，胆大包：天，胡作非为，结果都成了昙花一现的匆匆过客，自己把自己本该煌煌的前程打得粉碎。有些同志至今都让人们感到十分的婉惜。现在的一些集团军的领导、一些很出众的拔尖人物，想当年并不一定就是非常出众的、非常冒尖的侥侥者，但就是因为他们能正确对待职务、能正确看待荣誉，能正确认识成绩，能正确把握自己，能胜不骄、败不馁，始终如一地朝着既定的目标奋进，从而超越自己，超越障碍，超越跑到前边的人，最终跑到历史的最前头，做出了超于常人的成绩，创造出了人生的辉煌。这就说

　　明：职务高了，不等于水平就高了；权力大了，不等于能力就强了；责任重了，不等于经验就够用了；暂时进步了，不等于永远就不落后了。职务的晋升，只能说是新一轮竞赛的开始，如不用心、不用力、不用劲、不得法，就难免要摔跤，就难免要被后来者超过去，就难免被淘汰出局。只有坚韧不拔地奋力拼搏的人，才有可能夺取最后的金牌。如果仅仅因为夺得一次小组赛的胜利就得意忘形，狂妄自大，那就显得太没出息了。请同志们能在这个小小的进步面前保持清醒的头脑，准备迎新的挑战，立志夺取新一个回合的全优成绩。

　　这次被调整职务的74名同志，绝大部分都要离开原先的单位，都要进入一个新的工作环境从事新岗位的工作。这有利于改变干部生长的“近亲繁殖”现象，有利于干部从新的环境中学习更多的新办法、新经验，有利于干部开阔眼界、增长见识、取长补短。大家到一个新的单位从事一项新的工作任务，人员不熟，情况不明，经验没有，心中没底。这就要求大家要从零开始，重新起步，找回那种刚提干时“如临深渊，如履薄冰”的感觉，非常谨慎、非常积极、非常认真、非常卖力地踢好新的工作的头三脚。

　　如何才能在新的工作岗位上起好头、迈好步、踢开头三脚、创造新成绩呢?

　　1．要凭能力领导，不凭权力霸道。作为一名刚从外单位调入的新提职的领导干部，大家的眼睛都在盯着你的一言一行、一举——动，这就要求你要懂政策，讲原则，有点子，会处事；要有见微知著、洞察秋毫、观事于微、料事在先的超前意识；要有深入实际、联系群众、遇事商量、博采众长的民主作风；要有调查研究、抓住重点、认准就于、果断拍板的决策能力；要有一身作则、模范带头、吃苦在前、为人师表的表率精神；要有一视同仁、乐于助人、气度豁达、求同存异的宽阔胸怀。这样，战士们就会自发地

　　敬重你、信赖你、服从你、支持你。如果以权代能，说话语无伦次、颠三倒四，办事主次不分、没有主见，遇到难题束手无策、拿不出办法，碰到困难一筹莫展，想不出对策，无知无权无德，甚至独断专行，横行霸道，这样尽管凭借的是权势，但失去的是人心，影响的是工作，伤害的是战士们的积极性。2．要凭心诚感人，不凭心狠整人。领导干部应当既是战士的首长，又是战士的兄长。只有当好兄长，才能当好首长。江泽民主席说：“我们的战士总体上是好的，关键在于干部怎样去带……因此，干部带兵，首要的是解决对战士的根本态度问题。爱兵才能把兵带好。”我们对战士一定要诚心相待，以心换心，以情感人。你把战士当成人地看，战士就把自己当成牛地干；你把战士当成牛地干，战士就把自己当成人地看；你把自己凌驾于战士头上，战士就不把你放在心上；你不尊重战士，就休想让战士尊重你。这就是带兵的辩证法。有的干部热衷于用拳头对付战士，打人、骂人、体罚、侮辱人格，狠心地整战士，这是军纪国法难容的，一定要引以为戒。试想，用整人的办法来对付战士，必然加深对立，激化矛盾，使战士们人人自危，心惊胆寒，这哪里还谈得上什么官兵一致、亲如兄弟，恐怕只能引发战士们的不满情绪、对立情绪、离心情绪和反抗情绪。这样带兵是很危险的。3．要凭正道用人，不凭邪门哄人。领导干部在战士的入党、考学、学技术、转志愿兵、士兵转干、提职晋衔、立功奖励、工作分配等敏感问题上，一定要出以公心，坚持标准，严格把关，一视同仁，做到公开、公平、公正，按正当程序、正常门道秉公办理。

　　顺公意就会产生向心力，逆公意就会产生离心力。决不可无原则地搞哄骗、许愿那一套，更不能纵容授意战士去“挖门子”、“拉关系”、“走后门”、送礼行贿，搞歪门邪道。领导干部要以宽容、宽厚、宽爱之心来对待部属，不要用干部的标准来衡量战士，不要用老兵的标准来衡量新兵，不要用先进典型的标准来衡量一般人员。对战士的一些缺点毛病，要善意地批评帮助，立足说服开导，不斤斤计较，不耿耿于怀。这样做，就能使战土们感到领导的亲切、宽容、厚道、公正，就会产生积极向上的上进情绪，也才能使战士们心情愉快、无担心无顾虑地做好工作。

　　4．要凭党性培养人才，不凭私情压抑人才。领导干部要树立积极的“人才意识”，从军队和地方后继有人的高度来积极培养各种有用之才。现在的年轻战士，都有强烈的求知欲望，都有成才“冒尖”的学习计划，都有追求奋斗的人生目标，都想在部队“混出个人模人样来”。陈立德、冯德英、高玉宝等军旅作家都是从战士开始起步、从连队火热生活的沃土里脱颖而出的。所以，对战士的成才欲望，要鼓励，要支持，要积极创造有利条件。领导者就是要使自己所领导的单位不断涌现各种拔尖的人才，成为造就人、培育人、多出快出人才的摇篮。要甘当人梯，让同志们踩着自己的肩膀头向高处攀登，鼓励下级超越自己。这样的领导，下级才是最欢迎的，才能赢得人心，才能激发起上进情绪。
