　 现在，我受中共蕉岭县第十届委员会委托，向大会作报告。请予审议。

　 一、过去三年的工作回顾

　 县第十次党代会以来，在省、市委的正确领导下，县委团结和带领全县人民坚持以邓小平理论和“三个代表”重要思想为指导，树立和落实科学发展观，认真贯彻中央和省、市的决策部署，深入实施“四个梅州”和“四个县”发展战略，解放思想，抢抓机遇，开拓进取，加快发展，三个文明建设取得丰硕成果，为“十一五”更快更好发展奠定了坚实的基础。

　 1、经济实力不断增强。XX年，全县生产总值实现亿元，比2002年增长%，年均增长%；工业总产值实现亿元，比2002年增长%，年均增长%；税收收入亿元，比2002年增长%，年均增长%；财政一般预算收入亿元，比2002年增长%，年均增长%；全县农村居民人均纯收入4426元，比2002年增长%。今年1—9月份，财政一般预算收入9550万元，比上年同期增长%；税收收入22156万元，比增31%。招商引资成效明显，新建金城、油坑工业基地，引进新项目180多个，投资总额30多亿元，龙腾能源综合利用电厂、金发纸业有限公司、新铺拦河电站等一批工业项目建成投产，壮大了工业总量。农业效益不断提高，新建优质水果、油茶、蔬菜、烤烟、肉猪、蜂蜜等农业生产基地，培育了一批农业龙头企业和农民经济合作组织。新农村建设开局良好，我县被列为国家农业综合开发项目县和省农村能源（沼气）建设示范点，农村沼气覆盖率居全市第一，农村篮球场建设走在全市前列。旅游资源不断开发，新建长潭度假村、桫椤珍稀园等旅游景点，一批历史文化及生态资源得到保护和利用，丘逢甲故居被核定为“全国重点文物保护单位”、石磜土楼被评为“省文物保护单位”、谢晋元故居被定为“省红色经典旅游开发项目”、长潭库区林场被升格为省级自然保护区、镇山公园被评为省级森林公园，来蕉游客逐年增多。

　 2、各项改革稳步推进。企业改革继续深化，完成电池厂、一线天酒厂、锰化厂等国有企业产权改革，一批国有企业获得“重生”和发展壮大，一批原改制企业职工安置、老职工生活保障、资产移交等历史遗留问题得到妥善解决；完成农村税费改革，全面取消农业税，农民负担大幅减轻；完成撤并镇工作，全县建制镇由原来的12个减到8个，精简了行政机构，降低了管理成本；在全市率先开展镇级财政管理体制改革，实行“一确保两考核”为主要内容的镇级财政收支管理办法，缓解了镇级的收支矛盾；行政审批制度改革不断深化，取消和调整了一批审批事项，依法行政水平和管理效率得到提高；科技、教育、卫生、文化、广播电视和金融、保险等领域的改革取得积极成效。

　 3、发展环境得到优化。三年来，累计完成固定资产投资亿元，交通、能源、市政等基础设施建设取得了新成效。XX年底，全县公路通车里程公里，比2002年底增加公里，公路密度达到每百平方公里133公里，位居全省山区县（市、区）前列，全县人民盼望已久的天汕高速公路蕉岭段预计年底建成通车。能源建设加快，水火电装机容量达19万千瓦，比2002年增加8万千瓦；实施城乡电网改造，建成一批输变电站，提高了输变电能力。通信发展迅速，全县移动电话用户、城乡固定电话用户分别达到每百人37部和23部，实现了村村通电话、村村通移动电话、镇镇通互联网。水利设施不断完善，石窟河蕉岭段两岸68公里防洪堤围改造及一批县管水库除险加固工程全面完成，防灾减灾能力进一步提高。以城南新区开发和府前街改造、205国道蕉城红岌子至叟乐高速公路出口段改造为重点的县城建设步伐加快，县城建成区面积由2002年的6平方公里扩大到7平方公里，城市功能不断增强，市容市貌焕然一新，城镇化率达42%。
