　关于2008年纪检监察工作的情况报告

　　梧州市国家税务局纪检组：

　　2008年，我局的纪检监察工作在局党组的正确领导下，紧紧围绕全局的工作目标和工作中心，进一步落实党风廉政建设责任制，党风廉政建设和反腐败工作取得了较好的成绩，实现了干部违法违纪案件“零发生”目标。现将一年来的工作情况报告如下：

　　一、狠抓工作落实，确保政令畅通。我局全面贯彻党的十七大精神，学习和实践科学发展观，加强对各项税收工作的监督检查，确保上级党组的政令畅通。一是实行每月督查通报制，对各股室的重要工作均进行立项督办，派发督办单，落实专人负责督查督办，并在下月初进行通报。二是深入开展执法监察。在税收执法方面，继续加强对税额核定、一般纳税人认定、发票的发售及管理、纳税评估、减免税审批等“征、管、查”管理重点环节的执法监察。今年10月份，由纪检监察干部牵头，对辖区内的个体电脑定税户进行复核抽检，在保证电脑定税基础数据准确的同时，也对我局税务干部有无违法违纪行为的发生进行随访。

　　二、加强领导干部作风建设，增强廉洁从政意识。

　　（一）层层签订党风廉政建设责任状。我局党组一把手与局领导班子成员及全体中层干部分别签订党风廉政建设责任状，将责任分解落实到每一位领导干部身上，加深领导干部对党风廉政建设工作重要性的认识，从而增强廉洁从政的意识。

　　（二）落实 “一岗两责”，“两权”监督进一步加强。我局党组严格执行民主集中制和坚持民主生活制度，重大事项党组集体讨论决定。“一把手”做反腐倡廉的表率，并要求班子成员和全体中层干部也要时刻注意自己的言行，影响和带动全体干部职工廉洁自律，对纳税人的送礼、宴请实行“一推、二挡、三登记”制度，能当场拒绝的当场拒绝，不能当场拒绝的由办公室进行统一登记，然后再按制度规定处理。今年共拒礼42人次，现金10000元，礼券10600元，物品折价5500元。

　　三、坚持领导干部公开大接访和下访活动。为有效化解社会矛盾，切实维护群众合法权益，不断推进我市和谐社会建设，我局按照梧州市人民政府和市局的部署和要求，制订了《2008年长洲区国家税务局领导干部“公开大接访”和“领导干部下访”活动实施方案》。认真开展领导干部公开大接访和下访活动，对活动安排作了周密的布置，做到每月1天由局长亲自接待来访群众，每周3个工作日由分管局领导亲自接访。每月均安排一名班子成员下访辖区内的纳税人2户以上。截至10月底止共接访纳税人3次，并有效解决纳税人提出的问题；共下访纳税人10次，解决纳税人提出的问题6个。

　　四、严肃工作纪律，保持文明高效的工作作风。一是对因责任心不强造成工作失误的税务干部进行问责，分别对出现工作失误的直接责任人和部门负责人进行通报批评和扣发责任工作目标责任奖。二是成立作风纪律、服务和行政效能督查小组，由局党组书记、局长梁桂梧担任组长。督察领导小组主要负责对我局干部的作风纪律、服务和行政效能建设以及各项制度贯彻落实情况的督查落实。采取不定期抽查的形式进行督查，实行检查通报制度，对检查情况在局内进行通报，及时纠正各方面存在问题。该小组开展工作以来，我局的作风纪律更好了，所有干部在7点50分前已就餐完毕，8点正已整装在各自的工作岗位上开始工作，精神状态良好。三是严格考勤制度，由纪检监察干部负责考勤检查工作，实行外出工作报告制，凡工作时间离开办公室的均需逐级向领导报告。

　　五、强化对领导班子和领导干部的监督制约。

　　（一）加强制度监督管理，制定了《长洲区国家税务局党风廉政建设责任制》、《企业纳税人邀请税务干部参加企业各类庆典活动报告制度》、《拒吃请拒礼报告和登记制度》等一系列廉政制度，进一步完善廉政建设体制。

　　（二）聘请社会各界人士为特邀监察员，四月份召开了特邀监察员座谈会，听取他们对我局党风廉政建设的意见和建议，加强对我局各项税收工作的监督。定期发放廉政效能监督卡，将党风廉政建设融入日常税收征管工作过程，及时收集统计反馈意见并公布，加大社会监督力度。今年已发放廉政效能监督卡1800份，收回630份，发放面达59.11%。

　　六、扎实开展反腐倡廉教育。

　　七、加强纪检监察队伍建设。由1名副局长兼任纪检组长，配备1名兼职纪检监察干部，聘任我局5位同志为兼职监察员，进一步壮大纪检监察队伍。

　　八、在党风廉政建设中存在的薄弱环节和问题。一是个别部门对党风廉政建设认识不足，重视不够。二是个别部门的监督、检查、落实不够到位。三是干部的失职渎职意识有待加强。四是纪检监察人员配备受条件限制，不利开展工作。

　　九、对我局党风廉政建设工作的意见和建议。

　　（一）统一思想，认清形势，正确认识党风廉政建设的重要性，必要性和紧迫性。近年来，全市国税系统通过加强反腐倡廉建设，各单位干部职工的廉政意识和拒腐防变能力不断增强，实现了干部违法违纪案件的零发生。但是，由于长期以来形成的历史原因和体制，外部环境等多种因素的影响，在税务系统现阶段腐败现象易发多发的土壤和条件还存在，体制、制度还不够完善，诸多经济、社会矛盾相互交织给反腐倡廉工作带来不少困难和问题，我们要清醒认识到，在少数单位部门和个人的反腐倡廉建设工作中还存在一些问题和不足，而且出现了一些不容忽视的新情况、新问题。叶局长在全市党风廉政建设工作会议上，列举了全市系统目前还存在的八个方面问题，这些问题和现象虽为极少数，但却屡禁不止，且表现形式呈多样化，隐敞性强，必须引起我们的高度重视，反腐倡廉是长期和艰难的，要坚持治标和治本，惩治和预防两手抓、两手都要硬的工作原则，认真查找存在问题和不足，防患于未然。

　　（二）落实好党风廉政建设责任制，抓好责任分解、责任考核和责任追究三个环节工作。

　　1、抓好党风廉政建设分工，落实责任。继续坚持逐级签订责任状，层层签订党风廉政建设责任书，把党风廉政建设各项任务落实到每位领导班子成员和各部门，把“一岗两责”落到实处。各部门负责人要按照“一岗两责”的要求，抓好职责范围内的党风廉政建设工作，对不履行“一岗两责”，抓反腐倡廉工作措施不力造成不良后果的，要区别性质追究责任。
