　 社区成人学习研究课题开题报告

　 课题经全国教育科学规划领导小组批准立项，确定为全国教育科学“十五”规划教育部重点课题，课题批准号为：DKA010355。

　 《学习型社区成人学习动力研究》经过充分准备，于2002年6月20日在北京正式开题，中央教育科学研究所副所长谢国东，全国教育科学规划领导小组办公室副主任刘坚出席了开题会并讲话，来自北京师范大学、北京教科院职成所、中央民族大学、北京崇文区教委等单位的课题组主要成员参加了开题会。课题主持人赖立作了开题报告，较为详尽地阐明了该课题的意义、目标、内容、方法、实施步骤，并提出具体要求，课题组成员认真进行了讨论和研究分工。大家一致表示，要以科学和创新精神，高质量完成课题研究任务。

　 现将《学习型社区成人学习动力研究》课题实施方案报告如下：

　 一、研究背景及意义

　 21世纪终身学习已呈现全球化发展的趋势，终身学习将成为每个社会成员共有的一种生活方式，将成为每一个社会成员生存发展最基本权利，社会将尽其所能为其全体成员提供学习机会和条件。江泽民总书记在第三次全教会上指出：“终身学习是当今社会发展的必然趋势，一次性的学校教育已经不能满足人们不断更新知识的需求。我们要逐步建立和完善有利于终身学习的教育制度”。最近，他在亚太经合组织人力资源能力建设高峰会上明确提出：“构建终身教育体系，创建学习型社会”，为新世纪教育改革和发展指明了方向。

　 1.社区教育正在成为我国成人教育新的增长点

　 社区是学习型社会的基础。社区教育的提出和实施，回应经济社会可持续发展和人的可持续发展的要求，是建立学习型社会，满足人们终身学习需求的必然结果。2000年，教育部确定了北京等八个大中城市的城区作为社区教育实验区，启动了社区教育的改革实验。改革实验的重要方面之一就是社区教育以成人教育为重点，成人教育深入社区，正在从补偿性教育转变为发展性教育，沟通教育与社区的联系，以满足社区成员多样化学习需求。“九五”期间，社区教育理论研究已经起步，出版了一批有学术质量的成果。厉以贤的《社区教育的理论与实践》、叶忠海的《社区教育学基础》、黄云龙的《社区教育的管理与评价》、马叔平等的《论社区教育发展模式》都从基本理论、战略规划、宏观管理等方面，概括了当前我国社区教育的新经验、新观点，并使之条理化、系统化。

　 “九五”课题《面向21世纪中国社区中的终身学习的调查与研究》，运用社区发展和终身学习的理论，从未来社会人的生存和发展需要，从未来社会人的生活基本单位——社区建设出发，以问卷调查为基础，分析社区经济发展、社会结构和社会生活变动对终身学习的影响，探索实现终身学习目标的途径。

　 相比之下，社区教育在中、微观教学领域的研究略显滞后，与社区成员与日俱增的学习需求和积极性形成明显反差。如何满足多样化的学习需求，如何整合社区成人学习过程中内外各种因素，如何组织教学，设计课程，开发教材，都面临诸多挑战和困惑。因此，尤为迫切地需要深入实际，在社区教育情境中进行问题研究，在理论与实践的结合上回答社区成人终身学习的“应然”与“实然”。

　 2.成人学习心理研究是我国成人教育研究的薄弱之处

　 国际上心理学在人类动机研究领域颇为活跃，如阿特金森的成就动机模型、马斯洛的需要层次论、韦纳的成就归因理论等，无疑为学习动机的研究提供了丰富的理论基础。国外对成人学习开展系统研究始于20世纪60年代，相继形成了不同的流派和理论观点。我国台湾地区重视成人学习心理的实证研究并有丰厚的积累。国内则是进入80年代后才逐渐加以认识的，近年成人学习力求深入教育心理层面，但对许多问题的探索偏重于理论思辨，比如叶忠海主编的《职工教育心理学教程》，探讨职工学习心理基础和准备，以及职工教育中学与教的心理学问题。高志敏在《成人教育心理学》中，按照人的成年期发展，阐释成人学习的心理特点和一般规律。还有《青年学习心理学》、《成人学习理论》等都主要从基本理论和知识概念方面进行阐述和论证，这些有代表性的文献中不乏古今中外成人学习的理论精华，对于学科建设是有意义、有价值的成果。但由于成人学习者的复杂性和研究方法上的局限性，目前鲜有量化分析的研究。近年来多元统计方法的发展及计算机技术介入研究，提高研究的科学性，但涉及成人学习者，针对群体学习心理的实证分析为数不多，几乎是空白。零星的研究成果，或主要针对成人学校的学员（比如电大、成职校），或以年龄、职业进行群体划分，且样本量一般比较小，在科学解释和理论推导上，略显分量不足。

　 有关研究表明，成人学习者具有独特的身心发展特点和学习特性，有丰富且个性化的学习经验。他们对参与社区教育的看法是什么，成人为什么学习，他们想不想，愿不愿，能不能，会不会学习，这些问题都有待于多维度进行综合实证研究分析，才能找到答案。因此，从研究成人学习者独特的经历和体验入手,了解、掌握他们学习的意识、学习的观念、学习的态度、学习的准备、学习的基础以及学习的行为，对成人学习心理进行科学研究，有助于深化认识，克服社区教育工作的盲目性，随意性。

　 社区教育实验本身是新生事物，尽管我们要学习国外的经验和理论，但中国社区教育的问题和规律，只有立足于本土去实践，去探索，才能获得真知灼见，才能有效掌握和解决。

　 本课题是一个有理论价值的应用课题，其创新意义表现为：

　 v本课题选择社区教育、社区文化、成人学习心理多视角探讨成人学习非智力因素的核心，揭示社区成人学习的一般心理特征以及相关因素，提升经验，阐释理论，研究选题角度较独特。

　 v究竟应该如何评价社区成人学习，目前国内尚无成熟的理论和现成的方法，本课题将在总结提升实践经验基础上，在评价方面作尝试性探索。

　 v本课题将涉及成人终身学习多方面的内外关系，也将涉及成人学习一系列的理论和实践问题，在研究过程中，力求从整体性、系统性和特色方面有所创新。

　 二、研究内容与目标

　 本课题作为社区教育的基础环节和前提条件之一，着眼于跨学科的综合实证研究。主要借鉴国内外社会学、心理学、教育学和成人学习理论及动机评价方法等研究成果作为理论基础，从调查研究入手，通过实地抽样，开展社区成人终身学习现状调查，重点了解社区成人学习的需求、动机、态度和行为特征，探讨社区成人学习的优势和资源，建立适应多样化需求的成人学习模式，为规划社区教育，推进学习型社区的发展提供依据，并对社区成人教育课程设置和教材开发提出积极建议。

　 课题重点研究的六个专题：

　 1.社区成人学习心理特点及其理论研究

　 2.社区成人学习需求及动力的调查与评价

　 3.成人参与社区教育的动机取向及其相关因素分析

　 4.建立社区成人学习的激励机制和终身学习的模式

　 5.以居住小区为单元的学习型社区发展思路与实验研究

　 6.社区终身学习发展趋势与构建学习型社区

　 课题确定的四个研究目标：

　 1.运用定性和定量分析的方法对社区成人终身学习现状进行描述，提供一个实证研究的统计分析结果和专题研究报告。

　 2.通过一定规模的社会调查，了解社区成员的教育需求和动机取向，对规划社区教育，设计课程和培训项目，编写教材提出研究建议。

　 3.结合实际，编订成人终身学习评价量表。

　 4.总结经验，从非智力因素的角度，探讨各种学习动力的培养和激发，并提出具体有效的途径和措施，建立社区成人终身学习模式和激励机制。

　 三、研究方法及思路

　 社区成人学习问题研究是一个介于人文学科和社会科学之间的课题，既涉及社区发展和社会学习组织的建构，又关注个体的成长和发展。

　 本课题研究设计打破以职业或年龄划分成人群体，概括群体学习一般特征的研究模式，从社区发展、社区文化（文化特质和心理归属）切入，探讨对成人学习理念、态度、需求的影响，旨在促进个人知识、技能、态度和价值观的持续改变，同时对社区发展的精神动力作出深入解释和理解，以期促进构建学习型社区的进一步研究。

　 本课题为应用研究。主要采用文献法、调查法、问卷法、统计法和比较法进行。在开展一定规模的社会问卷调查的同时，采用座谈和个别访谈，进行个案的质的研究，使调查真实、生动、丰富，提高研究结果的信度和效度。

　 在研究方法上，强调理论探索与实证分析有机结合，调查研究和文献研究有机结合，定性研究和定量研究有机结合，以实现理论与实践的互动，理论问题在

　 互动中发展完善，实践问题在互动中得到解决。

　 调查设计

　 本课题重点选择北京、天津、上海及江苏省的社区教育实验区作为调查研究基地，选择典型社区成人教学项目学员为对象，同时兼顾社区成员中的一些边缘、弱势群体（包括流动人群、失业人群、老年和妇女人群），开展调查研究。
