　为进一步加快xx街道学前教育健康、稳定、持续地发展，充分发挥xx街道学前教育在全市的示范、辐射作用。根据市政府提出的大力发展学前教育事业的目标与要求，特制定xx街道学前教育管理实施意见。

　一、公办幼儿园

　（一）工作职责

　xx街道是富阳市学前教育的中心，xx一幼、xx二幼为xx街道所属公办幼儿园，负责招收xx街道0—6岁幼儿进行学前教育。两园硬件设施配备齐全，教师素质高，优质教育资源丰富，具体负责对xx街道下属各集体、滤布民办幼儿园的管理及业务指导，发挥各园的示范与指导作用。

　（二）园长、教师的聘任及待遇

　1.全体在编教职工工资由街道财政全额拨款，奖金按市政府规定考核发放。园长、副园长由富阳市教育局竞聘、任命，办公室主任、总务处主任由xx街道竞聘任命，教师根据职称实行聘任制。

　2.编外人员根据幼儿园实际需求由雷博人力资源代理公司劳务派遣，工资、福利、保险由幼儿园自负。

　3.合理确定幼儿教师编制，逐步解决幼儿教师编制紧缺问题，力争按省级示范性幼儿园师生比标准配备。

　（三）经费投入

　街道每年拨生均公用经费100元/人，设备添置费6000元/班，用于幼儿园教育教学、设施添置等开支。

　2.根据幼儿园发展的实际需要，有计划地逐年添置教学设施，并对现有校舍、场所等按修建年限、质量状况、使用功能等逐年改造维修。先由幼儿园在每年初造好预算方案提出申请、概算清单，经街道审核同意后，再进行校舍整修和添置设备。

　3.在财政性教育经费中安排学前教育经费，安排一定的配套经费扶持教育集团分园。

　二、集体办幼儿园

　集体办幼儿园，行政上以主办者管理为主，幼儿园上交一定的管理费。园长由主办者聘任，园长与教工的工资、福利、保险等由幼儿园自负，公办幼儿园对其进行业务指导。经富阳市教育局、xx街道考核评估达到富阳市等级幼儿园或规范园标准的，街道予以一定的奖励补助。

　三、民办幼儿园

　xx街道规范发展幼儿园30余家，街道每年组织相关部门根据富阳市民办幼儿园规范办园标准，对其进行年检，对规范办园的幼儿园进行奖励，对不符合要求的督促其整改达标。严格审查新办园的办园资格和条件，做到规范一家，审批一家，确保办园质量。

　四、奖励办法

　街道对公办教工实行教育教学成果奖励，岗位目标绩效考核，激励教工全身心投入教育事业，具体奖励办法按xx办〔XX〕50号文件《xx街道教育事业发展与管理的若干意见（试行）》执行。

　街道每年组织相关部门对各级各类幼儿园进行年检压滤机滤布，对达标的等级及规范幼儿园予以奖励，具体奖励额度为：一级幼儿园3000元；二级幼儿园2000元；三级幼儿园1000元；规范园500元。

　学前教育是学校教育与终身教育的奠基阶段，是基础教育的重要组成部分。良好的学前教育，对儿童的后续学习和终身发展，对巩固和提高九年义务教育的质量，对提高国民素质，促进社会发展具有重要的战备意义。各级各单位要高度重视学前教育事业，使xx街道的学前教育事业蓬勃发展。
