　 教育局政府信息公开工作年度报告

　根据《中华人民共和国政府信息公开条例》以及市政府办要求，完成教育局2013年度政府信息公开工作年度报告。

　一、政府信息公开工作概述

　2013年，在市委、市政府的正确领导下，我局认真贯彻落实《中华人民共和国政府信息公开条例》和中央、省、市工作部署要求，坚持以公开透明、公平公正为主线，以服务中心、方便群众为立足点，以促进权力公开透明运行和重点领域信息公开工作为重点，围绕中心、贴近民生、强化措施，依法、及时、准确地公开了相关政府信息，推进政府信息公开工作深入开展。组织机构建设情况。根据人事变动和工作需要，及时调整充实我局政府信息公开工作领导小组及其办公室，成立了由局长任组长，主管局长领导任副组长，各股室负责人为成员的领导小组，局办公室作为政府信息公开工作机构具体负责政府信息公开的组织协调工作，并指定由教育信息中心负责市教育局政府信息公开的信息采集、日常更新维护等工作。

　逐步形成政府信息公开的制度体系，建立健全政府信息主动公开制度，切实做好政府信息发布协调、发布保密审查、政府信息公开报送和考核、公开受理举报等工作，做到有章可循。建立了政府信息依申请公开机制，明确市教育局办公室为受理政府信息公开申请的机构，公布了受理和监督电话，建立了受理答复机制，做到了件件能受理，事事有答复。健全载体平台，发挥服务功能。我局对宁安教育信息网政务公开栏目进行全面改版，信息公开平台功能进一步健全，及时更新政务公开内容，设置了包括教育概况、教育局领导、机构设置、股室职责、局长信箱等公告专栏，对机关信息及时全面进行公开。做到了拓宽公开渠道、创新公开方法、丰富公开形式，向社会公开本部门应该和可以公开的信息。同时，在市教育局设置电子公示栏进一步加大信息公开力度，充分发挥其服务功能。督促各单位从机构设置、职能、政策法规、收费依据标准等方面对部门信息全面实行公开，为推进政府信息公开工作奠定了坚定基础。

　二、政府信息公开情况

　公开的主要内容2013年我们对政府信息进行了梳理和编目，新增主动公开政府信息1339条。其中，工作动态信息1293条，各类公告通知46条。

　我局不但公开了教育局工作职能、内部机构设置及职能、教育局年度工作目标，而且将与群众关系密切的中考相关政策、学生转学、教师资格证等办事程序及教育局工作的法律依据或文件依据等重点工作信息进行了公开。同时，紧紧抓住群众关心、社会关注、与群众利益关系最密切的重点工作、关键环节，从内容和形式上重点加以深化。

　1.招生考试工作

　招生工作是政务公开的一项重要内容，每年我局高考、中考的报名、考试、录取工作，都能按照省招生办的文件执行，做到公开、公正、透明。

　2.财务管理工作

　为规范教育局所属学校的会计核算与财务管理，增强会计监督职能，构建规范、廉洁、高效的会计体系，防止违规、违纪现象发生，我局建立了“校财局管”制度，还组织有关人员分阶段对教育系统所属单位进行财务管理内审工作，确保教育经费管理和使用日趋规范。

　3.教师调配、评优晋级工作

　教师调配、职称评聘、评优选先都是关系到教师切身利益的事情，所以倍受教师关注。我局在这几项工作中，能做到让群众放心，教师满意。

　在教师调配工作中，我局按照上级有关政策和局人事管理工作的要求，严格履行审批程序，原则上超编单位不进人，缺编单位不出人。

　在职称评聘工作中，我局能按照上级有关文件精神，会同人事局确定我市初、中、高级职称评审指标，根据各校符合条件教师人数下发各校参评指标。各校按照教育局制定的职称评审考核方案，公正公开地考核每位参评教师的成绩，考核结果向教师公示，无疑议后确定参评人员。职称评聘工作做到三公开：即评审条件公开，评审指标公开，评审人员公开。

　在评优选先工作中，我局严格按照各级先进评选条件要求，采取基层学校上报、局长办公会讨论确定人选、在规定范围内公示后上报上级相关部门审批的方式，推选各级各类先进，真正做到把优秀的一线教师评选到先进的行列，发挥了先进人物的榜样作用，促进了教育事业的发展。

　4.阳光分班

　为了改变择班择校现象，促进教育公平，2013年9月全市市直高中、初中、小学新生入学全部实行“阳光分班”，在学生家长的监督下，进行电脑分班，随机分配班科任教师，整个程序公开透明，取得了良好的社会反响。

　公开形式为方便公众及时了解信息，我局通过多种有效途径发布政府信息：一是通过互联网搜索查询。在宁安教育信息网上，市民均可通过子栏目查阅主动公开的机关政府信息。二是通过报纸、广播、电视等途径进行发布。三是开通电子信箱、传真电话和信函，实行人工受理公众对政府信息的咨询和申请公开事宜。四是通过印发文件、致公开信、政务公开栏等形式进行发布。对于教育收费、招生等有关信息，我局要求各学校通过公告栏、墙报、校园网、告家长书等多种形式予以公布。

　本年度，我局未收到政府信息公开申请，因此无处理情况。

　四、申请行政复议、提起行政诉讼和申诉的情况

　六、工作存在的主要问题和改进情况我局政府信息公开工作在政府办公室的指导下，在局领导的重视下政府信息公开取得了一定的成效，但信息公开组织管理工作仍需加强，统筹推进工作机制仍需强化；信息公开服务作用仍需加强，群众关注的热点信息公开内容有待深化。信息公开的形式有待丰富，上述问题有待于今后的工作中进行协调，并加以改进。
