　2008年，在县委、县政府的正确领导下，以科学发展观为指导，深入贯彻落实党的十七大和十七届三中全会精神，坚持以“加快发展，富民强乡”为主题，以招商引资为重点，以集镇建设为龙头，以实施民生工程为着力点，抢抓机遇，开拓创新，扎实有效地开展各项工作，全乡经济社会事业取得较快发展。今年预计实现生产总值10亿元,增长20%；财政税收收入770万元，增长28％；规模工业产值2.1亿元，固定资产投资额3亿元；引进内资1亿元、外资100万美元；农民人均纯收入5800元，增长20％。

　一、抓班子促团结，发挥群体效能

　领导班子的团结是完成各项目标任务的根本保证。一年来，我们坚持从四个方面抓班子建设：一是在工作的实践中注重学习。把学习和贯彻实践“三个代表”重要思想放在首位，加强对十七大精神、十七届三中全会对农村改革政策的学习掌握，以增强加快发展的理念加强领导，不断提高科学执政、民主执政、依法执政的能力，积极促进班子思想上共识、决策上共谋、工作上民主，行动上统一。二是用以人为本的科学发展观统领全乡经济发展思路。努力把握新形势下的经济发展和社会进步规律，增强工作的预见性、主动性和创造性，提高驾驭经济社会发展全局的能力，拓宽工作思路，牢固树立领导就是服务，执政就是为民的思想，落实好“三农”政策和民生工程，一心一意为农业、农村、农民做好服务。三是广泛听取各方面的意见和建议。充分发挥全乡方方面面的智慧，集思广益，取长补短。积极采纳有利于杨滩发展的建议，充分发挥干部群众的工作积极性。四是不折不扣地坚持集体领导下的分工协作。充分发挥班子成员的特长，团结协作，合理分工，明确职责，使得班子成员在党委、政府的统一领导下，各自独挡一面，形成党政一班人既分工又协作，既履行自己的职责，又积极参与集体领导，发挥了班子的最大合力。五是努力打造一支风正、气顺、劲足的干部队伍。坚持正确的用人导向，选拔任用干部先定原则、后定人，注重实绩公论，注重现实表现；狠抓干部作风转变，工作干事务求“说实话、干实事、求实效”，营造干事创业的氛围，形成了风正、气顺、劲足的良好工作局面。

　二、坚持科学发展观，全面推进全年各项工作

　今年，我乡党委、政府紧紧围绕县委全委会、县人代会制定的目标任务，以科学发展观统领全局，以招商引资为中心，坚持各项工作齐抓共管，正确把握改革、发展和稳定的关系，圆满完成了全年各项工作目标任务。

　（一）坚持拓展发展空间，工业园区建设不断推进

　工业园区建设持续推进。按照县政府年初主要任务分解的要求，进一步完善现有园区水、电、路等相关设施，加快完成配套功能建设，不断增强园区吸引力，跟进实施园区给排水、道路畅通和绿化工作，投资5万余元完成园区主干道两侧绿化及路灯修复工作，不断完善园区整体形象。工业园区基础设施与其他功能配套建设日趋完善，以竹木加工为主导的特色园区已初具规模，并逐渐发展壮大。

　招商引资不断加强。按照招商选资的工作思路，重点争取一批有实力、信誉好、无污染、低耗能的项目落户园区，积极参加全县招商引资推介（说明）会活动，狠抓招商引资工作，不断优化发展环境，积极为企业主提供高效优质的服务。

　（二）坚持规划先行导向，小城镇建设不断加快

　城镇建设工作不断加强。按照高标准、高起点的要求，持续投入资金用于集镇基础设施建设。先后投入资金对沿街路灯进行维护保养，新添置街道垃圾箱。改造旧集镇步伐加快，完成集镇老广宁路两侧房屋改造，桐花北路侯村段开发建设接近尾声，桐花南路政府段房屋街道改造二期工程全面启动。投资近200万元的年供水32.8万吨的集镇自来水项目，已完成供水管道铺设工作并投入使用。

　政务新区建设强力推进。政务新区规划占地面积70亩，目前已经顺利完成征地拆迁工作。投入15万元完成下水管道铺设，乡便民服务中心主体大楼建设已进入场地平整阶段，公安派出所大楼建设基本封顶，国土所大楼已开工建设，计生综合楼项目已完成招投标并于近期开工。

　创建工作卓有成效。按照创建工作目标要求，创建工作实行体制改革和机制转换，成立了广德县城市执法大队杨滩执法中队，加大工作推进力度，形成各村（场）、各部门齐抓共管的局面，投入2万余元添置环卫工具，重点对集镇街道网点和广宁路两侧进行清理整治工作，有效促进了全乡面貌的改观。

　（三）坚持农民主体地位，新农村建设有序开展

　新农村建设有序推进。按照“生产发展、生活宽裕、乡风文明、村容整洁、管理民主”的总体要求，在认真抓好独树、月湾、三合、桐花四个原有市、县级示范点建设的同时，积极指导2008年度燎琳村、三合小丁村和土桥村三个县级新农村示范建设，建立健全新农村建设中长期总体规划、经济发展规划和建设实施方案。

　村村通工程扎实开展。今年计划内建设6条公路计26.3公里，截止目前已完成横冲、三合、大塘和金阳4条公路，白马和莫村2条公路预计年底完成。计划外2条公路（竹溪和独树西湾）已开工建设，预计明年初将完成路面浇筑工作。累计奖励到位村级公路建设资金15.3万元。完成42台广播村村通的架设工作，保障了群众能及时收听县长热线等相关节目，完成莫村余家垱、月湾丁家村、横冲吕村和三合东村四个电视村村通示范点建设。

　农村集体林权制度改革稳步进行。根据县委、县政府统一部署，按照坚持长期稳定和尊重农民意愿原则，在全乡扎实开展林权制度改革工作，于6月底率先在全县完成林改各项工作，提前半年时间完成林改工作任务。

　（四）坚持以人为本原则，各项社会事业协调发展

　扎实开展民生工程建设。始终把民生工程作为为民服务的落脚点抓紧抓实，认真落实五保户应保尽保和农村计划生育贫困家庭帮扶工作，全年共发放各类救济救助款项30多万元，直接补助受灾规模企业和养殖户43万元。积极向上争取老区敬老院建设项目，目前该项目正在建设。

　教育卫生等工作持续发展。坚持落实九年制义务教育和“两免一补”政策；按时完成大塘和月湾两村省级村卫生室建设项目；计划生育工作取得第一季度综合评比名列前茅；健全公共卫生防控体系建设，有效防止了儿童手足口病的发生；农村新型合作医疗工作运行良好。积极组队参加全县首届新农村运动会，努力丰富群众文体生活。

　积极开展抗震救灾募捐活动。为支援四川地震灾区重建工作，我乡先后共向地震灾区捐资20万元，上交特殊党费4.7万元，同时积极向灾区捐献过冬棉衣被。

　（五）坚持全面发展原则，切实维护社会和谐稳定

　精神文明建设持续开展。紧扣富民强乡、建设社会主义新农村的主题，不断深化各类精神文明创建活动。加强和改进未成年人思想道德教育，努力形成社会共同关心、支持未成年人成长的良好氛围。积极组织参加县级民间文艺调演活动，并取得优异成绩。

　民主法制建设不断加强。利用各类载体深入开展“五五”普法教育，民主法制建设不断推进，村民自治扎实有效开展，圆满完成第七届村民委员会和村级党组织换届工作，有力推动了依法治乡进程；自觉接受人大监督，认真办理人大代表建议与提案，得到代表满意和群众好评。

　进一步维护社会稳定。高度重视信访和社会稳定工作，牢固树立“稳定压倒一切”的思想，充分发挥人民调解机制作用，认真执行领导接待日和矛盾纠纷分析排查制度，及时调处各种纠纷，积极化解各类矛盾，努力将矛盾处理在萌芽状态；严格落实安全生产责任制和责任追究制，全面开展环境综合整治工作，重点对境内“五小”企业进行行业规范管理，加强重点行业和相关企业安全生产监管，全年安全事故零发生；在公共场所和重要地段设置监控器，健全群防群治网络，建立健全了突发事件预警机制，全面落实维护社会稳定各项措施，有力保障了奥运火炬在我市的安全传递，确保社会总体稳定。

　三 、廉洁自律，勤政为民，深入推进党风廉政建设

　在党风廉政建设中，领导干部既是组织者和领导者，又是反腐倡廉工作的重要对象，必须以身作则，才能履行好自己的职责。同时必须接受党组织和广大人民群众的监督检查才能做好表率，因此，乡党委采取了一系列可行措施切实加强党风廉政建设和反腐败工作，健全完善反腐倡廉“六个机制”，与时俱进，进一步加大从源头上预防和治理腐败的力度，强化责任，狠抓落实，取得明显成效。

　（一）抓责任机制，落实党风廉政建设责任制

　乡党委始终把加强和完善党风廉政建设责任制作为党风廉政建设和反腐败工作的重要内容来抓，牢固树立“领导抓，抓领导”的思想意识，努力形成“党委统一领导，党政齐抓共管，纪委组织协调，部门各负其责，依靠群众支持和参与”的党风廉政建设新格局，把贯彻落实党风廉政建设责任制作为反腐倡廉、提高政府行政效能的重要抓手，与抓经济发展工作一样，摆上党委工作的重要位置。

　一是重点部署、加大宣传。年初召开党委会研究、部署全乡廉政建设工作，制定切实可行的工作方案，做到早研究、早部署。在全乡各种大会和专题会议上，结合会议内容，对机关干部廉洁从政提出了明确要求。在6月份，结合建党87周年，开展了领导干部为全体机关党员干部上党风廉政课和收看抗震救灾英模事迹报告会活动，重温建党历史，学习我党实事求是，艰苦奋斗、大公无私、心系群众的优良传统，广大党员踊跃捐款和交纳特殊党费。乡党委还运用正反两面的典型，对廉政问题经常讲、多次讲、反复讲，教育干部要从身边人、身边事吸取教训，珍惜岗位、奉献敬业，防微杜渐，心中筑起道德和法纪两道防线。班子成员和各部门对中央、省、市、县明令禁止的事，做到令行禁止，确保政令通畅。

　二是强化组织、加强领导。今年3月份乡党代会召开后，由于人事变动，我们及时调整和充实了党风廉政建设领导小组成员，党政“一把手”担任党风廉政建设工作的第一责任人。同时各村（场）党支部也成立了由支部书记任组长的村级党风廉政领导小组，有力地促进了全乡党风廉政建设和反腐败工作的顺利开展。

　三是分解目标、强化落实。印发了《杨滩乡2008年党风廉政建设和反腐败主要工作任务分解表》，对年度党风廉政责任目标进一步细化、分解，重新界定各党政班子成员的岗位职责，明确班子成员对分管单位和部门党风廉政建设责任，大力推行一岗双责。同时，乡党委与17个村（场）签订了《党风廉政建设目标责任书》，印发了《农村基层党风廉政建设十项标准》，要求村（场）各部门认真贯彻落实，按照“谁主管、谁负责，分片包点、部门落实，一级抓一级，层层抓落实”的要求，将反腐倡廉工作任务逐项进行分解，明确责任内容，确定主办部门，落实具体责任人。促使领导干部自觉担负起党风廉政建设的各项任务。

　（二）抓规范管理，加强干部廉洁自律

　今年以来，乡党委从规范领导干部行为入手，树立一把手正、则班子正，整体班子过的硬、则全体干部过的硬的思想，将廉洁自律与各种监督有机结合，加强领导干部廉洁自律，发挥领导干部表率作用，促进全体干部廉洁从政。

　三是严肃组织干部人事纪律，坚决防止用人上的不正之风。对干部的选拔任用，乡党委严格按照领导干部廉洁自律的要求，采取民主推荐、组织考核、党委会集体讨论、研究通过的程序，坚决杜绝任人唯亲，努力创造一个公开、公平的用人环境。根据工作需要，乡党委对机关干部的岗位进行了调整，将一批实干、会干的同志调整到中层岗位。提拔了两位同志充实到纪检领导岗位，并配备了专职纪委副书记。通过用好的作风选人，充分调动了广大干部的积极性。时间紧、任务重、矛盾多的村支两委换届、林改、合作医疗等工作在全县率先完成。

　（三）抓制度建设，深入开展反腐倡廉制度建设推进年活动

　（四）抓信访调处，加大案件查处力度

　一是高度重视信访工作，全力维护社会稳定。乡党委认真分析当前信访形势，超前部署防范措施，落实信访工作机制。在信访工作中，我们总结过去信访工作的经验和作法，在接待来访群众工作中，我们本着群众利益无小事这一理念，耐心听取群众诉情，虚心听取群众意见，真正做到“态度和蔼，接待热情，处理及时，讲解到位，群众满意”。针对信访问题的程度做出相应的处理意见，按照“对口归置”的原则实行领导包案制，积极开展党政领导干部下访，对重大信访案，由主要领导进行协调督办，对一些长期信访老户，认真开展劝阻解释工作。认真做好县长热线督办工作，目前我乡已及时反馈县长热线28起。

　二是大力支持纪委查办案件，加强党员干部队伍管理。为保持党员干部队伍的纯洁性，我们把执政查案工作作为推动反腐倡廉的重要环节来抓，牢固树立“不作为就是失职”的意识，做到有案必查，一查到底，乡党委大力支持纪委查办案件工作，及时听取查处案件情况汇报，认真做好组织协调。今年我乡已立案查处1人，给予开除党籍处分。通过对违纪党员的严肃查处，一方面维护了党纪的严肃性，另一方面也对其他党员干部起到了一定的威慑和警示作用。

　（五）抓民主监督，实行阳光行政

　一是进一步规范村级财务制度管理，实行“收支”两条线。完善村帐乡管制，加强对村级组织的日常经济审计，充分发挥村级理财小组的审核监管，做到村收入全部进农经帐，支出手续健全，用途明确，有效杜绝各类违法违纪经济案件的发生。
