　 区委书记在农业研究大会讲话 - 农林牧渔

　 同志们：

　 在这春潮涌动，大地回春之际，我们在这里召开区XX年农业工作会议，为农业的发展献计献策。这次会议是经请示区委、区政府领导同意的，非常重要，不仅要深入学习贯彻中央1号文件精神，更要围绕着区委、区政府提出的“双看双比”工作思路和“三年翻一番、五年翻两番”的目标任务，切实把农业的各项工作落实好。上午，区几个班子领导对贯彻落实中央1号文件和省市农村工作会议精神，做好新时期农业、农村工作作了重要讲话，我们要认真贯彻落实。下面我结合委党组集体研究的意见，讲三个问题。

　 一、认清形势，总结成绩，进一步增强工作的信心和责任感。

　 过去的一年是我区农业工作成效显著，硕果累累的一年，在区委、区政府的坚强领导及省市主管部门的大力支持下，农委系统紧紧围绕年初制定的各项目标任务，锐意进取，扎实工作，战胜了早春雪灾、特大暴雨洪涝等多种自然灾害的影响，取得了近十年来少有的好形势，呈现出又好又快的发展局面。主要表现在：

　 一是粮食生产首次实现连续五年稳定增产。全年粮食总产达到万吨，达到历史新高，是历史上首次实现连续五年稳定增产。其中夏粮万亩，总产万吨，秋粮46万亩，总产万吨。

　 二是养殖业经受了疫病和市场的双重考验，实现了突破性发展。全年生猪饲养量万头，家禽饲养量595万只，牛饲养量万头，奶牛存栏2545头。羊饲养量万头，同比去年稳定增长。水产养殖也取得良好成绩，全年共投放鱼种9500万尾，投放幼蟹200万只，繁殖鱼苗15亿尾，全年水产品产量2万吨。

　 三是农民收入增幅创历史新高。全区农民人均纯收入达4398元，较上年增长684元，增幅%，是历史上增量最多、增幅最大的一年，农村社会进一步和谐、稳定。

　 在工作过程中，全区广大农业工作者以服务农民增收为目标，积极发挥服务职能，以“五抓”为动力，推动了全区农业和农村经济的发展。

　 1、抓特色产业，产业结构调整迈出新步伐。近几年来，区农委高度重视农业结构的调整，大力扶持各地发展特色产业，积极推进优势农产品区域布局，已初步形成了蔬菜、滁菊、茶叶、苗木草坪、乳制品、名优水产等八大特色主导产业。如以乌衣、腰铺、办等镇办主的精心打造的5万亩蔬菜产业带，辐射全区8万亩蔬菜，年产量达9000万公斤以上，为丰富滁城的菜篮子提供了有力的保障，以施集等山区乡镇为主茶叶生产基地已发展到了万亩，年产干茶达到70万公斤，比上年增长20%以上；全区已有2个村获全省特色产业示范村称号。目前，我区的地方特色主导产业已成为农民增收的支柱和亮点。

　 2、抓科技推广，科技服务水平得到整体提升。科技服务与技术创新是农业部门的主要任务，去年以来，我们一方面加大了农业技术培训力度，通过广播会、现场会、送科技下乡等多种形式，举办各种类型的技术培训班、培训会，在农业生产的关键时期和农作物病虫防治的重要阶段，组织技术服务小组分赴各镇办，指导防虫治病，服务农业生产，为夺取农业丰收提供了坚实的技术支持。特别是我们围绕粮油生产，开展了水稻、花生、油菜的高产创建行动，组织了50名农技人员参加的科技入户工程，对50个行政村开展了新型农民科技培训活动，为夺取粮油丰收提供了技术保障。

　 3、抓抗灾防疫，农业保障能力不断增强。XX年是自然灾害频发的一年，先后经历了早春暴雪和夏季特大洪涝灾害的影响，在灾情面前，我们的广大农技人员及时到位，开展抗灾救灾，指导灾后生产自救，真正体现了平时工作看得出，关键时候站得出。我们还应对了重大动物疫情的挑战，以春秋两季集中地毯式防疫为重点，以平时的补栏补防为补充，着力抓好重大动物疫病防疫工作。全区家禽禽流感、生猪口蹄疫、高致病性猪蓝耳病等免疫密度都达%以上，确保全区养殖业健康稳定发展，这一点，去年我们兽医部门做得较好，他们精心筹划、出击迅速、措施得当，未造成一起疫情蔓延。在植保工作方面，以“抗灾保粮”为中心，以准确预报、加快信息传递为突破，科学指导防治，严格植物检疫，大力推广植保新技术，有力促进了农业增产和农民增收。特别在今年稻纵卷叶螟和稻飞虱大发生的情况下，由于部门虫情监测准，领导重视程度高，宣传发动早，行动落实快，层层抓的紧，检查督促严，水稻“两迁”害虫得到有效控制，取得了虫口夺粮的实质性胜利，为全区粮食安全生产起到了保驾护航的作用。

　 4、抓市场监管，农产品质量安全工作取得良好开局。全区以农业“三品”认证为中心，继续开展绿色食品标准化原料基地建设和产品认证工作，今年又有施集茶场4个茶叶产品通过了有机产品认证，全区已有绿色食品总数达23个，其中有机食品5个，监控面积达万亩。同时围绕农产品质量安全，狠抓了畜产品质量安全专项整治活动，围绕兽药、饲料及饲料添加剂、畜禽生产监管、动物产地检疫、生猪定点屠宰等各个环节，进行了认真的检查，对全区10个镇办的所有涉及畜产品质量安全的兽药、饲料经营门点、饲料生产厂家、生猪定点屠宰场、规模养殖场（户）进行了全面的监督检查，尤其是针对乳制品“三聚氰胺”事件，开展了奶站专项清理行动，对检查中发现的不合格奶做到跟踪销毁，共销毁酒精阳性乳310公斤，有抗奶3105公斤，未发现添加三聚氰胺等有毒有害物质的行为。

　 5、抓项目建设，农业生产基础进一步夯实。去年以来，我区通过积极争取实施一系列的农业建设项目，提高全区农业科技水平，改善农业基础设施条件。如实施了测土配方施肥项目，4010个土样及植株样已全部取回并进入了化验阶段，完成了水稻、小麦的“3414”及对比校正试验43个，发放各类肥料指导配方、建议卡万多份，推广配方肥9000吨，促进了全区肥料的科学合理使用；实施江淮分水岭综合治理，共完成9口砖石井、12个塘坝工程和1个除险加固工程，3个结构调整和章广滁菊示范片工程也已全部完成，并通过了省专家组验收；阳光工程实施一年来，围绕电动缝纫、计算机应用、电子工等8个专业，加强农民工技能培训，促进农村剩余劳动力有序转移，到11月底共培训学员3020人，实现转移就业2700人，提前完成全年培训任务；顺利完成了乡镇兽医站基础设施建设项目的初步设计工作，项目共涉及8个乡镇站建设，其中3个新建业务用房，5个改造业务用房，总投资84万元，其中中央投资56万元。同时积极申报了XX年乡镇兽医站建设项目，共涉及6个乡镇站建设，其中2个新建，4个续建，总投资72万元。此外，全区今年还先后参与了全市“百亿粮仓”规划编制及近期国家扩大内需建设项目的编报工作。

　 回顾过去的一年，农业工作难中求进，取得了一定的成绩，这与系统全体干部职工的努力是密不可分的。但是，在充分肯定成绩的同时，我们也必须清醒地看到，当前农业发展还存在不少突出矛盾和问题。主要表现在以下四个方面：一是农业基础薄弱，与发展现代农业的要求还有相当差距；二是农业产业化程度不高，内外市场竞争加剧，农产品市场竞争能力有待提高；三是农民大量外出，农业服务体系不完备，科技普及、到户依然困难；四是生产资料价格不断上涨，农业成本持续上升，农业效益不高，农民增收乏力，门道不宽，实现持续较快增收的任务相当艰巨。

　 但是，困难与机遇同在，挑战与希望并存，问题和差距意味着发展的后劲和潜力，我们要发扬成绩，正视差距，坚定做好农业工作的信心，不断地适应新形势的发展，更新观念，抓住机遇、破除难题，不断提高。

　 二、突出重点、狠抓关键，努力开创XX年农业工作新局面。

　 今年的中央一号文件明确提出要把稳定粮食生产、促进农民增收作为今年农业农村工作的主题，从中央到地方都把“三农”作为工作重点。过去抓农业，是口号多、说的多、会议多，现在抓农业，惠农政策多、惠农措施多、农民得的实惠多，面临这样难得的发展机遇，我们要认清形势，抢抓机遇，趁势而上，围绕农民增收、农业增效、农村经济持续增长三大目标，致力特色产业、农业科技、农产品质量安全三大体系建设，突出技术推广、产业开发、农村劳动力转移培训三大重点，大力推进规模化、专业化和标准化生产，实现全区农业总量增长、质量提高、效益增加。

　 XX年全区具体发展目标是：计划种植粮食面积万亩，其中水稻万亩，玉米万亩，豆类1万亩，薯类万亩，包括17万亩夏粮在内，实现粮食总产29万吨；油料面积22万亩，其中油菜16万亩，花生5万亩，芝麻1万亩，实现总产万吨；棉花万亩，总产3500吨；蔬菜8万亩，茶叶万亩，滁菊万亩，饲草1万亩，苗木花卉、草坪3万亩，五早作物15万亩。

　 畜牧上生猪饲养量25万头，出栏18万头，羊15万只，出栏11万只，奶牛存栏3000头，家禽饲养量700万只，出栏550万只，争取实现肉类总产万吨，蛋类产量万吨，鲜奶产量万吨。

　 水产品养殖面积8万亩，实现产量万吨，其中名特优水产养殖面积4万亩，稻虾连作8000亩。

　 农民人均纯收入要在今年基础上增长8%，达到4750元。

　 要实现以上目标，重点做好以下几项工作：

　 （一）立足基地建设，发展规模农业。要按照“一村一品”的思路来做在做强我区特色优势产业，促进农业规模化、标准化经营，构建现代农业产业体系，振兴农业块状经济。

　 一是开展粮油高产示范基地创建活动。在稳定现有86万亩粮油作物的基础上，积极组织实施水稻产业提升、小麦高产攻关、玉米振兴计划以及油菜振兴工程，继续做好15万亩全国绿色食品原料（水稻）标准化生产基地建设。进一步落实农业部粮食高产创建活动，区农委分别在沙河、乌衣等镇办建立2个亩产700公斤的万亩水稻高产攻关片，在乌衣镇、章广镇建立亩产175公斤的千亩油菜丰产方，带动全区粮油单产水平稳步提高。

　 二是大力发展特色种养基地，促进农业区域结构、产业结构和品种结构的不断优化。以施集镇、章广镇、办等镇办为中心，建立5000亩的滁菊生产基地，开发深加工，拓展省内乃至国内销售市场；以办、乌衣、腰铺、沙河等镇办为中心，发展2万亩的蔬菜种植基地，将我区建设成为全省的菜篮子生产基地；以施集镇为中心，建好万亩茶叶生产基地，继续做好茶叶的发展，整合加工力量，形成强势品牌效应；依托天一牧业、泽民禽业等企业带动，建立万头生猪和10万只水禽养殖基地；以乌衣镇为中心，新建2000亩鲈虾养殖基地，形成4万亩名优水产品养殖基地，以汪郢农场为主，带动全区渔苗繁殖生产，形成全省重要的渔苗规模化生产基地。

　 三是积极推进农业标准化示范基地建设。XX年将进一步加快标准化生产步伐，要以特色基地、养殖小区和龙头企业为重点，开展农业标准示范、推广、宣传和培训，引导龙头企业、农民专业合作组织、科技示范户和种养大户率先实行标准化生产，力争建成茶叶、蔬菜、生猪、奶牛等4个标准化种养基地，提高全区农业标准化水平。同时，大力扶持农业示范园区建设，重点建好沙河镇图业生态农业示范园、黄泥岗镇舜耕现代农业示范园、农科所蔬菜三新示范园等，引进各类现代农业科技手段，提高农业综合生产能力。

　 （二）立足科技推广，发展科技农业。农业要持续增长，潜力最大、见效最快的是科技。按照综合技术抓优化、重点技术抓量化、常规技术抓简化的原则，念好科技经，打好技术牌。

　 1、加强培训，提高农民素质。XX年，我们要继续通过科技下乡、科技培训、广播讲座、农技110、12316农事咨询热线等有效形式，深入开展农民培训工作。启动3月份和10月份两个“科技报告月”活动，春节期间开展“冬闲返乡农民工集中培训周”行动，继续落实农业科技入户、畜牧科技进万家等项目，全区组织60名种养殖业技术人员，与1000余户农民结对，开展面对面的指导和帮扶活动。扎实开展阳光工程培训和新型农民科技培训工程，共培训6200人，其中阳光工程培训3700人，新型农民培训1000人，农业技术培训1500人，提高农民的科技、法律等综合素质。

　 2、以项目实施为抓手，推广关键技术，提高科技含量。XX年继续做好水稻精确定量栽培、油菜轻简化栽培、测土配方施肥、病虫草害综合防治、无公害蔬菜高效栽培、无性系良种茶栽培、重大动物疫病防控、畜禽健康养殖、名特优水产养殖、沼气综合利用等十项关键技术。尤其是做好涉农建设项目的实施，重点是农业科技入户工程、新型农民培训、国家植保工程、农村沼气工程、测土配方项目续建工程、江淮分水岭综合治理、阳光工程培训，同时积极争取国家水生动物疫病监测站、大型菜篮子基地建设等项目，重点争取国家对基层农技推广体系建设的项目扶持，建设10个农业综合站，力争第一批建成并完善区内农技综合推广与服务体系。

　 3、提高农业信息化建设水平。XX年我们将继续与区内新闻媒体保持联系，充分利用区内“一报两台”，联合办好涉农信息专栏，利用农广校的视听培训资料资源，在区电视台开展可视化技术培训。做好《区农业信息网》的网站维护工作，并逐步向涉农部门、镇办、农业龙头企业、农民合作组织、种植大户延伸，利用网络平台，为农民提供系统、准确、快捷的信息服务。进一步加强农业部的基点、物价、成本调查，及时编报《农业情况》、《农村经济信息》及各类农业报表，为各级领导提供及时有效的信息参考。

　 （三）立足质量监管，发展安全农业。今年，全区要在保障农产品数量的同时，按照“预防为主、源头治理、全程监管”的原则，进一步强化农产品质量安全管理，确保群众放心消费，确保农产品安全销售。

　 一是抓好动植物疫病和病虫害防控。狠抓春秋两季重大动物疫病的强制免疫，同时做好平时的补栏补防工作，确保禽流感、口蹄疫、猪蓝耳病等重大动物疫病免疫密度达到100％。高度关注突发性病虫害防治工作，加大镇办测报网点建设，做好植保信息的进村入户，重点的组建20支植保专业防治服务队，使机防面积达30万亩次，力争全年病害、虫害损失率控制在5%以内。

　 二是严格农业投入品管理。XX年将重点查处高毒高残农药、剧毒灭鼠剂毒鼠强、非法添加剂如三聚氰胺和瘦肉精等农业投入品，加强种子、农药、肥料、饲料等产品的质量抽检力度，通过媒体通报、曝光、建立诚信户档案等形式，严厉打击各地销售假劣农资的行为，保障农民合法权益。

　 三是大力发展农业“三品”。XX年要继续抓好无公害农产品、绿色食品和有机食品产品认证和产地认定，加强政府部门、企业间的协作配合，扩大基地规模，增加认证产品，XX年全区力争新增绿色食品、无公害农产品6个，其中有机食品2个，同时，提高企业对“三品”认证的保有率，使企业“三品”保有率达90%以上。

　 四是抓好农业抗灾生产。牢固树立抗灾夺丰收的思想，制定相应的防范预案，未雨绸缪，做好避灾、抗灾两手准备。大力发展农业政策性保险，一旦发生灾情，迅速组派专家指导群众开展抗灾生产自救，努力将灾害造成的损失降低到最低限度，并协助做好农业核灾等相关工作。

　 （四）立足机制创新，发展现代农业。要突破传统农业工作思路和理念的束缚，创新思路，改进方法，用现代化的理念来筹划工作，特点在发展农业产业化、农民合作组织、完善农村经营机制上下功夫。

　 一是扶持做大农业龙头企业。结合农业招商引资，继续扶大做强一批规模大、起点高、带动力强的龙头企业，全区省市级农业产业化龙头企业个数达到12个，鼓励其建立基地、制定标准、发展订单、精深加工、开发市场，带动粮油、畜牧等产业的规模化、标准化、产业化发展。大力推行种植业上技、企、农三方结合的“三角产业链”经营模式和畜牧业由龙头企业提供种苗、技术、饲料、回收产品的“三提一回收”经营模式，提高全区种养业产业化经营水平。

　 二是推进农民合作组织建设。加大对《农民专业合作社法》的宣传，积极推进农民专业合作组织的建设，实现合作组织与农民之间的利益双赢，XX年全区计划新建立农民合作组织10个，总数达到59个，带动农户1万户。同时，加强对已成立合作社的规范化管理，09年重点对绿园蔬菜、禾盛优质稻米、施集茶叶、大柳香菇等4个农民合作社强化指导，促使其规范化运作，在全市乃至全省发挥应有的示范带动作用。

　 3、加强农经管理。领会和贯彻中央十七届三中全会精神，落实农村土地政策。按照依法、自愿、有偿的原则，积极稳妥地做好土地流转工作，并切实做好土地承包合同纠纷的调解工作。各镇办农技员、经管员要紧密配合，积极探索新形势下农村土地的流转和适度规模经营工作，开展农村集体资产清查和管理工作，进一步清理农民负担，维护农村稳定。

　 三、转变作风、扎实工作，努力开创09年农业工作新局面。

　 今年是中央连续第6个关于三农工作的1号文件出台，全国上下关注三农的氛围达到一个前所未有的高度，应该说，这是我们从事农业工作者的一个充分展示自己、提高自己的良好机遇，在此背景下，我们农业工作者的工作环境必将进一步改善，工作待遇必将有所提高，但承担的任务更加繁重，要做的工作很多。为此，我们必须主动适应新的形势和市场的需要，切实转变观念，改进工作方式方法，努力提高工作效率和工作水平。总体来说，就是要围绕一个中心，增强两种意识，提高三个水平。

　 一个中心即围绕打造“和谐农委、效能集体”这一中心，强化大局意识，牢固树立全委一盘棋的思想。农委今年将按照区委、区政府的有关要求，着力加大对二级机构的管理。农委系统是一个整体，谁要是破坏这个整体形象，谁就是跟农委这一个集体过不去；大家还要强化一个团结观念，班子内部，每个成员都有自己分工负责的一份工作，这份工作既是个人需要辛勤耕耘的“责任田”，也是单位整体工作的有机组成部分。为此，各成员首先应以大局为重，把创造集体效益作为第一己任。既要做好自己份内的事，还要配合其他成员、其他单位的工作，共同去推动整体目标的实现。坚决反对各行其是，各自为政的思想。在座的所有同志在一起工作是一种缘份，要十分珍惜这种缘份，真心相待，诚心合作，相互理解，相互体贴，相互配合，相互支持。要经常沟通。各二级机构班子内部要经常通气，在大事上要取得共识，不能各拉各的套，各唱各的调。要宽容忍耐。对一些非原则性的问题，对鸡毛蒜皮的小事，不要斤斤计较，不要意气用事，姿态要高，要能够容人容事，要懂得宽宏大量。各分管单位负责人在关键和重要事项要主动向分管领导汇报，不能擅自主张；同时，在这里我也要求我们的分管领导，要以身作则，重品行、树正气，谋发展，团结和带领你所分管的部门一班人，多搞好分管部门的协调、服务工作，而不是处处以领导自居，越俎代疱。

　 效能建设是我们09年工作的又一个重头戏，这次会议之后，农委将集中一段时间，组织委系统的干部职工开展一次纪律作风大整顿，要切实做到“四对照，四检查”。对照农业工作重点，检查工作思路是否正确，工作重点是否突出，工作措施是否到位；对照责任目标，检查工作标准高不高，工作力度够不够，工作目标实不实；对照项目建设，检查项目争取工作做的如何，项目建设搞的如何，项目效益发挥如何；对照这次会议精神，检查思想认识是否一致，工作作风是否扎实，工作成绩是否突出。通过作风整顿，切实解决部分单位和个人工作标准不高的问题，项目建设力度不大的问题，组织纪律涣散的问题，干事创业劲头不足的问题，进一步把大家的思想统一到中央、省、市农村工作会议精神上来，统一到这次农业工作会议精神上来，调动各方面的积极性，营造干事创业的良好氛围。

　 两种意识即勤奋意识和争先意识。勤奋就是要工作上用心去思考，用心去谋划，我允许个人能力有高低之分，但工作态度上都必须要尽职尽责。我们每一位同志都是国家工作人员，拿着人民的俸禄，应当尽心尽职地完成本职工作。今天上午表彰的18人当中，有不少同志能力也许并不出色，有的同志也许快被人遗忘了，但是他们在各自的岗位上不孜不倦，默默无闻地做好每一件事，这一点很值得表扬，很值得大家学习，今后在委系统就是要倡导这种用心做事、甘挑重担的作风，让勤勉干事成为主流。争先意识就是要不甘落后，敢于比拼，农委系统的广大干部职工大多是学校毕业的，具有较高的理论和业务水平，应该说素质是高的，但大多性格内向，为人谦虚，新的一年里，委系统的全体工作人员都要更新观念，增强信心，我反复讲过，要提升我们的精神状态，互相比工作、比贡献、比成绩，形成一种不甘人后、比学赶超的浓厚氛围。在全市范围内，我们要自加压力，各项工作争先进位，保持在全市中上游水平。

　 提高三个水平即自身水平、服务水平和创新水平。

　 一是提高自身水平，就是要加强学习，提高整体素质。不断加强学习是适应新形势做好本职工作的需要，必须在思想上、行动上作为一件大事。各级领导和全体职工都要重视学习，带头学习，营造浓厚的学习氛围，创造一个求知的环境，建立促进学习的激励机制。珍惜和利用一切机会，突出学习政治、经济、法律、科技等，注重学习方法，坚持自学与集中培训相结合，坚持业务学习与理论学习相结合，坚持学习与工作实践相结合，不断提高学习水平。

　 二是提高服务水平，就是要端正思想，改进工作作风。要履行好职能，做好新时期的农业、农村经济工作，必须提高干部队伍的政治素养和业务水平，要勤于思考，不断钻研，勇于创新，大胆实践。农业部门的条件相对较差，工作辛苦，但农业工作战线也是锻炼人才、提高素质的一个平台，对这项工作我们要充满感情，增强责任感、使命感，一门心思放在工作上，敢于吃苦，默默奉献。要有大局意识，处处以事业为重，以为争位。

　 三是提高创新水平，就是要解放思想，创造性开展好各项工作。我们一再要求大家用真劲、出实招、办实事，就是要求大家从实际出发，解放思想，农委系统部门多，各单位情况不一，做为一个单位的领导要根据自身特点和优势制定目标措施，明确方法步骤，创造性地开展工作。对于已经确定了的目标，看准了的事情，就要咬定青山不放松，聚精会神一抓到底，力求每一项工作都抓出成效，每一件事都有着落，努力保持工作的一致性、连续性。同时，要注重宣传工作，我们农业系统的干部职工有一个又好又不好的传统，就是工作认认真真、扎扎实实、任劳任怨，比较实在，但从不张扬，做了事，取得了成绩，不善于宣传出去，就象老黄牛一样只干不说，这种情形已不适应了当今的社会潮流，不适应了形势发展的需要。如果我们做了事，不说出来，不宣传出去，领导就会不晓得，社会上就不会知道，这样不利于我们在工作中争取领导的支持，不利于我们在群众中扩增影响。现在我们一些业务干部只热衷于发表一些技术性文章，其目的也只是为了个人评职称用，当然这也是对的，但不能只局限在这一个方面。我们在今后的工作过程中，要善于把自已做的事、取得的经验、获得的成绩总结出来、报道出去。诸如开展重大活动、领导来视察，我们农技人员深入一线开展指导服务，基层的发展典型，等等，只要有好的题材，就要及时组织电视台记者进行新闻报道，各业务科室、二级机构、乡镇综合服务站要组织相关的稿件进行投稿，要多上电视，要多上大报，要借助我们现在的“一报两台”和农委的《农业情况》、信息网站，要使我们的工作不仅在墙内开花，在墙外也要开花，使我们的工作在外面既有声又有色。
