　 建筑企业推进企业党建工作总结

　　这些年来，××*建筑工程集团总公司在参与市场竞争、保持持续发展和确保重大工程建设的过程中，坚持把加强项目党组织建设作为企业党建的重要抓手，不断探索项目党建工作的有效方法，取得了一定成效。当前，项目党建工作又面临集团提升总承包、总集成能力和实现地域、产业链拓展的新的实践，带来了不少新的课题。我们通过调查研究，在进一步总结经验、摸清难点的基础上，形成了一些新的对策。

　　一、新课题的提出

　　集团公司自上世纪八十年代中后期实行项目法管理以来，按照集团总公司党委确立重心下移、健全组织、覆盖一线、分类指导的工作思路，一批项目党支部在工地上应运而生，反映当年建设者风貌的“大桥精神”、“广场精神”、“金茂精神”，体现出一个时代集团在推进项目党建工作过程中的优秀成果。随着近年来工程建设规模的不断扩大，重大工程实行党建指导员的配置，项目党建工作的覆盖面进一步扩大，也有效地为企业的“窗口”形象建设树立了良好的丰碑。同时，在当前经济形势和集团持续发展的进程中，项目党建工作也面临一些新情况，需要不断适应，主要反映在以下五个方面的变化：

　　1、工程建设任务的艰巨性，对项目党建工作提出新要求。集团近年来抓住国家投资规模的扩大和城市建设发展的机遇，承担一大批重大工程建设，每年承建的上海重点工程占50%。今年又是上海世博工程进入决战决胜之年，以世博园区“一轴四馆”为龙头，轨道交通、虹桥枢纽等配套工程遍地开花，任务之重、压力之大前所未有。面对工程建设任务的艰巨性，项目党组织义不容辞地承载着宣传、动员和组织员工打好世博攻坚战等重大责任。

　　2、项目管理方式的提升，为项目党建工作赋予新内容。集团这几年承建的项目大多面临施工规模大、参建队伍多、管理覆盖广、协调难度高的特点，仅去年以来以各种方式的总承包项目就达到30%。随着总承包、总集成管理的深入推进，在建立覆盖工程全过程的项目管理体系中，对开展项目党建工作赋予了许多新内容。它不仅涉及参建的自有职工队伍，还涵盖工程合同所包含的所有分包单位和整个施工过程，与工程相关的社会各方的联系也越来越密切。

　　3、“三个市场”发展特别是外埠和境外市场的拓展，给项目党建工作带来新课题。集团既立足当前上海世博及配套工程建设，又着眼于“后世博”经营战略的转移，大力实施“走出去”。目前，国内在建项目126个，遍及30个城市，主要集中在长三角、珠三角和环渤海地区。海外在建项目32个，涉及20个国家和地区。外埠和境外市场的拓展，给项目党建工作带来新的课题，在党组织的活动方式、工作途径等方面形成一系列探索性的难题，需要重点突破。

　　4、外部环境的复杂多变，使项目党建工作面临新挑战。建筑行业是一个完全开放和竞争的行业。近年来，地方建筑企业发展较快，大量民营企业的介入，加剧了行业内外的竞争性。建筑行业又是对宏观调控比较敏感、市场波动性比较大的行业。特别是在当前受世界金融危机影响、面临国内外形势严峻的情况下，需要项目党组织配合项目部从自身做起，通过统一思想、协调步骤和强化管理化解市场风险。同时，建筑领域还是易发腐败现象的“高危地带”，需要项目党组织带好班子、管好队伍，通过反腐倡廉教育和有效的制度约束，确保“工程优质、干部优秀”。

　　5、企业党组织建设的改进和加强，也为提高项目党建工作的水平提供了较好的空间。基层党组织建设如何在实践中改进和加强，党的十七大报告在全面推进党的建设新的伟大工程中阐述了新的精神，中央和市委领导同志也不断提出新的要求，包括加强党员经常性教育、推进基层党内民主建设、完善党内选举制度、实施党代会代表任期制等。这些精神和要求也为项目开展党建工作、落实“三会一课”活动和各级党组织、全体党员更大范围的参与经济工作、参与为企业发展建言献策，提供了保障民主权利、发挥主体作用的平台。

　　二、近年来项目党建工作所取得的基本成效

　　在调查研究的过程中，不少单位和基层党组织对开展项目党建工作并取得的成效予以充分肯定，主要体现在以下四个方面：

　　1.坚持“支部建在项目”的构架，项目党组织的战斗堡垒作用进一步体现。多年来，为了确保党建工作“落地生根”，集团积极探索“支部建在项目”的党建工作多种实现形式，从组织配置上把党支部建立在施工生产第一线。凡有条件建立党组织的，配备专兼职党务干部；项目规模较小、工期较短的，通过联合党支部或指派党建联络员等形式落实基层党建工作。“支部建在项目”在外省市和境外项目也得到延伸。项目党支部遵循“围绕项目抓党建、抓好党建促项目”原则，肩负起组织现场职工思想政治工作和创建文明工地活动的主要职责，宣传和组织员工以良好的职业道德投入施工生产本文来源： http://，配合行政搞好文明施工、优质服务，关心职工学习和生活，开展群众性立功竞赛活动，保证工程建设任务的顺利完成。项目党支部还坚持党建工作与施工生产同步规划、同步推进，把施工生产的难点作为党建工作的重点，取得“建一流工程、育一流人才、树一流品牌”的实效，涌现出一大批先进项目党组织。卢浦大桥、m8线和巴基斯坦瓜达尔港所在项目党支部先后获得特色命名，一公司南京分公司、四公司国际客运中心还被市国资委党委命名为“基层党建示范点”。

　　2.建立重大工程党建指导员制度，项目党建工作的影响力进一步增强。这几年，随着重点工程建设和项目总承包管理的发展，集团在一批特大型工程项目实行党建工作指导员的配置，由集团总公司党委任命，并直接派到各个重大工程，我们已先后在磁浮列车示范线、同三国道、卢浦大桥、铁路南站、浦东国际机场二期、轨道交通、外滩井字型通道、虹桥交通枢纽中心和世博园区等十多个重大项目派驻党建工作指导员。部分单位在轨道交通工程等管理分布比较广的项目也优化配置了党建工作指导员，澳门工地和广州电视塔等沪外工程也相继实行党建工作指导员派驻制。党建工作指导员以协调、服务为己任，积聚和统筹各种基层党建的组织资源，推进完善项目党建工作保证体系，加强对施工现场各支参建单位党组织的指导，动员和组织面上的立功竞赛、青年突击队活动及文明工地建设，开展与社区等组织的党建联动共建工作。针对铁路南站、虹桥枢纽、世博园区和广州电视塔等重大项目施工难度大、工期要求紧的特点，我们还配备专职政工人员，协助党建工作指导员开展工作，组织典型示范宣传，进一步扩大项目党建工作的覆盖面和影响力。

　　3.完善“三凝聚一服务”机制，项目党建工作的内涵进一步深化。围绕集团“凝聚力工程”建设的深入推进，各单位注意凝聚党员、凝聚人才、凝聚职工和服务社会作为开展项目党建工作的重要内容，通过广泛开展党员责任区、党员示范岗和“争优创先”活动，以树好党员群体形象带动身边职工，把“一个党员一面旗”体现在施工生产第一线。许多单位立足于“建一流工程、育一流人才”，把重点工程作为青年岗位成才的主渠道，通过给舞台、压担子、输送有发展潜力的青年骨干到施工现场锻炼，形成新的“人才链”。取得市国资委党委“基层党建示范基地”命名的一公司党委，从“尊重人、激励人、提高人”入手，发挥项目党组织的政治优势和群众工作优势，充分调动广大建设者的积极性和创造性，出色完成环球金融中心等一批知名工程。四公司第六项经部党总支在一批标志性景观工程的建设中，多年来坚持把企业文化建设纳入到经营活动和“窗口”建设的行为规范之中，加强对业主方的服务与合作，开展社区共建、警民共建，做到“施工不扰民”，既确保工程建设如期完成，也为公司赢得社会各方面良好的口碑。

　　4.推进工地内外共建联建活动，项目党建工作的外延进一步扩大。集团和各单位坚持“围墙之内是一家”，在大型项目通过思想政治工作联席会议等途径，邀请各参建单位、包括分包单位的党组织负责人参加，围绕重要节点目标和阶段性任务，部署党建工作的重点，开展工作讲评，组织评比检查，加强沟通与交流。不少项目党组织重视农民工管理，帮助他们建立工地管委会和工会组织，配合做好工资发放、劳动保险等维权工作，接纳各类岗位的持证培训，有的工地还开办“民工夜校”，定期组织学技术、学文化、学法律，落实安全、质量等方面的专题辅导和学习测试，使10万余民工的管理纳入项目党建工作的组织网络。

　　与此同时，近年来项目党建工作进一步延伸到业主和社区等各个领域，通过开展共建联建活动，扩大企业的社会信誉。在牵系民生和百姓出行的地铁工程，各参建单位加强与申通公司及社会各方通力合作，共创市民满意工程，二公司、五公司、七公司和安装、基础、机施公司等单位注意协调各方关系，化解各种矛盾，增进彼此理解，促进工程建设的有序进行。在世博园区的建设中，各项目党组织积极参与指挥部开展的“五好项目党组织”竞赛活动，加强同周边地区的协调，先后与18个社区等组织订立共建合同，并相继签下94份廉政协议书，现场施工也得到各个方面的积极配合和支持。在推进工地内外共建联建活动的过程中，也推出机施公司轨交11号线8标项目党支部和二公司世博主题馆项目党支部、总承包部世博村vip生活楼项目党支部等一批好的成果。集团党委和总公司直属党委去年还分别拨款5万元和万元，用于共建联建活动，在党内经费保障上给予积极支持。

　　三、当前项目党建工作所面临的热点、难点

　　通过调研和听取意见，项目党建工作也反映出四个方面的问题：

　　1.总承包、总集成项目的扩大，项目党组织的支撑力需要不断提升。集团在“十一五”发展规划中明确把增强总承包、总集成的能力，作为集团成为具有较强国际竞争力的大型建设集团的重要目标，各单位通过各种方式扩大总承包项目。但相比较而言，现场党组织的支撑作用需要进一步加强。特别是项目党建工作如何适应特大型工程的管理运作，在组织配置、人才培养、服务保障等方面有待完善和加强，在采取有针对性的职工思想教育和党员主题活动、协调好主分包等各种利益和矛盾、调动好工地各个方面的积极因素有待深化和提高，提升总承包项目党建工作的创新能力和对总承包管理的渗透能力是一个大的课题。

　　2.实施地域经营和产业链的拓展，党员教育和管理的难题需要突破。集团在加快实施向外省市、境外市场拓展和产业链拓展的过程中，确实也给项目党组织开展工作带来一些难题。比如说，党组织隶属关系的确定、党员组织手续的转接有待于及时理顺；个别离散党员的教育和管理，在手段与方法上有待于积极探讨；本土化人才吸纳、合作伙伴关系的建立等用工制度搞活后的党员归属问题，也需要用一定的制度形式规范起来。境外有些项目受国家政治信仰、地方人文习俗等因素的制约，一定程度上影响到正常的党内教育资料的传递和党员学习的进行。这些难题都需要在实践中突破。

　　3.集团快速发展和市场不断开拓，党建指导员的配置出现短缺。随着市内重大工程建设规模的不断扩大和“三个市场的不断开拓，建立党建指导员制度将是加强企业党建工作重心下移的发展趋势，也是目前倍受欢迎的有效组织形式。但同时，也带来人员供求矛盾，特别是既懂得项目管理又有丰富党建工作经验的党务干部短缺，影响到组织上的优化配置和现场党建工作的质量。这是下一步推进项目党务干部队伍建设亟待解决的重点。

　　4.应对“三个市场”的发展，一线专兼职党务干部的能力素质亟待提高。从目前对基层党务干部队伍的情况看，项目党支部书记七成以上为兼职，有些还兼任项目经理。这一配置有利于加强项目管理和整体工作的协调性，但在实际工作中也会影响对项目党建工作的精力投放。如果支部书记素质较高、能力较强，就能做到统筹兼顾，项目管理和项目党建工作“两不误”；否则，就会出现“一手硬、一手软”。因此，提高一线专兼职党务干部的能力素质，不断增强党员意识和做党建工作的主动性、自觉性，是我们加强基层党务干部、特别是项目党支部书记队伍建设的当务之急。

　　四、下一步提升项目党建工作的水平的主要对策

　　针对上述四个方面的问题，下一步项目党建工作要着力于“三个市场”的拓展，特别是重点围绕“走出去”的经营战略，以提升工作水平为目标，落实以下四个方面的主要对策措施：

　　1.以增活力、添动力为抓手，通过“争优创先”、“树标夺旗”等有效载体，进一步发挥项目党建工作的综合优势。要围绕项目管理，特别是总承包、总集成管理的要求，结合党内开展的“争优创先”活动和集团将要组织的“树标夺旗”活动，进一步发挥重大工程党建指导员和项目党支部的积极作用，重点落实好迎世博“600天行动计划”和参与世博园区创建“五好项目党组织”等竞赛活动，提高项目党建工作和与业主、社区等共建联建水平，推进世博及各项配套工程建设和外省市、境外市场的拓展，不断为基层党建工作注入新的活力、增添新的动力。要注意总结在重大工程建设和“三个市场”拓展中的党建工作创新成果和鲜活经验，从集团层面推出基层党建工作的示范基地和项目党建工作示范点，使企业党组织的政治优势、组织优势和群众工作的优势进一步落实到项目党建工作的实处。

　　2.以拓思路、破难题为重点，坚持改革创新、求真务实的工作作风，不断探索适应“三个市场”发展的项目党建工作的新路子。要针对“三个市场”的发展特别是外省市和境外市场的拓展过程中的热点与难点，坚持改革创新拓思路，求真务实破难题，切实使项目党建工作在活动内容、工作方法和途径上不断适应“三个市场”的发展。要充分运用先进性教育活动好的成果，结合这次深入学习实践科学发展观活动的开展，不断探索和突破流动党员教育和管理的瓶颈问题，梳理出项目党建能够覆盖组织、覆盖党员、覆盖员工和辐射工地内外的有效方法，进一步发挥集团党建园地、党员电化教育等网站和网络资源的优势，扩展上级党组织与项目党组织、现场党员互动的快捷传递和交流的通道。对于在开展党员教育和管理上有难度的特例与个案，要坚持自主教育与疏通沪外办事处、使领馆隶属教育渠道相结合的方法，杜绝项目党建工作新的“空白点”。

　　3.以重素质、强能力为目标，采取专题培训与优化配置相结合的方法，精心打造一支熟悉项目管理、善于做思想工作的优秀党务干部队伍。要按照市委组织部和市国资党委“万名书记进党校”的总体要求，重视和抓好基层专兼职党务干部队伍建设，切实按照集团的战略发展目标，输送基层党组织书记等党务干部的岗位培训，加强党务干部应具备的能力素质培养，增强抓党建的工作意识和责任意识。要注重优化重大工程党建指导员和项目党支部书记人选的配置，既要发挥一批经验丰富的老党务工作者的积极作用，引领好项目的党建工作上规范，又要注意培养有发展潜力的年轻干部，通过轮岗交流和挂职锻炼，增加党建知识和社会阅历，不断拓展管理的视野，要通过各种方式和途径，精心打造一支熟悉项目管理、善于做思想工作的优秀党务干部队伍，为集团拓展“三个市场”、实现持续稳定发展奠定扎实的组织基础和干部保证。

　　4.以健制度、立规范为基础，注重探索与实践、完善与提高并举，推动项目党建工作的长效机制建设。经过这几年的反复实践，集团在项目党建工作方面形成了一整套制度，对项目开展党建工作起到了指导性作用。近年来，中央和市委对企业党的建设特别是基层党建工作提出了新的要求，集团在开拓“三个市场”过程中也碰到一些新课题。要重点围绕外部市场环境、项目管理方式等变化，突出尊重党员主体地位、发挥党员主体作用，进一步修订和完善原有的制度。要通过这次深入学习实践科学发展观活动，利用好党员的实践载体和活动平台，推进和落实项目一线党员参与主题讨论、参与建言献策等活动，进一步完善基层党员经常性教育、党内民主建设等制度。要通过这次对项目党建工作的调研和对热点、难点问题的梳理，进一步细化制度建设的具体要求，提高工作水平。要在总结近年来项目党建坚持向分包单位覆盖和开展与业主、社区共建联建活动的基础上，进一步用制度的形式固定和规范，形成常态管理，更好地推动项目党建工作的长效机制建设。
