　 市开展创建无传销社区（村）活动方案

　 市开展创建无传销社区（村）活动方案

　为防范和打击传销活动，建立完善打击和防范传销活动的长效机制，根据国务院和省政府的工作部署，市政府决定在全市范围内开展“创建无传销社区（村）活动”，特制定本方案。

　 一、指导思想

　 以邓小平理论和“三个代表”重要思想为指导，以维护市场秩序和社会稳定、建设和谐平安阜阳为出发点，以《中华人民共和国治安管理处罚法》、《禁止传销条例》、《直销管理条例》等法律法规为武器，按照市委、市政府对打击传销工作“全市统一领导、县市区政府负责、部门指导协调、各方联合行动”的总体要求，本着标本兼治、着力治本的方针，落实工作责任制和责任追究制，开展传销活动的综合治理，滤布厂为经济社会又好又快发展创造良好的环境。

　 二、工作目标

　 在全市各社区（村）大力开展“创建无传销社区（村）活动”，建立对传销严密监控和及时预警的互动机制，快速打击传销活动、严肃惩处头目的信息反馈机制，职责明确、责任追究到位的责任机制，惩处与教育相结合的预防机制等打击传销的长效工作机制，严密防范和严厉打击传销活动，教育广大群众提高认识，群防群治，彻底铲除传销活动生存土壤。

　 三、工作方法

　 推行“五个一”机制，即派发一张联系卡、建立一个信息平台、发放一封公开信、签订一份责任书、构建一个监管网，实现社区（村）无传销组织、无传销网络、无传销人员的目标。

　 （一）建立打击传销互动机制。以派发一张联系卡为内容，建立打击传销的群众、压滤机滤布社区、职能部门之间的互动机制。要将公安派出所、工商所、街道办事处、乡镇政府、社区居（村）委会打击传销的举报电话和联系方式告知每个居（村）民，形成群防群治群管制度，使群众及时反馈社区内的传销情况，基层组织迅速掌握辖区内传销工作动态，使各基层执法单位能迅速出动，把传销消灭在萌芽状态。

　 （二）建立打击传销信息机制。各社区（村）要以出租房屋和暂住人口管理为重点，建立集线索收集和指挥协调为一体的综合信息台。将社区（村）内的出租屋、宾馆、饭店、公众聚集场所、常住人员、外来人员的基本信息登记造册，充分发挥街道办事处、乡、镇政府，工商所和派出所、社区居（村）委会、出租房屋户构成的四级出租房屋管理服务网络的作用。社区（村）要实现对出租房屋的“两清楚”和暂住人口“四知道”，即清楚出租房屋的底数，清楚房屋出租人的基本情况；知道是什么人、在干什么事、有什么资金来源、主要有什么活动。基层执法部门要通过信息平台及时掌握线索，迅速排查，捣毁传销窝点，清理传销人员，抓捕传销头目及骨干分子。

　 （三）建立打击传销的宣传教育机制。各社区（村）要印发“给群众一封公开信”，加强对常住人口、外来人口、出租房屋户的宣传教育工作。公开信要着重宣传国家政策法律法规，特别是政府打击传销的决心和相关法律政策。通过发放传单、张贴海报、悬挂横幅标语等多种形式，切实做好打击传销宣传进社区（村）活动。要利用典型案例向群众介绍传销组织和传销人员的诈骗手法、操作方式及参与后果，彻底揭露传销坑人害人的诈骗本质，使辖区内群众能深入了解传销的危害，自觉远离传销，主动举报传销，不为传销活动提供培训、住宿等便利条件。

　 （四）建立责任明确和责任追究相结合的责任机制。按照中央综治办、国家工商总局、公安部《关于做好将打击传销纳入社会治安综合治理目标考评工作的意见》（综治办〔XX〕69号）的精神，各县市区和开发区要认真落实，进一步完善打击传销属地管理责任制度，县市区、开发区与街道办事处、乡镇政府之间，街道办事处、乡镇政府和居（村）委会之间，公安局（分局）和派出所之间，工商局（分局）和工商所之间都要签订“创建无传销社区（村）”责任书，责任书要以创建“无传销社区（村）”为目标，做到分工明确，责任到人。要把打击传销工作列入各级政府年度工作目标，对完不成责任目标的，实施责任追究，确保“创建无传销社区（村）”活动的有效开展。

　 （五）建立打击传销的监管及打击机制。各街道办（乡、镇）和社区居委会（村委会）要充分发挥宣传教育作用，通过宣传教育，发动群众广泛参与；认真落实定期排查制度，加强对传销的监控预警。各有关部门要齐抓共管、措施到位、形成合力，确保政令畅通，在社区（村）建立纵到底、横到边的立体监管与全面打击的联动工作网络。

　 四、实施步骤

　 分三个阶段实施。

　 第一阶段为试点阶段（XX年5―7月份）。以颍州区莲池社区、颍泉区东关外回族社区为全市试点社区，各县（市、区）、开发区在辖区内选择1―2个社区（村）作为试点。县（市、区）、开发区打击传销办公室和街道办事处、乡、镇政府要加强对试点社区（村）的指导。

　 第二阶段全面推广阶段（XX年8―11月份）。颍东区、颍泉区、颍东区、开发区、太和县等地区都要全面开展“创建无传销社区（村）”活动。

　 第三阶段检查验收阶段（XX年12月份）。市打击传销工作领导小组办公室要从成员单位中抽调人员成立检查组，对各县（市、区）、开发区创建工作进行检查验收，重点是颍州区、颍泉区、颍东区、开发区及太和县，对不开展或不积极支持开展“创建无传销社区（村）”活动的县（市、区）、开发区，要给予通报批评，并追究有关人员责任。

　 五、工作要求

　 （一）加强领导，提高认识。打击传销是一项长期艰巨的工作，各级政府和有关部门要增强责任感和紧迫感，进一步加强组织领导，成立创建无传销社区（村）领导小组，落实责任，扎实开展创建无传销社区（村）活动。

　 （二）精心组织，积极推进。各级各相关部门要按照“边试点、边完善、边深化”的工作思路，精心做好准备工作，分工负责，定岗定人，把“五个一”工作落到实处。各县（市、区）、开发区打击传销工作领导小组要加强对“创建无传销社区（村）”活动的督促指导，各县（市、区）政府、开发区管委会要对传销活动严重的社区（村）实行包干定点，督促指导，积极推进“创建无传销社区（村）”活动的开展。

　 （三）部门配合，形成合力。“创建无传销社区（村）”活动是一项社会工程，工商、公安部门要充分发挥职能作用，扎实做好相关工作，各有关职能部门要根据具体分工，积极参与，大力配合，建立上下指挥通畅、左右配合密切的指挥协作机制，确保工作取得实效。
