　 近年来，富平县人大常委会始终把增强监督实效作为创新监督工作的出发点和落脚点，牢牢把握“坚持核心、服务中心、紧贴民心、把握重心、不断创新”的工作思路，做到了思路上向富民强县汇聚，工作上向为民利民推进，作风上向亲民爱民转变，目标上向争先进位竞争，监督上向增强实效迈进，为推进我县民主法制建设、实现县域经济社会又好又快发展做出了积极贡献，人大机关连年被县委授予优秀档次。

　 一、坚持理念创新，着力服务全县大局。

　 按照人大工作的职能和特点，始终坚持在县委的领导下，围绕全县的工作中心和人民群众反映强烈的突出问题，努力找准人大工作与政府工作的结合点，不断进行工作创新，进一步理清工作思路，使人大监督工作不断向纵深发展，向高度提升，向社会延伸，向群众满意落实，把思路锁定在围绕“三化同进”、坚持“三同思考”、用好“三种权力”上，努力做到“党委工作的重心在哪里，人大工作的触角就延伸到哪里”，“人民群众关心什么，人大就关注什么”，“大局工作是什么，人大就主动融入到什么中去”，从而使地方人大的地位和活力不断增强，工作成效进一步提升。《切实加强自身建设不断提升工作水平》、《创新监督机制增强监督实效》、《在坚持中创新在创新中提升》等做法先后被中省刊物收录。

　 二、坚持机制创新，着力增强监督实效。

　 我们坚持每年贴近大局、贴近群众、贴近实际，有计划、有针对性地选择2—3个重点进行执法检查、视察调查和工作评议，开展深度监督，既给县委当好了参谋和助手，保证了重大决策工作的落实，又支持和促进了政府工作，实现了给力出招。

　 一是对大局工作，即县委全委会、人代会提出的目标任务，坚持每年开展“三问”的工作机制，即在“一府两院”中开展“年初听安排，建账；年中查进展，查账；年底要结果，交账”的活动，先后由五位主任分别带队深入到“一府两院”重点工程、重大项目建设工地进行视察检查，通过听取汇报、走访座谈、实地视察、明察暗访等形式，促进了“一府两院”依法办事，为民干事、推动了大局工作的有效落实。同时我们还坚持每年两次对重大项目建设情况进行重点监督。对未开工或进展很差的建设项目，由牵头部门主要负责人向常委会或人代会做出专题说明，并坚持及时向县委抄报工作评议、工作监督和民生工作评议等结果，在电视台公开，使被参评部门增加了压力，提升了动力，推动了落实。

　 二是对常委会做出的审议意见书和重大决定决议，实行“跟踪监督、满意度票决、结果通报”的工作机制，对促进监督实效起到了积极推动作用，使群众感到人大不是 “摆设”，也不是“花瓶”，人大工作不是 “形式”，而是依法履职，以职尽责，为群众办事的“代言人”。

　 三是对“重点、难点、热点”工作和人民群众关注的问题实行整改落实“再审议”和“办理情况满意度测评公开”的工作机制，做到问题不解决不罢休，群众不满意不松手，让人大决议得到充分体现。近年来，先后对《城市规划法》、《水法》、《行政诉讼法》、《反贪污贿赂法》、《食品安全法》、《环境保护法》等法律的实施情况、部门评议、财政审计等整改落实工作情况实施了再审议，树立了人大亲民、为民的良好形象。如今年3月份在对《食品安全法》执行情况视察时，视察组采取先暗访，后明察，再听取汇报，座谈讨论和发动群众举报等形式，指出了对《食品安全法》宣传不够深入，监管措施不到位，源头治理把关不严，有些方面仍存隐患，监管能力有待提高等突出问题，提出了针对性较强、无缝隙监管的建议意见，责令其积极整改。6月份，常委会又在组织力量进行暗查暗访的同时，专题听取了整改落实情况的报告，收效好、震动大，政府相关部门协调联动，将审议意见转化为工作措施，先后出动执法检查人员4000多人次，依法取缔了非法加工豆制品、面包、瓜子、卤香蛋等18个“黑窝点”“黑作坊”，立案25起，现场查扣“无根素”427支，查获非法添加“无根素”豆芽3000多公斤，收缴了价值数万元的卤香蛋食品，有效地保障了人民群众的饮食安全。去年在对农行、信用联社、邮政储蓄银行的工作评议中，针对评议中发现的问题，常委会发出审议意见通知书，要求限期整改，并在第6次常委会上进行了满意度测评。对测评不满意的县农行，实施再审议的办法，要求重新整改，限期落实，再次听取整改落实情况的报告，促其强化了服务意识，端正了服务态度，提升了服务水平，制定了《农业银行支持富平县域经济发展金融服务方案》，投资400余万元，装修改造营业部以及分理处，增加各种自助设备23台，惠农服务站已覆盖300多个行政村，争取信贷计划6亿多元，取消了50多万元的惠农补贴折卡年费和小额账户管理费，满意度得到了提升。

　 四是在视察调研工作中，我们采取“直击问题找症结，实化建议提思路，追要结果促落实”的工作机制，按照“重在发现问题，贵在解决问题，本在长效机制”，积极为县委献力，给政府出招。①是针对近年来政府投资过大的问题，提出了对政府投资的基本项目实行“招标前财政预审制度”，被县政府采纳，三年先后评审工程项目141个，压缩政府公共投资建设项目资金亿多元，在全省纪检系统得到推广。②在对财政工作视察调查时，针对部分财税收入有漏洞的突出问题，建议县政府坚持“开源”与“节流”并重的方针，在增收上做文章，在节支上下功夫，在管理上求效益。县政府在房产局设立了一厅式办公大厅，仅房产税两年多收2亿多元；设立了矿产资源税费统征办公室，年多收税费4000多万元。③在今年《环境保护法》视察调查中，针对群众对白灰窑污染深恶痛绝的问题，提出了“积极稳妥、依法依规、强势宣传、先易后难、典型带动、全面推动、整合力量、打歼灭战、加快转型、持续发展”的建议思路，使全县的632孔白灰窑全部予以拆除，受到了群众的赞扬。

　 五是注重把“询问”机制引入到平常的视察调查和执法检查中，使视察效果明显提升。如3月份在对《城市规划法》及城市总体规划执行情况视察时，视察组把询问引入到了视察检查之中，就群众关注的规划宣传不深入、规划管理不有力、部门执法合力不强、小车停车位不足、县城无合理的农贸市场、公厕偏少等问题，专题进行询问评议，直击要害，使住建局感到了压力，增添了动力，工作由一般的常规性向实质的规范性和群众满意方面落实转变，为严格规划管理构筑了一道有效防线。

　 三、坚持制度创新，着力提高监督能力。

　 一是强化制度建设，规范工作行为。坚持用制度规范职责，按制度行使职权，本着务实、管用、提效的原则，先后建立修订完善了《富平县人大常委会议事规则》、《富平县国家机关工作人员任免办法》，制定了《富平县人大代表议案、建议和批评意见办理办法》、《富平县人大常委会审议意见办理办法》、《富平县人大常委会工作评价评议办法》、《富平县人大常委会执法检查办法》和《富平县人大常委会关于人大代表旁听案件审理工作规定》，出台了《富平县人大常委会关于加强对乡镇人大工作的指导意见》和《富平县人大常委会关于加强自身建设的规定》以及机关办文、办会、办事、财务、后勤等多项工作制度，从而使常委会及其机关的工作走上了制度化、规范化的轨道，有力地推动了常委会各项工作依法、有序、高效开展。

　 二是创新人事任免，规范工作程序。坚持把人大任命与提高法律素质相结合；把党管干部原则与人大依法任命相结合；把票决制与供职发言、履职承诺、颁发任命证书相结合；把任前监督与任后监督相结合，依法行使人事任免权。①是在政府组成部门中开展了“履职承诺、任后践诺、跟踪评诺，年底兑诺”为主题的履职承诺活动，对被任命的政府部门组成人员在县电视台向社会作出了就职承诺，年底跟踪评议，向人大常委会报告践诺结果，接受全县人民监督。②在“两院”中，对新任法官和检察官实行“法律知识考试、供职发言、颁发任命证书和集体谈话、集体宣誓”的制度，进一步增强了被任命人员的法律意识、责任意识、大局意识和公仆意识，受到了人民群众的一致好评。

　 四、创新代表方式，着力发挥主体作用。

　 一是在基层人大主席、副主席中开展了“互动交流和工作培训”活动。4月份，对全县24个镇人大主席、副主席进行了交流培训，不仅使互相学到了长处，交流了经验，找到了不足，又提高了对镇性质、地位、作用和职权的认识，拓宽了镇人大工作的视野和思路，为进一步规范镇人大工作，定好位、履好职、尽好责，起到了积极的推动作用。

　 二是在省市县镇四级人大代表中，开展了“我为发展献计策”活动和“投身经济社会发展，无私奉献社会”优秀人大代表评选活动，既为县委、政府提出了一批高质量的建议，又树立了一批先进典型，激励了先进。

　 三是积极拓宽代表知情知政渠道，支持代表参政议政。近年来，有100多名人大代表参加了常委会组织的视察调查活动，有80多名人大代表列席人大常委会会议，有200多名人大代表参加了对县直部门的政风行风、干部测评和工作评议等活动。

　 四是开展了“走基层、访代表、转作风”活动。连续两年来，常委会坚持分别由各主任带领相关委室负责同志，深入包联镇、村、有关部门，走访了百余名代表，通报全县经济社会发展情况和县人大常委会工作，详细了解代表的工作和生活情况，认真听取代表对县人大常委会和“一府两院”工作的意见和建议，并对代表提出的意见和建议，进行了梳理归类和交办、督办。
