　 同志们：

　根据县委常委会研究的意见，本着精简、高效、务实的原则，我们把纪检、组织、宣传、统战等党务工作会议一并召开，就是为了更好地相互沟通、形成合力、整体推进。刚才， 同志分别就四个方面的工作作了报告，总结了工作，部署了任务，提出了要求，既贯彻了上级精神，又切合望城实际，我完全赞同，请同志们按照会议要求认真抓好贯彻落实。

　过去的一年，全县党务工作部门紧贴中心、服务大局，始终把推动发展、促进和谐摆在党务工作首位，使党务工作与经济发展在思想上相一致，在目标上相协调，在部署上相促进，取得了新成绩，形成了新优势。纪检部门注重源头治腐，积极开展制度创新，建立健全教育、制度、监督并重的惩治和预防腐败体系，切实优化发展环境，促进了经济社会健康发展。组织部门大力加强基层组织和干部队伍建设，提高选人用人的公信度，深入开展人才揽储工程，为科学发展提供了组织保障、人才支撑和智力支持。宣传部门着力提高理论武装的吸引力，新闻宣传的感召力，精心策划重大宣传报道，组织重大活动，为营造团结拼搏、共克时艰的舆论氛围注入了强大的精神动力。统战部门积极推动多党合作事业，促进民族宗教领域和谐稳定，狠抓创业富民和项目建设，为建设省会新城区凝聚了广泛的力量。实践证明，全县党务工作队伍是一支靠得住、干得好、过得硬的队伍。在此，我代表县委，向全县党务工作者表示衷心的感谢！

　今年是完成“**”目标的最后一年，也是谋划“**”发展的奠基之年，还是“全力打造新城区、实现三年大变样”的攻坚之年，我们要以更加开拓的视野、更加昂扬的精神、更加扎实的作风，为建设省会新城区、推进城乡一体化提供保障、贡献力量。借此机会，我就如何做好党务工作讲三点意见。

　一、要统一思想认识

　党务工作是全县工作的重要组成部分，是促进县域经济社会科学发展的重要保障，要站在全局高度，充分认识做好新时期党务工作的重要性。

　1．提高执政能力必须抓好党务工作。加强党的执政能力建设，事关社会主义事业的兴衰成败，事关党的生死存亡和国家的长治久安。党的执政地位不是与生俱来的，也不是一劳永逸的。加强党的执政能力建设，是时代的要求、人民的要求；抓好党务工作是加强执政能力建设的题中之义和必然要求。我们党的历史和实践都充分证明，党什么时候重视执政能力建设和先进性建设，就有创造力、凝聚力和战斗力，就能得到广大人民群众的拥护和支持，党的事业就无往而不胜。否则就会失去人民群众的拥护和支持，就会失去生存与发展的基础，党的事业就会停滞不前。只有抓好了党务工作，我们才能不断提升战斗力，增强凝聚力，扩大影响力；才能始终做到与时俱进，始终走在时代前列，始终保持先进性；才能团结一切进步力量、调动一切积极因素、激发一切创造活力，投身于建设省会新城区的伟大实践。

　2．促进社会和谐必须抓好党务工作。促进社会和谐关键在党，关键是要实现党内和谐。实现党内和谐，必须通过加强党务工作，创建和谐共事的基层党组织和党员干部队伍；必须通过加强党务工作，推进民主法制建设，维护公平正义，努力营造安定有序和谐的政治局面，进而影响和带动社会和谐。当前，我县正处在改革的攻坚期和发展的加速期。它既是发展的黄金期，又是矛盾的凸显期，我们不仅谋发展、抓改革的任务十分繁重，而且保稳定、促和谐的任务也十分繁重。面对繁重的任务，迫切需要全县各级党组织和广大党务工作者，充分发挥党务工作在构建和谐社会中的积极作用，认真研究解决经济社会生活中存在的各类矛盾和问题，扎实做好与人民群众生产生活密切相关的各项工作，努力实现和谐社会共建共享。

　3．实现科学发展必须抓好党务工作。发展是我们党执政兴国的第一要务。望城作为长株潭城市群“两型社会”和大河西先导区建设的主战场，已跨入转型升级的新阶段，面临着建设省会新城区的新任务，发展耽搁不得、工作失误不得、社会折腾不得。去年召开的县委八届十次全体会议和人大、政协“两会”，明确了今年工作的目标任务和工作重点。我们要实现预期的发展目标，需要付出很大的努力。全县党务工作部门和全体党务工作者必须切实担负起“推进器”的职责，始终坚持发展高于一切、先于一切、大于一切、重于一切，始终做到紧贴中心、服务发展，以自己的实际行动努力为经济工作强基础、育人才、造声势、聚合力，真正让一切发展要素的活力竞相迸发，让一切创造财富的源泉充分涌流，努力形成千帆竞发、万马奔腾的大好局面。

　二、要把握客观规律

　新的形势、新的任务对党务工作提出了新的要求。我们要牢牢把握党务工作的客观规律，创造性地开展工作，努力开创党务工作的新局面。

　2．党务工作的精髓是务实，要真正做到虚功实做、虚实结合。党务工作需要抓手，需要平台，需要借助一定的形式，把精神成果转化为物质成果。在工作推进落实上，我们一定要实事求是，一定要遵循经济社会发展的规律，一定要符合人民群众的需求，一定要讲求实效。要把党务工作提到讲成本、讲效益的高度，用经济学的视角去审视我们的党务工作，着重处理好务虚与务实的关系。有些同志认为，从事意识形态领域的党务工作是务虚，从事经济建设的具体工作是务实。事实上，务实需要务虚的“导向”，务虚离不开务实的“铺垫”。要把务虚与务实统一到树立和落实科学发展观的层面上来，善于用科学理论凝聚人心，善于把县委、县政府的决策部署，转化成全县广大干部群众一心一意谋发展的具体行动。

　3．党务工作的动力是创新，要在继承中发展、在创新中突破。创新是当今时代的主题，也是党务工作的活力之源、生命之本。时代在发展，实践在深化。我们必须立足当前党务工作面临的新情况、新问题，不断创新党务工作的内容和形式，切实加强和改进党的建设。要正确处理继承传统和创新发展的关系。创新不是一天一个新调子，一天一个新口号，而是要把创新融入到继承之中去，在继承传统中谋求创新发展。一个品牌的树立，非一日之功，不能随意放弃。党务工作也要有经营思维，当一个品牌在一定范围内取得了良好效果，群众认可了，上级认可了，就要加强保护，不断扩大品牌效应。这些年来，望城的党务工作积累了很多经验，创造了一批“品牌”，比如全员绩效考核、基层党组织书记履职述职评议、宗教“一私一乱”专项治理、斑马湖农民广场文化活动等等。这些品牌的打造，凝聚了干部群众的智慧和力量，也是党务工作部门和党务工作者与时俱进、改革创新的结果。对此，党务工作部门要进行认真梳理，继续加以完善和提炼，并使之不断发扬光大，真正做到在继承中发展、在创新中突破。

　三、要提升工作水平

　事业兴衰，关键在党；党的建设，关键在人。我们要努力建设一支素质高、作风好、能力强的党务工作干部队伍，加快形成各级各部门高度重视、全力支持党务工作的良好局面，使我县党务工作再上新台阶、再创新业绩。

　1．要加强学习，提高素质。我们必须清醒地看到，社会各个方面的发展日新月异，人民群众的实践创造丰富多彩，不坚持学习、不刻苦学习，我们就会落伍，就难以胜任我们所肩负的重大职责。面对层出不穷的新情况、新问题，我们不懂得、不熟悉、不了解的东西与日俱增，如果我们不学习，我们的工作就会出现被动甚至失误。可以说，是否重视学习，不仅反映着我们的精神状态，决定着我们的领导水平和创新能力，而且还关系到建设省会新城区的效果，关系到我们事业的兴衰成败。因此，希望全体党务工作者适应建设学习型政党、学习型社会的需要，用科学的理论武装自己，用全新的知识充实自己，不断提高理论素养、知识水平、业务本领和领导能力，做到学以立德、学以增智、学以致用，自觉做一个学习型、知识型的干部，更好地适应形势发展和工作需要，在各自工作岗位上作出更大的贡献。

　2．要夯实基础，延伸触角。我们经常讲，基础不牢，地动山摇。越是发展任务繁重、越是改革向纵深推进、越是社会矛盾复杂，越要抓基层、打基础。过去一年，我们狠抓党的基层建设，收到了明显成效，也产生了积极的反响。但是要看到强化基层、加强基层，始终是我们做好党务工作的基本原则和基本要求，现在有些工作之所以热在上面、冷在下面，关键的问题还是我们党务工作的手臂不长，党务工作的触角没有延伸到基层。党务工作历来是根植于群众、历来是服务于基层。要立足基层来提升水平，把我们的基层组织资源转化为发展资源，把组织优势转化为发展优势，把组织活力转化为发展合力，努力把工作重心转移到基层，把工作重点铺排到基层，把工作触角延伸到基层，使问题在一线发现，矛盾在一线解决，工作在一线展开。
