　 加强和改进机关作风建设工作总结

　2003年11月月27日起，启动了建设局系系统干部职工加强机关作风建建设工作，至2004年2月月27日止，顺利完成了六个个阶段工作，建设系统机关工工作作风有了很大转变，树立立了石屏建设事业新形象。

　结合实际，制定了《县县建设局加强和改进机关作风风建设实施意见》，确定建设设系统和干部职工的机关作风风建设工作分六个阶段进行，，时间为3个月。

　我局于11月28日成立立了由局党总支书记任组长的的县建设局机关作风建设领导导小组，确保机关作风建设工工作的顺利开展。领导小组下下设办公室，由纪检组长兼任任办公室主任，切实加强领导导建设系统内的机关作风建设设。局属各单位相应成立了机机关建设领导机构，成立机构构7个，落实专门人员负责。。建设局系统应参加机关作风风建设人数240人，实际参参加人数240人。

　领导小组于12月1日日召开了全局范围内的机关作作风建设动员大会，建设局总总支书记主持会议。会上认真真组织学习了州委、州人民政政府《决定》，县委办、县政政府办《实施意见》等文件，，局长作了机关作风建设的总总体动员布置，进一步强调了了开展机关作风建设的重要性性、紧迫性和目的、意义。号号召大家要进一步加强各部门门的作风建设，继续学习“三三个代表”的重要思想，坚决决贯彻执行党的“十六大”精精神，以及省委“三句话”。。并回顾了以往城市建设取得得的成绩，对将来的建设工作作做出了美好展望，进一步统统一了建设系统机关干部职工工的思想认识，提高了机关干干部职工参与8次，参学人员近330人次。

　围绕州委、州政府的决定和和县委办、政府办的实施意见见，采取了发放征求意见表，，召开座谈会，到基层征求干干部职工意见等方式，查找了了局机关作风存在问题。发放放局属单位县建设局机关作风风建设征求意见表7份，发放放乡镇征求意见表9份，均已已收回。针对建设局机关征求求到意见建议10条，经整理理归类共6条；班子5名领导导征求到意见建议20条；局局5个股室征求到意见建议118条。局机关14名干部职职工、局属单位班子和单位班班子领导针对自身在思想作风风、工作作风、学风和生活作作风方面存在的问题，认真查查找自身在机关作风上存在问问题，形成材料按要求上交。。各单位

　查找出建设设系统在作风建设上存在的主主要问题是：

　1、学习制度度坚持不够。主要原因是去年年开工的重点工程项目多，机机关工作人员少，工作相对增增多，每周学习制度坚持不够够。

　2、思想解放不够、思思路创新不多。原因是部分干干部职工缺少勇于开拓精神，，面对新事物、新局面、新困困难，缺少敢闯敢干的精神，，往往裹足不前。

　3、领导导深入下属单位调查研究不够够。原因是由于工程项目多，，人员少，局领导全部亲自抓抓工程施工的各个方面，下到到各施工现场。在时间安排上上，到下属单位的工作调查研研究指导不足。

　4、对乡镇镇集镇建设工作指导不力。原原因是由于人力和建设资金补补助不足，对集镇建设工作资资金投入不够，技术指导上不不力。

　对照上一一阶段查找出的问题，制定切切实有效的整改措施。

　4、克服服人员少的困难，结合我县财财政困难的实际，积极配合各各乡镇到省、州建设部门争取取项目和资金，加大对乡镇集集镇建设的技术指导。

　加强了对各单单位作风建设工作的督察。在在此阶段采取“听、查、看、、评”的方式，对2003年年度各单位工作目标责任进行行检查，开展各单位干部民主主测评和考核工作。

　（六）作风风评议总结，坚持巩固提高

　各单位机关作风建设领导小小组认真总结前五个阶段的工工作，全面完整、实事求是地地总结单位机关作风建设的工工作过程和工作成效，并组织织全体干部职工参加的会议，，组织全体干部职工评议，广广泛听取干部职工的意见和建建议。各单位的总结报告上报报局机关作风建设领导小组办办公室。

　至此，局各单位机机关作风建设开始转入正常的的轨道，确定了局分管领导重重点督促分管部门的日常作风风建设工作，局办公室进行日日常的督促检查。

　二、作风风建设取得的成效

　通过开展展建设局机关作风建设以来，，建设系统的作风有了很大的的转变，五个方面上突显成效效。
