　 高新产业自主创新视察报告

　 视察中，大家一致认为，建市以来，历届市委、市政府坚持实施“科教兴威”和“人才强市”战略，全力推进创新型城市建设。特别是今年以来，市委、市政府提出了“以自主创新为第一动力，打造高层次人才聚集区、产学研结合密集区、科技成果转化汇集区”的发展目标，开展了“自主创新年”活动，把自主创新提到了前所未有的高度，促使全市高新技术产业自主创新工作如虎添翼，呈现出迅速发展的良好态势，突出体现为“六新”。一是政策环境有了新优化。在推进高新技术产业发展和自主创新方面，相继出台了十几个含金量高、操作性强的政策文件，实施了一系列优惠扶持措施，从财政科技投入到企业研发投入，从投融资机制建设到中介服务机构建设，从税收优惠到科技奖励，从人才引进到人才培养等方面，政策体系日趋完善，倾斜力度不断加大，引导作用日益强化。二是科技投入有了新增加。充分发挥政府科技投入“种子金”作用，形成了以财政投入为引导、企业投入为主体、金融和风险投入为补充的科技投入体系。特别是企业的创新主体意识明显增强，科研投入不断增加。三是高新企业有了新提升。全市已拥有高新技术企业160家，其中销售收入过亿元的50家，有12家被认定为国家火炬重点高新技术企业，高新技术产品发展到300多种。高新技术产业产值达到1202亿元，同比增长40%，占规模以上工业产值比重达到30%以上。四是创新能力有了新增强。截止到目前，我市拥有市级以上工程技术研究中心83家，其中省级46家；拥有企业技术中心91家，其中，国家级6家，省级73家；建立了5个“863计划”成果产业化基地。全市取得的105项重要科技成果中，具有国际先进水平的达17项。其中，三角集团自主研发的巨型工程子午胎项目荣获“国家科技进步一等奖”，填补了我市在这方面的空白。五是服务体系有了新完善。全市拥有各类科技服务机构70余家。近两年，相继建立了十大科技创新公共服务平台，今年又启动了汽车电子、船舶技术研究两个平台建设，科技创新服务体系逐步完善，服务能力明显提高。六是科研合作有了新拓展。我市已与10多家国内高校院所结成了产学研战略联盟，全市企业与100多家高校院所建立了科技合作关系，一些高校院所纷纷来我市设立分支机构或共建研发机构，呈现出多学科、多领域、多层次开展产学研合作的局面。

　 委员们认为，我市高新技术产业自主创新工作，与自己比有进步，与先进比有差距，自主创新仍然是制约我市发展的一块“短板”。与、等先进城市相比，我市在科技创新方面的差距表现在“六少”。一是投入少。XX年全社会科技投入总额达74亿元，占GDP的比重为%。当年我市全社会科技投入总额30亿元，占GDP的比重为%，比少了1个百分点。二是成果少。XX年，、取得的重要科技成果分别为506项、198项，是我市的倍、倍。获得国家级奖励分别为8项、3项，我市仅为1项；获得省级奖励分别为84项、44项，是我市的倍、倍。三是专利少。XX年，专利申请量为7023件，专利认定3592件，其中发明专利认定329件，分别是我市的倍、3倍和9倍。四是产值少。去年我市的高新技术产业产值，不足的2/5、的1/2；高新技术产业产值占规模以上工业产值比重，、分别比我市高出16个和个百分点。五是机构少。XX年末，、拥有国家级工程技术研究中心分别是1家、2家，而我市尚为空白；两市的企业技术中心分别比我市多出67家、10家。六是人才少。XX年末，、拥有各类大专院校28所、12所，分别比我市多出22所、6所；两市在校学生为25万人、12万人，分别是我市的倍、倍。

　 委员们提出，差距就是发展空间，就是前进动力，就是努力方向。的高新技术产业自主创新工作，有责任也有能力和条件走在全省的前列。我们既要认清形势，正视差距，更要抱定不甘人后、奋力赶超的决心，后发突破，大步流星，迎头赶上。重点是做好“六抓”：

　 一抓政策落实。市委、市政府已经就提高自主创新能力、加快“三区”建设等出台了一系列政策意见，大政方针已定。下一步工作的重点，就是加大政策的宣传力度，并制定实施好相关配套政策，特别是金融、税收、财政、人才等配套政策，引导企业单位用足用好用活各项政策，真正把政策的引导、激励作用发挥出来。有关部门应强化对科技政策实施情况的督导检查，促使各项政策落到实处。落实科技政策，需要上下两个积极性。客观地讲，一些企业对科技政策不注重研究和利用，也是导致政策难以落实的原因。应通过加强政策宣传和引导，促使企业进一步强化创新主体意识，做到“三个优先”，即优先衔接，注重对科技政策的研究与对接，使政策的优惠充分体现于企业；优先安排，在制定企业战略和经营决策时，把科技创新摆在首要位置；优先投入，在自主研发和产学研结合上，投入更多的人、财、物力。

　 二抓创新体系。加强企业技术创新体系建设，是提高自主创新能力的重中之重。未来的企业，只有两种发展形态：一种是死的，一种是活的。凡是抱残守缺、不思创新的，必定是日渐萎缩，江河日下，最终死掉；只有重视创新、自主创新，才能越做越大，越做越强，永葆活力。我市的三角、威高、光威、华东数控、新北洋等企业为什么能拥有那么多具有自主知识产权的产品，不断开拓、占领新市场，关键在于它们形成了自己的创新研发体系。有了研发体系，就有了主动权和先决权，就有利于抢占技术制高点，就基本能做到生产一代、研发一代、储备一代。为此，应采取更加得力的措施，重点支持全市大企业和企业集团加强研发机构建设，鼓励企业多形式、多渠道自建或共建企业技术研发中心，并采取基金支持、贷款贴息、税收优惠等方式，积极扶持民营科技企业构建自己的科研体系。力争用5年时间，在全市大中型骨干企业、高新技术企业及民营科技企业等都建立起技术研发中心，确保实现市委提出的“省级以上企业研发机构增加到150家、国家级增加到9家”的目标。

　 三抓交流合作。实践证明，科技创新也要坚持“两手抓”，一手抓自主研发，一手抓产学研合作。对于自身科研力量相对薄弱的地区和企业来说，走产学研结合之路尤为必要，也是一条捷径。在这方面，韩国的经验值得借鉴。上世纪60年代以来，韩国十分注重对外技术合作，通过消化吸收再创新，形成了一批自主品牌。经过近20年的努力，形成了自主品牌汽车产业；用10年时间，掌握了世界一流的高速铁路自主研制技术；用8年时间，跻身世界集成电路强国之列；用不到5年时间，形成了具有强大竞争力的CDMA通讯技术，成为全球第3大动漫产业强国。就目前我市情况看，开展产学研结合是提高创新能力最有效的途径。近年来我市产学研合作步伐明显加快，王书记对这项工作更为重视，力度更大。在全面深化与山大、哈工大、中科院等战略联盟关系的同时，今年又与国内三所大学签订了产学研全面合作协议，并提出今后5年，与我市建立战略合作关系的院校要增加到15家以上，引进800项高科技和专利成果，实施产学研结合项目1000个以上。落实好这项深谋远虑的重大举措，必须充分发挥各级各部门特别是广大企业的积极性，形成点、线、面相结合，多层次、多形式开展产学研合作的大格局，大力推动企业成为产学研合作的主体，鼓励企业与高校、院所广泛“联姻”，完善产学研合作的投入机制、人才流动机制和利益分配机制，形成产学研紧密合作关系。

　 四抓人才聚集。如果把科技比作一个人，那么，研发机构是躯体，资金投入是血液，人才则是大脑和灵魂。人才是自主创新之源，是综合国力之本。美国能成为世界第一强国，靠的就是雄厚的人才实力。美国的人口只占世界的1/22，却拥有全世界1/3的本科生，1/4的科技人才。世界一流大学50%在美国，最近几十年诺贝尔奖得主80%是美国人。是个新兴城市，走的是农村城市化的路子。虽然建市以来引进了不少人才，但人才数量占总人口的比重仍然较低，差距较大。人才上的差距，是致命的差距；人才上的差距不解决，势必会转化为倍加的发展上的差距。这也正是市委、市政府把打造高层次人才聚集区置于“三区”之首的原因所在。我们必须大力强化人才工作，努力夯实人才基础。既要大开门户，广揽人才，重点吸引海内外高层次人才、优秀专业技术人才来创业发展；又要加大人才培养力度，全面提升各类人才的素质和能力。并不断创新用人的观念、机制和手段，最大限度地激发人才的创造活力。既要有识才的慧眼，又要有用才的气魄;既重视高层次人才，又重视技能型人才；既重视引进外来人才，又重视发挥现有人才的作用；既重视培养紧缺人才，又舍得花钱培养“长线人才”，使各类人才创业有机会，干事有舞台，发展有空间。

　 五抓创新平台。科技创新平台是构建创新体系的必备条件，是体现区域创新能力的重要标志。前几年市有关部门调研时，一些科技人员反映，在搞科研项目，元件要到北京去买，实验要到苏南去做，因为在找不到所需的元件和设备。近年来，我市建设了一批科技创新服务平台，科研基础条件有了较大改进，但还需进一步完善。在搞好各项在建平台的建设、发挥好现有平台作用的同时，应抓紧建设科研仪器设备、科技信息服务等社会共享平台，形成比较完备的科技创新平台体系，促进科技资源向企业开放、向社会开放，引导各类创新要素大量而快速向企业聚集，推进科研成果向现实生产力的转化。

　 六抓科技投入。科技在过去是从属和支撑经济发展的，在转变经济发展方式的今天，科技已成为经济发展的引擎和动力。要使引擎转得快、马力大，就要多加油、加好油。所以，必须加大科技投入的力度。对企业来说，今天的科技投入，就是对明天市场占有率的投入，就是对未来核心竞争力的投入。根据先进国家的经验，科技投入占销售收入的比重小于l%的企业难以生存，2%的可勉强维持，5%以上才有竞争力。而目前我市多数企业都低于1%的比重，科技投入的潜力很大。加大科技投入，一是应发挥财政资金的引导作用，建立财政科技投入稳定增长的机制，建立健全风险投资机制，充分发挥政府科技投入“种子金”、放大器的作用，以财政投入的增长，拉动企业和全社会加大科技投入；二是应发挥企业在科技投入中的主体作用，引导、激励企业不断增加科技投入，提足、用好研发经费，重点用于技术开发、成果转化和对引进技术的再创新；三是应发挥市场的资源配置作用，推动银行与企业建立稳固的银企合作关系，建立金融科技贷款风险补偿机制和中小企业贷款担保机制，引导商业金融和社会资本参与高新技术产业化。抓住国家鼓励高新技术企业上市的有利时机，促成更多的科技企业上市融资。
