　第七章 基础设施和公共服务设施建设

　第32条 交通工程

　以面向国际，服务东北，协调区域，满足物流畅通为目标，构建公路、铁路、港口一体化综合交通运输体系。规划建设的主要交通运输工程参见图7－1、附件：“十一五”重大项目规划表。

　公路工程。规划建设庄河至盖州高速公路，南与丹大高速公路衔接，北与沈大高速公路交汇，分别构筑庄河与沈阳、大连的3小时、1小时经济圈。积极筹划建设花园口新城区至长兴岛高速公路，打通黄渤沿海两大重点开发区的联接，形成“一横两纵”的高等级公路主骨架。开工建设滨海公路，形成省际沿海观光产业带，推动沿海产业区的互动发展；拓宽改造201国道庄河段，增强南部沿路经济的空间联系；建设庄河至仙人洞、庄河至花园口、庄河至黑岛电厂快速路，增强几大产业区的有机联结，强化北部与南部的优势互补，促进资源合理开发和产业的协调发展。以建设新农村为目标，加快乡村公路支线建设，实施乡村公路改造。在实现村村通油路的基础上，进一步完善农村公路网内部的有机联系，加速路网城乡一体化。加强市区内环、外环及主干路网建设。增设城乡公交线路和公路场站，并逐步向近郊居民点、产业集中区和旅游景区延伸。

　铁路工程。加强铁路运输系统建设，形成与东北腹地的有机联接。“十一五”期间配合国家铁道部沿丹大高速公路北侧加快建设东北东部铁路通道，沿路在吴炉建设黑岛电厂铁路专用线；规划建设庄岫铁路，在庄河站与东北东部铁路通道接轨，并规划建设庄河站至庄河港区铁路专用线。

　港口工程。加快庄河港一期建设，着手启动庄河港二期工程，打通海上通道，努力完善功能，提升港口地位，把庄河港建成大连东北亚国际航运中心的重要枢纽港，成为东北地区沿黄海北岸物流集散的重要结点。规划建设庄河港集装箱码头3个。其中1万吨级泊位码头2个，3万吨级泊位码头1个。加强陆岛运输码头建设。规划在石城乡北嘴屯新建300吨级滚装码头，夏沟新建1000吨级滚装码头；在王家镇后滩新建300吨和1000吨级滚装码头各1个，分别在寿龙岛和长坨岛新建500吨级客货码头。加强庄河港至石城岛跨海大桥及石城岛周边港口群建设规划的前期研究工作。

　第33条 能源工程

　以减少污染、保护环境、降低能耗、发展清洁能源、满足经济发展和人民生活需要为目标，建立能源保障体系。“十一五”期间，在庄河城区人口居住集中区扩建管道液化气工程，到2010年，城区管道液化气普及率要达到80%以上。远景规划期间，从南部沿路经济带一体化发展角度，研究建设庄河煤气工程，以及从大连接入管道把天然气引入我市。进一步完善供热设施，优化供热站建设布局，适度超前建设供热工程。规划在庄河市区、花园口区建设热电厂，满足南部沿路经济带重点区域供热需求（参见图7－2）。

　到2010年，城市集中供热普及率达到75%以上。加强农村能源建设，积极推广太阳能，大力发展生物质气化工程。加快推进庄河电厂建设，推动庄河尖山、南尖风电项目尽早启动，努力把我市建成东北重要能源电力基地。加强输配电主网架建设，完善输变电设施，增强供电能力。考虑发展时间阶段和对于电力需求的空间差异，规划2007年改造220千伏东庄线、庄新线，新建小寺66千伏变电所，同时对现有变电所进行增容改造，以保证全市供用电的安全可靠性；2006年增容改造66千伏明阳变电所，满足花园口新城区建设起步阶段的电力需求，2010年左右新建220千伏花园口变电所，配套建设5座66千伏变电所，满足花园口新城未来的电力需要；2010年在青堆镇北部新建220千伏变电所，满足东部地区的发展对于电力的增长需求。

　第34条 供排水工程

　围绕工业发展区建设、城镇发展和人民生活需求进行供水设施建设，充分利用地表水，有计划地开采地下水。重点实施庄河净水厂二期扩建和净水厂引水工程，完善新城区供水管网，改造老城区供水管网（参见图7－2）。加快推进花园口新城、黑岛电厂产业区、青堆镇、仙人洞镇等重点区域供水工程建设。进一步完善排水设施，加强污染源综合治理。建设庄河市污水处理厂和垃圾处理厂；对我市城区主排水分流管线进行改造。在花园口新城、黑岛电厂工业区、青堆工业区同步建立完善的排水系统和污水及垃圾处理厂，严格控制蓉花山、仙人洞、太平岭、吴炉、大郑等地的工业和生活污水排放，建设适当的污水处理设施。

　第35条 信息工程

　抓好基础电信网建设。大力发展电话网、数据通信网、智能业务网，建成网路运行可靠、业务品种齐全、用户服务优良的现代化电信通信网，实现光纤到村屯。提高电话普及率。乡镇政府所在地电话普及率近期接近城市水平，远期要达到城市水平。进一步拓展邮政业务，合理布局邮政局所，提高邮政服务综合能力。积极推进“数字化庄河”工程。加强政府系统信息网络基础设施建设和信息技术的应用，带动和推进全社会的信息化进程，实现社会资源共享，发展信息产业。建设城南新区、花园口新城和青堆镇的光纤通信网。

　第36条 防灾减灾工程

　消防工程。根据责任区内的被保护目标、地貌特征、人口密度、建筑状况、交通水源条件等因素布置消防站，确定消防等级。近期城区消防站达到三座，远期达到五座，使消防站责任区面积平均达到6.5平方公里，基本建立覆盖全面、责任明确的消防网络。每个重点镇新建一处消防站。强化北部自然保护区的森林防火设施建设。

　防洪工程。高标准、高质量整治庄河、小寺河。规划小寺河控制宽度为150—200米左右，庄河控制宽度为200—250米左右。庄河城区防洪标准达到50年重现期，小寺河、庄河为50年重现期，明、暗渠汇水面积大于5平方公里的重现期为20年、小于5平方公里为10年，截洪沟设计重现期为10年。为防止山洪对城市危害，沿城市建设用地外围山体建截洪沟。规划在西山公园南侧、东侧沿40米等高线、九顶梅花山北侧及南侧沿城市规划道路一侧等建设截洪沟。严格控制填海造地，保证河道出海口畅通。

　防震减灾工程。城市规划、房屋建筑严格按照防震减灾技术规程要求建设。

　人防工程。坚持长期准备，重点建设，平战结合，持续发展的原则，人防工程以新城区建设和重要经济目标为重点，进行全面防护和重点保护。

　其他灾害与突发性事件。面临地震、海啸、台风、洪水等灾害威胁，加强技术保障体系建设，制定应急预案，完善预警机制，做好物资储备。

　第37条 公共服务设施

　按照产业发展和人口聚集方向，调整优化教育布局。规划在明阳镇新建高中、初中和小学，迁建大郑镇中心小学，新建青堆镇小学。扩大庄河城区中小学办学规模，迁建二高中和三十一中学，增设城西中小学。大力发展职业教育，扩建职教中心，建设高等职业技术学院和花园口、青堆、仙人洞技术分院。积极发展高等教育，采取多种形式开办高等院校。加强学前教育，新建城区中心幼儿园。加快公共卫生服务体系建设，扩建城区中心医院、中医院和第三人民医院，增扩社区医疗服务中心。进一步完善文化体育设施，新建博物馆、文化馆、档案馆、游泳馆和体育场，扩建乡镇文化站，建设黑岛甲午海战纪念馆。加强妇女工作，筹建妇女活动中心。发展社会福利事业，扩建庄河养老服务中心，建设17所乡镇中心敬老院。加强各旅游景区基础设施建设，增强旅游服务功能。
