　2015年，文化馆将坚持以党的十八大、十八届三中全会精神为总指导，深入领会把握习近平总书记在“文艺工作座谈会上”的讲话要求，贯彻党的文艺“双百”方针和“二为”方向，在市委、市政府及文广新局的领导下，紧紧围绕我市工作大局，加强文化队伍自身建设，为文化事业发展提供强有力的保证，努力推动我市社会文化大发展、大繁荣，促进我市经济、文化等各项社会事业又好又快发展，特制定工作计划如下：

　一、加强政治理论学习，提高自身业务修养

　1、2015年，我馆将严格实行《迁安市文化馆学习制度》，于每周一下午，集中加强政治理论学习，深刻领会习近平总书记在“文艺工作座谈会”上的讲话精神，深入学习党中央相关文件精神，加强对全馆职工的理想、信念教育；

　2、每周五组织业务知识学习，共同研讨，加强同志之间的业务知识经验交流，每年举行两次业务大比武，并将比武成绩与个人绩效工资挂钩，提高全馆同志提升业务素质的积极性。

　二、充分做好文化馆评估验收工作

　2015年我馆即将迎来新一轮的文化馆评估定级工作，文化馆要严格《文化馆评估标准》的要求，成立专门迎验收工作小组，做好迎接验收的工作方案，明确各部室、个人工作职责，将工作任务具体到各部室的每个人，并与馆内目标管理体系挂钩，个人工作完成情况将直接影响年终的评优评先，形成“馆内人员齐努力，力争连获一级馆”局面。

　三、加强制度建设，强化目标管理

　四、扎实有序地推进文化馆免费开放工作

　2015年，我馆将紧紧结合文化馆基本职能，以免费开放为契机，加强规范化建设，研究确定基本服务项目和内容，提高公共设施的利用率。进一步加强免费开放的宣传工作，通过形式多样的宣传，让更多的群众了解文化馆的功能和作用，吸引广大群众走进文化设施，享受政府提供的公共文化服务，同时树立文化馆的良好社会形象，真正将免费开放落到实处，切实保障人民群众基本文化权益。具体措施：

　五、加强改革创新，深入推进群众文化建设工作

　1、坚持创新，打造具有迁安特色的文化品牌活动。为增强全市文化创造活力，为人民群众提供更广阔的文化舞台，促进全市文化大繁荣、大发展，结合我市群众对文体活动需求，我馆将配合文广新局筹办 “城乡联动·康乐同行”活动，并将该活动打造成既“钢城之夜”、“合唱节”之后的迁安又一项大型品牌活动。

　2、在文化活动形式方面，提前做好活动策划，引进社会各界的群众和团体资金注入，将单一的政府组织模式优化转型为“政府为主导，企业冠名，文企联姻”的市场化运作模式。

　3、加大文企合作力度。充分利用社会资源，吸引社会资金，以企业冠名权的形式运作“钢城之夜、合唱节、秧歌展演”等品牌活动，为社会团体、普通群众提供交流、展示文艺的平台，既提高了企业的知名度，又节省了政府资金，让社会各界群众由原来的被动受体转型为主动参与主体。
