　 经贸部门最新工作总结

　我们经贸部部门按照市委、市政府的决策策部署，以科学发展观为指导导，高扬加快发展、科学发展展、和谐发展的主旋律，认真真落实国家宏观调控政策，坚坚定不移的把保增长、保稳定定、促发展、调结构作为工作作的重中之重，进一步加强对对全市经贸工作的监控指导、、协调服务，各项工作扎实推推进，较好地开创了经贸工作作的新局面，促进全市工业经经济在较高平台上保持又好又又快的发展态势。

　工业总量量平稳增加。今年我市预计完完成工业总产值1320亿元元，累计同比增长%，其中规规模以上企业完成总产值9000亿元，完成销售收入8110亿元，同比分别增长%、、%，完成泰州市目标计划的的%、%、%，工业开票销售售660亿元，同比下降%，，完成泰州市目标的 %。

　经济效益较快增长。全年预预计列统工业实现利税1188亿元，实现利润90亿元，，同比分别增长46 %、%%，分别完成泰州市年度计划划的%、%。

　二、主要工作举措

　今年以来来，经贸委突出抓好全局性、、关键性工作，以点带面，整整体推进，重点抓了以下五个个方面工作：

　围绕产业结构构优化升级，努力转变经济增增长方式。

　围绕““靖江市十一五工业结构调整整与产业升级规划”，重点抓抓好行业规划与调整工作，按按照加快发展高新技术产业、、培育壮大新兴产业、改造提提升传统产业、重点发展临江江产业、控制淘汰高能耗、高高污染和产能过剩行业的思路路，扶持优势企业特别是高新新技术企业做大做强，鼓励中中小型企业特别是中小型科技技企业发展壮大，发挥园区载载体功能，推进产业集聚、企企业集群，进一步提高工业经经济的集中度和经济效益，努努力实现结构、速度和效益的的统一。加大自主创新力度，，坚持以企业为主体、市场为为导向、应用为重点，加强产产学研的紧密结合，着力从关关键技术、优势产品、自主品品牌等方面推进产业链向高端端环节延伸。大力推进节能减减排工程，积极发展循环经济济，加快淘汰落后产能，继续续推进小化工专项整治工作。。

　围绕企业稳定与发展，进进一步改善外部环境。一是抓抓好对改制企业的“回访”和和“下访”工作。从践行“三三个代表”重点思想的高度出出发，认真做好职工来信来访访工作，维护职工合法权益，，竭尽全力保障企业正常生产产经营，维护改制企业的稳定定与发展。二是继续抓好全市市破产企业的清算工作。近年年来，我们对全市52家关停停企业以及部分商贸企业一方方面积极推进清算工作，维护护破产企业职工合法权益；另另一方面，千方百计盘活存量量资产，使资产效益最大化。。三是协同抓好职工保障工作作。与劳动部门一起，认真落落实改制政策，积极做好职工工分流、置换补偿、安置和再再就业工作。配合劳动部门，，督促企业进一步完善养老、、失业、医疗、生育和工伤保保障“五保合一“的社会保障障体系，努力织好企业稳定的的“安全网”。四是抓好安全全生产工作。坚持“安全第一一，预防为主”的方针，从完完善基础管理台帐入手，加强强对重点行业、重点企业、企企业部位的安全管理与检查，，要求企业从源头上建立健全全事故防范机制，落实安全生生产责任制和重大事故责任追追究制。抓好化工行业和危险险的管理与整治，努力为经济济发展创造良好的安全环境。。

　围绕建设商贸流通网络，，大力开拓农村市场。全面推推进家电下乡和家电以旧换新新工作，成效显著。年初，经经贸委会同财政局共审核通过过家电下乡经销网点131个个，截止XX年11月25日日共销售各类家电下乡指定产产品19378台，农民享受受财政补贴共520万元。家家电以旧换新销售6217台台，补贴资金共万元。不但让让广大农民和城市居民得到了了实惠，而且带动了工业生产产，为促进消费，拉动内需发发挥了重要作用。

　继续推进进万村千乡市场工程农家店建建设。为进一步建立和健全农农村商品流通网络，今年我们们将农家店建设重点放在了空空白村、边远村，目前已建成成并验收合格农家店272个个，已建成未验收农家店666个，合计338个，村级店店覆盖率为73％，商品配送送率达40％。

　围绕强强化引导和服务，营造良好发发展环境。积极转变职能，简简化审批程度、提高行政效率率，创新服务方法。推行“全全程一站式”服务，积极维护护企业的合法权益，服务企业业的水平进一步提高，发展环环境进一步优化。经贸委机关关人员为市百优企业“保姆式式”的挂钩联系人，实行一条条龙服务。下半年，我们组织织了八个企业调研组，对企业业的发展状况和需要政府服务务的内容，采集相关数据和企企业意见，整理汇总，以进一一步优化发展环境，提高服务务水平。我委成立的中小企业业网站，通过网络大力宣传我我市企业，为企业发展提供信信息交流平台。同时，我委上上市办为我市工业企业上市积积极筹划，多方服务、多头协协调，促使格林动力于11月月成功上市。

　三、当前工业业经济存在的突出问题

　今年年以来，在经济运行总体平稳稳发展的形势下，我们面临着着因金融危机带来的巨大冲击击，尤其是造船等主导产业增增速明显放缓，工业开票销售售出现负增长，出口企业订单单锐减、新上项目达产达效减减慢、土地指标等资源要素紧紧张，要积极化解这些矛盾和和困难，围绕“保增长、促发发展”各项目标，将是我们明明年工业经济工作的重中之重重。

　3.破解瓶瓶颈制约，做好企业协调帮扶扶工作。目前，针对企业市场场开发不足和资金周转困难等等问题，我们将充分利用广交交会、华交会、江苏产品万里里行等一系列推介靖江产品的的活动，把靖江产品推介出去去。充分发挥部门协调作用，，抓住国家加大投入、扩大内内需的巨大市场空间，主动和和核电、大飞机、轨道交通等等产业部门沟通，帮助企业进进入新兴市场。同时，积极向向上争取各类资金，帮助企业业做好技改贷款贴息以及发展展专项资金等申报工作，对企企业技术改造、出口创汇、企企业创新、做大做强等给予资资金奖励。进一步加强银企对对接，加强江苏润元担保公司司和江苏嘉信担保公司建设，，为中小企业发展提供资金周周转，缓解企业资金压力。
