　 普法宣传建设和谐企业工作汇报

　 加强普法宣传，对于提高员工法律素质，推进依法治企，建设和谐企业，加快全面建成小康社会进程，实现中华民族伟大复兴的中国梦，具有积极重要的意义。笔者为工厂综合组助理主办，从事多年普法工作，现结合普法工作实践，就加强普法宣传，建设和谐企业，浅谈自己的一些观点和看法。

　 一、全面增强员工的法律意识和法制观念

　 常言道：“没有规矩不成方圆”，作为一个国家，必须有法律，做到依法治国；作为一个公民，必须有法律意识，做到遵纪守法；这样，我们的国家才能安定有秩序，建设顺利进行，人们过上幸福生活。但是在现实生活中，法制观念、法制环境不能令人满意，一些人公然挑衅法律权威，干出违法犯罪之事。有的贪污受贿，有的盗窃抢劫，有的徇私枉法，更有甚者进行恐怖活动、危害国家安全和社会稳定。他们之所以公然挑衅法律权威，干出违法犯罪之事，根本原因是没有法制观念，不遵纪守法。作为一名企业普法工作者，我深知法律的重要性，要采用各种方式方法，广泛、深入、持久向企业员工宣传法律知识，提高企业员工的法律意识和法制观念，使企业员工懂得：法律作为调整公民行为的规范，在日常生活中时时与我们伴随，从呱呱坠地的婴儿，到白发苍苍的老人，无人不在法律的规范之中。让企业员工知道：我国法律规定公民从出生时，具有民事权利能力，依法享有民事权利；我国刑法规定，已满十六周岁的人犯罪，应当负刑事责任；我国《民法通则》规定，十八周岁以上的公民是成年人，具有完全民事行为能力，可以独立进行民事活动。通过普法宣传，使员工增强法律意识和法制观念，自觉形成学法、懂法、守法的浓厚氛围，学法，就是要认真学习国家的全部法律；懂法，就是要掌握国家法律的精神与内涵；守法，就是要在法律的范围与框架内办事。在学法、懂法、守法的基础上，要遵纪守法，不干违法乱纪、破坏法律之事；要理智地对待每一件事，不得冲动鲁莽，做出不符法律的事；要时刻审视自己的行为，不断自律，增强法制观念，创造良好的法制环境，促进企业稳定和谐。

　 二、充分发挥普法宣传的功能作用

　 就企业而言，开展普法宣传的目的是增强员工的法律意识和法制观念，形成遵纪守法、依法依规行事的法制环境，促进企业生产经营工作健康持续发展，促进企业更加稳定和谐，为全体员工创造良好的学习、工作、生活环境，让每个员工快乐工作，幸福生活。充分发挥普法宣传的功能作用，一是发挥舆论宣传功能。要充分运用简报、橱窗、宣传栏、企业内网等宣传阵地和方式，大力宣传社会主义法治理念和宪法的基本精神；大力宣传建设法治企业、和谐企业的重大意义、指导思想、目标任务、具体原则、主要措施；大力宣传建设法治企业、和谐企业创造出来的经验做法和先进集体与先进人物，形成有利于构建法治企业、和谐企业的强大声势和舆论氛围，扎实推进法治企业、和谐企业建设。二是发挥教育引导和矛盾化解功能。要通过法律咨询、以案说法和警示教育等方式方法，教育引导员工学法、懂法、守法，增强法律意识和法制观念，争当遵纪守法、勤奋工作、无私奉献的楷模和表率，促进企业科学发展、和谐发展。要针对企业发展进程中所出现的劳资纠纷、利益分配、治安管理等方面的矛盾，进行耐心细致的疏导，竭力化解矛盾纠纷，尽可能减少和防止聚众上访、群体性事件等非理性行为的发生，维护员工利益，维护企业稳定。三是发挥法律服务功能。开展普法宣传要积极服务企业发展，要主动当好企业党政领导的参谋，为企业党政领导依法经营、依法治企提供法律指导和依据，尽可能减少和防止违法违规决策，提高企业党政领导的决策和管理水平，促进企业生产经营工作发展，促进企业管理科学规范。要为员工提供法律咨询和法律服务，帮助员工特别是帮助弱势员工解决工作、生活中遇到法律方面的困难和问题，进一步维护员工队伍的稳定。在充分发挥普法宣传功能作用的同时，要结合新疆自治区和新疆油田公司的实际，广泛宣传自治区的法律法规，广泛宣传自治区的民族团结政策、宗教政策。一是让每个员工懂得民族团结的重要意义，充分认识民族团结是福，民族分裂是祸，把民族团结看成比生命还重要，自觉维护民族团结，促进新疆社会的稳定和谐。二是让每个员工分清正常宗教活动和非法宗教活动，在参加正常宗教活动的同时，坚决抵制非法宗教活动，不受非法宗教思想的蛊惑，不让非法宗教活动危及新疆社会的稳定和谐，给新疆各族人民带来灾难。

　 三、紧密结合企业实际开展普法宣传

　 开展普法宣传要紧密结合企业实际，才能取得普法宣传的实际成效，才能促进和谐企业建设。紧密结合企业实际开展普法宣传，一是要与企业深化改革的实际情况相结合。随着企业深化改革的不断推进，必然涉及到员工的切身利益，员工必定有意见有看法。普法宣传就要结合企业深化改革实际情况进行，宣传企业深化改革的重要性和必要性，说明深化改革在惠及大部分员工的同时，不和避免地损害少部分员工的眼前利益，帮助少部分员工解决思想疙瘩，理顺情绪，增强对企业深化改革的心理承受能力，消除不稳定因素发生。要加强厂纪厂规的宣传教育，使遵章守纪成为全体员工的良好习惯，确保企业深化改革顺利进行，取得深化改革的实效。二是要与企业综合治理工作相结合。随着思想文化多元和信息网络发展，企业综合治理工作出现许多新情况和新问题，要维护企业团结稳定的形势和局面，普法宣传要与企业综合治理工作相结合，深入开展法制宣传教育活动，提高员工特别是年轻员工的法律意识和法制观念，防范化解各类矛盾纠纷，减少和防范治安案件与刑事案件的发生，维护民族团结，取得综合治理工作的新成绩。三是要与企业生产经营工作相结合。普法宣传要紧紧围绕企业生产经营、劳动用工、环境保护等各项工作进行，有效推进依法治企工作。要配合、协助企业建立和完善资产管理、财务管理、合同管理、劳动保障、招标投标、资源节约等方面的规章制度，切实规范内部管理，保障企业资产安全和保值增值，维护企业和员工的合法权益，促进企业又好又快的发展。

　 四、普法宣传为企业安全生产提供保障

　 我国当前安全生产形势严峻，近年来发生一系列惨烈的安全事故，造成人员重大伤亡、财产严重损失，留下了血的惨痛教训。之所以发生安全事故，除了没有牢固树立“强化安全基础，推动安全发展”的科学理念以及安全意识淡薄和安全责任缺失外，一个很重要的原因是员工没有牢固掌握安全生产的法律法规。普法宣传为企业安全生产提供保障，一是大力宣传安全生产法律法规。要组织员工认真学习《中华人民共和国安全生产法》、《国务院关于进一步加强企业安全生产工作的通知》等国家安全生产法律法规，提高员工遵守和执行国家安全生产法律法规的意识，确保生产安全，不发生安全事故。二是协助建立安全生产机制。按照统一监管、分级负责的原则，建立企业安全生产机制，制定安全生产制度，明确安全生产监管责任，用制度管理安全生产，实现安全生产的制度化和规范化，用机制确保生产安全。三是全面落实安全制度。要深入生产现场，引导、督促员工严格按照规章制度要求，按部就班，认真排查安全隐患，确认无安全隐患再投入生产；要不贪图爽快，不嫌麻烦罗嗦，不当违章操作的好汉和英雄，老老实实、自觉遵守安全生产制度，做到遵章操作、规范生产，营造良好安全生产氛围，促进企业平安发展，共创企业美好明天。

　 以上就加强普法宣传，建设和谐企业，浅谈了自己的一些观点和看法。只要我们切实做好普法宣传工作，增强企业依法治企意识，做到科学规范管理；增强员工的法律意识，做到遵纪守法；就一定能建成和谐企业，使企业健康发展、员工生活幸福，平平安安、快快乐乐度过每一天。
