国有企业党建工作报告范文党的十七大明确指出,“党要站在时代前列带领人民不断开创事业发展新局面，必须以改革创新精神加强自身建设，始终成为中国特色社会主义事业的坚强领导核心。”国有企业是国民经济的重要支柱，搞好国有企业，增强国有企业的活力和竞争力，是增强国有经济活力、控制力、影响力的关键。充分发挥国企党组织在推动发展、服务群众、凝聚人心、促进和谐中的作用，不仅对企业又好又快发展具有十分重要的意义，而且对夯实党执政的组织基础、巩固党的执政地位也有着十分重要的意义。在深入学习贯彻落实十七大精神过程中，我们紧密联系省内企业实际，按照十七大提出的“一条主线”和“五个重点”，逐步理清工作思路，实现党建工作机制创新，构建起“四五六”党建工作体系，为企业又好又快发展提供坚强的组织保障和精神动力。一、把学习贯彻中国特色社会主义理论体系作为国企党建工作的重中之重改革开放三十年，中国社会发生了深刻变化，取得了巨大进步，其根本原因正如胡锦涛书记指出的那样，归结起来就是：“开辟了中国特色社会主义道路，形成了中国特色社会主义理论体系。”十七大之后，从省国资委到各企业党委，各级党组织花大力做的一项工作，就是认真学习和准确把握中国特色社会主义道路和理论体系的深刻内涵，不断增强政治认同、理论认同、感情认同，自觉作为正确道路来坚持，作为科学理论来运用，作为共同理想来追求。科学发展观是中国特色社会主义理论体系的一个重要组成部分。深入贯彻科学发展观是国企党建工作最突出、最紧要的任务。一是落实好科学发展观的“第一要义”，紧紧围绕科学发展来审视和谋划党建工作，使党的组织资源、组织优势、组织活力为科学发展提供动力和保障。二是落实好“以人为本”的核心，使党建工作更加关心人、理解人、爱护人、激励人，充分调动广大党员、干部和员工的积极性主动性创造性，充分反映广大职工群众的利益诉求，努力促进人的全面发展。三是落实好“全面协调可持续发展”的基本要求，使领导班子、干部队伍、人才队伍、党的基层组织和党员队伍建设形成相互联系、相互促进的有机整体，提高党建工作科学化、规范化、制度化水平。四是落实好“统筹兼顾”的根本方法，正确处理好党建工作与生产经营和其他各项工作的关系，正确处理好党的建设与经济建设、政治建设、文化建设、社会建设的关系，在融入中心、服务大局中实现党建工作的持续、健康发展。二、持续创新党建工作运行机制，不断完善企业党建工作经过这些年的改革，国企党建工作形成了一些成功的做法，积累了一定的经验，应该指出，过去一些传统的东西经过实践检验仍然是有效的、管用的。但是，在新形势下，在建立现代企业制度、构建公司法人治理结构过程中，国企党建工作在体制机制，特别是党建工作的运行机制上，也出现了一些不相适应的地方，需要不断进行改革创新，通过制度创新、机制创新、管理创新，最终达到责任明确、程序科学、管理规范、运行顺畅、成效显著的效果。在实践中，我们感到至少要创新六种机制。1.创新组织领导机制，更加关注权利、责任与义务的一致性保持共产党员先进性教育作为一个阶段结束后，为加强先进性长效机制的建设，中央出台了《关于建立健全地方党委、部门党组抓基层党建工作责任制的意见》，进一步明确了地方党委、部门党组抓党建的主要责任、工作目标和工作措施，在省委领导下，结合辽宁国企的实际，省国资委党委也出台了抓省中直企业党建工作责任制的文件，目的在于提高省直企业党组织的创造力、凝聚力和战斗力，努力形成责任明确、领导有力、运转有序、保障到位的工作机制，促进党建工作科学化、制度化和规范化，把国有企业特有的政治优势不断转化成竞争优势。文件中明确规定了省国资委党委的职权范围，即党组织关系隶属于省国资委党委的省直企业党建工作，由省国资委党委领导；党组织关系属地的省直企业党建工作，省国资委党委进行指导。党的组织关系隶属省国资委党委的中直驻辽企业，其党建工作以省国资委党委领导为主，上级主管部门党委进行指导。这些规定，避免了因管理权限边界不清而造成的工作上的不协调。文件同时明确了省国资委党委抓企业党建应承担的六项责任：研究制定加强省直企业党建工作的规划、计划、制度和措施，并认真组织实施；建立健全企业党的组织，指导企业党委改选换届；加强企业党组织领导班子建设，特别是选好配强基层党组织书记，及时整顿软弱涣散、作用薄弱的基层党组织；加强作风建设；加强党员队伍建设；关心爱护企业党务干部。为了把责任落到实处，建立基层组织建设协调小组和省国资委党员领导干部联系点，省国资委党委每年至少两次专题研究企业党建工作，解决基层党建工作的重要问题，对企业党建工作进行严格考核，既有激励措施，也有约束办法，考核的结果直接与企业领导人的薪酬挂钩。各企业根据国资委的文件精神，结合企业实际，也都制订了各自的党建工作责任制，明确了权利、责任和义务。这样，从省委到国资委党委再到企业党委，形成了一层抓一层的责任体系，使组织领导机制得到健全。2.创新干部选任机制，更加注重能力建设建设高素质的领导班子，是党的建设伟大工程的重中之重，其核心在于提高领导班子、领导干部的领导水平和执政能力。如何提高党在经济领域的执政能力，是国企党建绕不过而且必须认真回答的课题。搞好国有企业，发展壮大国有经济，关键在人，关键在领导班子。按照现代企业制度的要求，企业领导班子成员的构成，领导人员的选拔、任用都有其特殊性，国有企业既要坚持党管干部、党管人才原则，又要依据《公司法》的相关规定，尊重出资人的权利；既要发挥国资委党委的主导作用，又要赋予企业董事会对经营高管人员的提名、推荐、罢免等方面的权利诉求。同时，企业董事会、监事会、党委会、经理班子的产生方式也不相同。这些特殊性，就决定了企业领导干部的选拔任用必须有一套符合实际的新办法。实际工作中，我们根据情况不同，分别采取了委任、选任、聘任、考任、派任等办法，充分尊重职工群众的民主权利，充分发挥经营业绩考核结果在干部升迁进退中的决定性作用，把那些思想好、能力强、实绩突出、群众公认的优秀人才选拔到领导岗位上来。加强企业领导班子和领导人员的能力建设，必须把思想政治建设放在十分突出的位置。按照十七大提出的建设学习型政党的要求，紧密结合企业改革发展的实际，坚持用发展着的中国化的马克思主义指导主观世界和客观世界的改造，用中国特色社会主义共同理想凝聚力量，用以爱国主义为核心的民族精神和以改革创新为核心的时代精神鼓舞斗志，用社会主义荣辱观引领风尚，形成共同奋斗的精神支柱和思想基础。使企业的党员领导干部成为实践社会主义核心价值体系的模范，做共产主义远大理想和中国特色社会主义共同理想的坚定信仰者、科学发展观的忠实执行者、社会主义荣辱观的自觉实践者、社会和谐的积极促进者。加强企业领导班子和领导人员的能力建设，重点是提高驾驭市场经济的能力和水平。坚持发展这个第一要务，着力提高企业领导人员推动企业又好又快发展的能力，进一步解放思想，着力查找和转变不适应不符合科学发展观要求的思想观念，努力解决影响和制约科学发展的突出问题，更好地把握发展规律、创新发展理念、转变发展方式、破解发展难题，进一步凝聚改革共识，集聚科学发展力量。认真研究制定符合省属国企实际的领导班子考核评价细则，通过细化各项考核评价指标，进一步促进企业领导班子思想政治建设，提高经营发展能力、创新意识、大局观念和团队精神，在领导班子中进一步树立“科学谋发展、务实求振兴”的良好风气。适应企业参与市场竞争对领导人员的综合能力要求，进一步创新国企领导人员的选拔方式，按照职业化、现代化和国际化的标准，培养一批具有良好政治素质和专业素养的职业经理人，努力建设结构合理、素质较高、具有较强创新能力和发展意识的高层经营管理人才队伍。3.创新党员教育机制，更加突出党员素质提升党的先进性作用的发挥，最终要靠千千万万个高素质的党员来实现。按照十七大的要求，扎实抓好党员队伍建设这个基础工程。为此，我们实施了四项子工程。一是实施“党员素质提升工程”。大规模培训党员，充分发挥业余党校、网络党校、党员活动室的作用，采取脱产培训与自学相结合，以知识竞赛、“岗位练兵”、“技术比武”等活动为载体，引导党员学理论、学技术、学科学，提高理论水平、思想觉悟，增强组织纪律性，增长业务技能和服务群众的本领，为提升工作业绩奠定基础。二是实施“党员意识培养工程”，组织党员认真学习和遵守党章，增强党员意识。按照中央关于定期开展党员党性分析的要求，在进一步总结试点单位经验的基础上，推行省直企业年度民主评议党员活动，对优秀党员进行表彰，对不能很好履行党员义务和发挥党员作用的党员进行帮助教育，限期整改提高，对不合格党员进行组织处理。三是积极推广“党员承诺制”经验，普遍推行党员承诺。党员在向组织承诺的同时，要承诺为职工群众做几件实事、办几件好事，组织党员参加社会公益活动、参与社区管理、参加志愿者行动，积极投身到社会公共管理服务体系之中。在有条件的企业，尝试建立党员服务站，开展各种形式的便民利民活动。通过各种形式，搭建起党员联系和服务群众的平台，使党员经常受教育、永葆先进性。四是开展“党员关怀”行动，建立党员政治关怀机制和困难党员帮扶救助机制。尊重党员的主体地位和民主权利，畅通党员民主参与的渠道，通过为党员过“政治生日”、党员活动日、专题组织生活会、“三会一课”、表彰优秀共产党员和优秀党务工作者等活动，增强党员的政治荣誉感和组织归属感。在做好“七一”和春节期间的节日集中走访慰问活动外，通过建立“帮困基金”等办法，构建起日常的困难党员救助保障机制，为老党员、困难党员和基层党员干部解决生活上的难题。4.创新作用发挥机制，更加突出党组织整体功能的发挥党的基层组织，是党的全部工作和战斗力的基础，是党执政的组织基础。国有企业党组织，是党的基层组织的重要组成部分，搞好国企党组织建设，不仅是企业自身改革发展稳定的需要，也是巩固党的执政基础这个大局的需要。在抓基层组织建设中，我们始终坚持“抓住主线，创新机制，突出重点，注重实效”十六字原则。抓住主线，就是以发挥党组织政治核心作用为主线。国企党组织是否坚强有力，关键就看能不能很好地发挥政治核心作用。我们在考核和评价一个党组织是否发挥了政治核心作用时，主要坚持“五看”：一看企业党组织在党和国家方针政策在企业的贯彻落实方面能否发挥保证监督作用；二看企业党组织在推动企业发展方面能否发挥支持协助作用；三看企业党组织在企业重大问题决策方面能否发挥沟通参与作用；四看企业党组织在建设和谐企业方面能否发挥指导协调作用；五看企业党组织在加强党的自身建设、干部和人才队伍建设及群众工作方面能否发挥组织领导作用。从实际情况看，在这五个方面的作用中，情况最复杂的还是参与重大问题决策。企业采取的做法是，对于“三重一大”即重大事项、重要干部任免、重要项目安排、大额资金使用等重大问题，采取党政联席会的形式集体讨论决定。一些企业还采取党、政一把手相互交叉任职的方式，从组织上来保证党、政融合。创新机制，就是要真正解决党建工作融入中心、进入管理，避免“两层皮”现象。企业党建工作要从过去“围绕”中心，转变到融入中心、进入管理上来，这不仅是观念的转变，更是工作方式的重大转变。由“围绕”到“融入”，要求我们必须坚持把发展作为第一要务，以推动企业发展为出发点和落脚点，谋划企业党建工作，具体做到“三个融入”。一是从体制、制度上融入，把党组织的机构设置、职责分工、工作任务纳入企业的管理体制、管理制度、工作规范之中。二是从工作内容、工作方法上融入，做到党的工作与企业的生产经营工作同部署、同推动、同落实，形成同频共振、联动互补。三是从评价考核上融入，运用现代企业管理的思想、方法和手段，设计出党建工作的衡量标准、考核办法，这种办法必须与国有资产保值增值责任体系、企业经营者业绩考核体系有机结合。突出重点，就是要把党内民主建设作为组织建设的重点，以增强创新活力，促进党内团结。企业党委按时改选换届，是尊重党员权利、发扬党内民主的一个重要途径，我们每年根据企业党委任期到届或超届情况，采取电话提醒和书面告知的方式，对超期较长的当面约谈，督促企业党委按规定改选换届。今年，我们按照十七大的精神，选择一些企业进行党代表任期制试点，还在一户基层企业进行党组织班子直接选举试点。注重实效，就是要让党的工作成为企业价值链上的重要环节，取得实实在在的效果。实际工作中，我们把开展“党内主题实践活动”作为党建工作有效融入生产经营活动的一个重要载体，每年精心策划、实施一项“党内主题实践活动”。围绕企业生产经营中的技术引进、技术改造、科技创新、管理创新、市场开拓、节能降耗、增收节支等环节，以党支部、党小组为单位，以党员骨干为支撑，设立“共产党员创新工程”、“党员示范岗”、“党员攻关小组”，在“创新型企业”创建活动中充分发挥党支部的战斗堡垒作用和党员的先锋模范作用，展示党员队伍的风采。20xx年，我们组织开展了“创新创效，和谐发展，促进全面振兴”主题实践活动，各企业共设立共产党员工程项目594项、共产党员责任区2311个、共产党员示范岗1438个，开展共产党员攻关项目861个，提出合理化建议1306个，实现党员义务献工86939小时，创造经济效益3667万余元，增收节支5344余万元，取得了良好的效益。5.创新过程控制机制，更加注重执行的效率与效果过程控制作为一种科学的管理方法，这些年被大量引入到非物质生产领域，它把每一项工作流程都分为策划、实施、检查、改进四个过程。企业党建工作作为一种非物质生产领域，同样适合采用这种管理方法。每年年初，我们研究制订党委工作要点，把全年的工作任务细化成《实施细则》，并量化为100分考核指标，下发各企业，这相当于p。各企业依据省国资委下发的《实施细则》，制订本企业全年党建工作计划，并负责组织实施，这相当于d。年中，检查一次工作落实情况，有的企业一季度检查一次，有的企业把党建检查与绩效考核结合在一起进行，有的企业召开半年工作会，专门总结党建和思想政治工作，这相当于c。检查结果通报各基层单位，对存在的突出问题提出改进意见，这相当于a。年底，省国资委对一年来各企业对《实施细则》落实情况进行考核评比，评出优秀、先进、达标和不达标单位。通过加强过程控制，提高了执行效率，改善了工作效能。pdca循环同样适用于其他单项工作。6.创新考核评价机制，更加强化党建工作的质量和水平党建工作是“软指标”、考核评价缺乏“刚性”机制，这是长期困扰基层党建工作的一个问题，做好基层党建工作的督促检查和考核评价，是党中央关于保持共产党员先进性长效机制建设而提出的一项具体要求。建立一套完善有效的考核评价机制，有两个关键点，一是目标的设定是否科学，是否符合实际，是否具有针对性。对企业党建工作的考核评价，要体现企业特色，要体现“效率”、“效益”的概念，重点要放在促进企业搞好改革、加快发展、加强管理、提高效益、实现国有资本保值增值上。二是有无一套切合企业实际的党建工作考核办法。我们对党建工作进行考核评价，主要有三种办法。一是党建目标管理考核。从20xx年起，我们就开始了党建工作目标管理考核的试点，将党建工作的各项任务以及促进生产经营任务完成的具体要求进行量化分解，形成百分制量化考核指标，每年以国资委党委的文件下发企业，年末进行考核，考核分为企业自检与国资委考核两个环节，国资委考核时由各职能处室考核相对应的项目，不仅增加了考核的权威性，也增加了考核结果的说服力，取得了较好的效果。二是企业党委书记、纪委书记、工会主席业绩考核。从20xx年起，我们试行了省监管企业党委书记、纪委书记、工会主席业绩考核办法，年初签订责任状，年末与经营者年度业绩考核同步考核，考核的结果直接与年薪分配挂钩，试行的结果初步显现出这个办法的激励和约束作用。三是开展党建iso9000质量认证，引入借鉴国际通行的产品质量认证方法来评价党建工作，试点工作始于20xx年，去年又扩大了试点范围，进一步提高了党建工作考核评价机制的客观性和“刚性”。三、努力构建“四五六”党建工作体系，扎实推进国企党建国有企业党的建设是一项系统工程，系统的特点是全面的而不是单一的、是综合的而不是分散的、是联系的而不是割裂的、是开放的而不是封闭的、是变化的而不是静止的。解决系统问题，就不能用简单的办法，而应该“综合治理”。把企业党建置于企业整体事业发展的大局中统筹安排。企业党建与企业经济建设是鸟之双翼、车之两轮，缺一不可。我们坚持做到，在年初部署经济工作时，一同部署党的工作；与企业领导人员签订经营目标责任状时，同时签订党建目标责任状；年底进行经营业绩考核时，同时进行党建工作业绩考核；在核定企业领导人员年薪时，党建工作考核结果是一项重要参考指标。把企业党建的各个部分作为一个整体来谋划。企业党建不仅有组织工作、宣传工作、干部工作、统战工作、纪检工作，现在还延伸到群团工作和稳定工作，工作的覆盖面较过去有了很大拓展，机构则相应压缩合并，人员相应减少、兼职增多，不少企业将过去的组、宣、统、工、团合并在一起设一个党群部，有的企业将组织与人力资源、宣传与企业文化、统战与群团工作进行合署办公，这种变化是企业应对市场竞争而对内设机构和职能进行重构的结果，是一种客观存在，从实践看，有其合理性。从国资委层面来抓企业党建，就必须适应这种变化，在谋划工作时，就必须通盘考虑，尽量避免政出多门。统筹兼顾，构建“四五六”工作体系。“四”指的是“四好”班子建设，班子建设在企业各项建设中起牵头抓总的作用，班子建设搞不好，其他都无从谈起，我们按照中组部、国务院国资委党委关于在国有企业领导班子中开展创建“四好”班子的总体要求，结合我们辽宁实际，制订了实施意见和考核细则，培育典型，有一户企业被中组部命名为“四好”班子。“五”指的是“五好”基层组织建设，组织是基础、是前提，没有组织，再好的人才、再优秀的党员都只能是一盘散沙，不能发挥群体效应。20xx年以来，我们按照省委组织部的统一部署，在省直企业开展了“五好”基层组织创建活动，活动开展以来，取得了明显成效。我们把“五好”创建活动的重点放在了基层党支部，也包括企业的二级、三级党委或党总支。党支部是党的最基层组织，是组织党员、发动群众去实现企业生产经营目标的基本单元，要把每一个党支部都打造成坚强的战斗堡垒，在选配支部班子、落实规章制度、丰富活动形式、完善业绩考核等方面，形成一套完整的制度体系。“六”指的是“六好”党员队伍建设，党员是党组织肌体的细胞，细胞不活组织也就没有了活力，只有每一名党员都成为优秀的战士，党支部才能成为坚强的战斗堡垒，我们的党组织才能很好地发挥政治核心作用，才能有所作为。“四”、“五”、“六”所针对的对象、评价标准等都不一致，但最终目的是一致的，那就是为了企业又快又好发展，为了加强党组织的建设。三者在内容上相互联系，互为条件，是一个完整的整体，它与“六种”运行机制一起，构成了国企党建完整的工作体系。comprehensive
