　 机制砂生产线项目考察报告

　 根据县领导指示，县工信局与县环保局、县商务局等部门单位组成考察组，在项目投资方——XX商砼有限公司有关人员的陪同下，于XX年11月10日至12日赴XX省XX市XX路面机械有限公司进行了考察，赴XX省XX市XX县参观了该公司生产的同型号机制砂机械设备运行情况。现将有关情况报告如下：

　 一、机制砂设备及工艺情况

　 机制砂生产线项目拟采用XX路面机械有限公司生产的V7干式制砂设备。该设备是引进日本寿技研公司技术，采取国际合作生产，目前在国内处于领先水平。主要的专利核心技术是US7主机和空气筛，组成返回式闭路系统，大幅度的增产了难以生产的—㎜粒度范围的砂，粒型可与天然砂相媲美，细度模数可在—之间自由简单地调节，并且通过加湿器可以设定适当的含水率，防止扬尘以及粒度不均。

　 XX路面机械设备有限公司是国内具有重要影响力的制砂设备生产商，长期致力于先进机制砂设备的研发和推广运用。近年来在解决环保和品质两大问题方面取得了突出成绩。该公司生产的制砂生产线设计，配备专门除尘设备，采取封闭式管理。生产的砂子可以满足高性能混凝土对砂石的严格要求。XX年7月17日，XX省住房和城乡建设厅在该公司组织召开机制砂产品及V7干式制砂设备推广论证评审会，认定该公司检测条件满足机制砂出厂检验要求，机制砂产品经工程试用效果良好，经济社会效益显著，可在水泥混凝土、沥青混凝土和砂浆生产中推广应用，并下发通知推广XX路机机制砂产品及V7干式制砂设备。该公司还多次承办中国砂石协会的学术研讨会、机制砂生产设备观摩会等活动，充分反映了该公司在机制砂生产设备行业的领先水平。

　 二、机制砂项目涉及的环保情况

　 考察组围绕机制砂生产过程中是否产生废气、废水、噪声三个方面，通过现场察看和亲身体验进行了重点了解。

　 1、关于废气的情况：V7干式制砂设备安装有脉冲除尘器，专门收集破碎过程中产生的粉尘，根据厂方介绍除尘效果可以达到%，从现场看，除尘效果很好,收集的粉尘灰还可以作为水泥原料等进行再利用，具有一定的经济价值。目前来看，在生产过程中投料环节会产业少量粉尘，主要原因是投料时石料裸露在外，干燥的石料受震动后产生了粉尘。

　 2、关于废水的情况：该套设备采用的是干式制砂原理，在生产过程中用水量极少，只有出成品砂时，为避免堆料及运输过程中产生扬尘，才通过加湿机加入少量水，不会出现渗漏。因此，该项目不存在产生废水的情况。

　  3、关于噪声的情况：该套设备在生产过程中，破碎、筛选等环节均采取了专门处理，配置了进口防震橡胶垫，声音较小。产生噪声的主要是除尘器配备的电动机运行造成，该电动机功率达到300千瓦时，功率较大。XX县塔牌水泥厂使用该设备过程中，对除尘器电动机噪声未加处理，声音较大。

　 三、考察结论

　 1、新上机制砂生产线项目的必要性。在我县新上机制砂生产线项目很有必要，主要有以下几方面原因。一是采用机制砂是发展趋势。通过多年发展，我国机制砂技术日益成熟，通过大量的试验和应用证明，机制砂品质与成本对比天然砂具有一定优势，通过人工控制、筛选洗选后，其质量优于天然砂，将成为混凝土等建筑材料的重要骨料。目前我国最大的三峡工程、黄河小浪底工程均使用机制砂配制混凝土。二是可以降低企业运行成本。随着天然砂资源的逐步枯竭和对部分河段实施禁采措施，我县建筑用砂一直非常紧缺。XX县XX商砼有限公司多数从南康、上犹等地调运，由于运输距离较远等因素造成成本较高，该公司对于发展机制砂项目愿望比较迫切。三是我县有先天优势。我县是全国钨矿开采加工主要生产地，钨矿开采过程中产生了大量的矿石，可以为机制砂生产提供充足的原材料（废弃矿石没有经过药洗等环节，不会对砂石质量造成影响，可以作为建筑材料）。同时，机制砂生产线项目可以逐步消除我县大量的矿石这一固体废物，具有一举两得的好处。

　 2、新上机制砂生产线项目的前提。我们通过考察认为，在我县新上机制砂生产线项目，还要做好以下工作。一是解决好产生废气的问题。针对机制砂设备生产过程中投料环节产业粉尘的问题，建议投资方对投料传输环节进行封闭处理，以达到粉尘不外泄，杜绝废气污染。二是解决好产生噪声的问题。针对设备运行中存在噪声的问题，投资方必须要求设备生产商改进工艺，对制砂主机和除尘器配备的电动机进行降噪、隔音处理，建议投资方合理规划厂区布局，将设备尽量安装在目前地块远离居民的一侧，或者对整套设备采取封闭式运行。

　 综上所述，我们认为XX县XX商砼有限公司新上机制砂生产线项目，既可以降低企业运行成本，增加经济效益，还可以在一定程度上解决我县固废堆放的问题，具有社会效益；机制砂生产线项目技术成熟，配备的环保治理设施及部分工艺进行改进，按标准要求处理后可以达到排放标准。建议批准该项目，并对该项目设定前提条件，项目建设前严格执行环境影响规划审批制度，在废气和噪声污染处理可控后批准开工建设。
