　 2016年乡村“两委”换届工作总结

　2016年3月15日正式启动，工作开展以来，我乡始终坚持加强党的领导，尊重群众意愿和依法办事的原则，以选好配强村“两委”班子为第一要务，以确保选举工作稳定为第一责任，严格按照县委统一要求，做到法定程序不变通，规定步骤不减少，确保了换届选举工作的顺利进行，截至2016年5月20日，全乡4个村委全部完成“两委”换届选举任务。

　第六届村“两委”换届选举，全乡4个村共设村“两委”成员职位73个，其中女性共5名，干海子副主任1名，村委委员各一名

　这次村“两委”换届选举，法律性强、政策性强，新要求、新标准多，时间紧，任务重。做好这项工作，党的领导是关键，发扬民主是基础，依法办事是保证。我乡在具体实施中，主要做了以下几点：

　一是宣传动员工作到位。乡党委政府自全市乡村换届培训会议后，认真按照县委组织换届选举准备工作方案，及时成立工作组深入每个村组，扎实做好了“五个”先行（排查摸底先行、户籍清查先行、清理组织关系先行、考核审计先行、宣传教育先行）。在县委村“两委”换届选举动员会后，及时把选举依据的法律法规、选举程序、选举注意事项、候选人条件等逐项逐条把换届选举实施方案宣传到党员群众中（其中，入村动员宣讲9场次、出黑板报7期、发放标语120条、拉挂横幅10条）。同时，引导党员群众提高认识、转变观念，把“变山水先变人、变人先变带头人

　二是掌握动态、提前谋划到位。换届选举动员会后，乡党委政府全体领导班子分组分片带领工作组人员，及时进村入户，采取个别访谈、召开座谈会等形式深入调查（其中，乡党委政府领导班子共进村入户10次，个别谈话210人次，召开座谈会22场次），广泛听取群众意见，全面摸清情况并逐一进行分析研判，逐一建立工作台账，认真制定了一村一策工作方案，把选举可能出现的问题提前分析好，并提前谋划好应对措施，切实把苗头性、倾向性的一些问题化解、处理在了萌芽状态。
