　 农村寄宿制中小学校工作情况汇报

　州政协对我县农村寄宿制学校进行专题调研，充分表明了州政协对我县教育工作的高度关注和支持，同时也是对我们做好寄宿制学校工作的鞭策和鼓励。现就我县农村寄宿制中小学工作情况作简要汇报：

　一、农村寄宿制学校建设和运行管理情况及成效

　我县在推进中小学校点布局调整过程中，按照“科学规划，合理布局，宜并则并，需增则增”的原则，逐步撤并校点，同时经多方争取支持，新建和扩建了一批寄宿制学校，特别是自2009年开展中小学区域布局调整以来，校点撤并力度加大，寄宿制学校大量增加。

　2006年，中小学生总数124068人，其中半寄宿制学生36857人，补助学生12883人，占寄宿生总数的34.95%。

　2007年，小学生84908人，其中寄宿制学生16384人，补助贫困生10532人，占寄宿生总人数的64.28%；初中学生总数35870人，其中寄宿生24257人，补助贫困生22102人，占寄宿生总数的91.12%。

　2010年，小学生85208人，其中寄宿制学生21158人，补助贫困生13862（比2007年增加3330人）人，占寄宿生总人数的65.52%；初中学生总数40416人，其中寄宿生31758人，补助贫困生26863人（比2007年增加4761人），占寄宿生总数的84.59%。

　2010年全县共有义务教育阶段寄宿制学校和教学点196所（其中：初中27所，小学169所），寄宿制学生52916人（初中31758人，小学21158人）。农村寄宿制学校是全县学校中人员最密集、管理最复杂、安全隐患最突出的部分，我县历来高度重视寄宿制学校的建设和管理，不断提高寄宿制学校的管理水平。主要抓好以下工作：

　2009年实施了“新农村卫生新校园建设”试点工程，在南屏、董堡、旧莫、八宝和板蚌5个乡镇实施了6所学校实施该项目。2008年11月实施了全县整体排除中小学D级危房工程，2009年实施中小学校舍安全工程。从2008年启动整体排危工程到2010年9月底，全县中小学校舍安全工程累计投入资金7777.07万元（其中：中央和省补助2715.07万元，县财政投入1300万元，社会捐资462万元，银行贷款资金3300万元）；累计开工建设面积81856平方米，累计竣工面积42000平方米

　（二）努力改善寄宿制学生生活条件。为认真执行国家义务教育寄宿制困难学生生活补助政策，我县不断争取提高享受补助学生比例和补助标准。从2006年国家实施义务教育经费保障新机制以来，我县享受寄宿制家庭经济困难生活补助的学生占寄宿制学生的比例初中由53%提高到84.59%，小学由12%提高到65.52%；补助标准由小学的每生每年250元提高500元，初中由350元提高到750元。各寄宿制学校学校生活条件和学生学习条件得到了较大的改善，对推动“两基”巩固提高工作起到了积极的作用。

　2007年实施义务教育寄宿制贫困生生活补助政策以来，我县得到上级划拨寄宿制贫困生生活补助资金5938.46万元，累计补助寄宿制困难学生187242人（其中：小学60617人，初中126625人）。为加强寄宿制经费管理，提高使用效益，确保落实到贫困学生手中，县人民政府督促审计监察部门，严格审计

　二、存在的主要困难和问题

　我县寄宿制学校建设和管理虽然取得了一定的工作成效，但由于学校数量多，地区发展不平衡，资金投入足等方面的原因，全县寄宿制学校总体上还存在以下困难和问题：

　（一）寄宿制学校建设任务重。我县地处山区、岩溶地区，居住分散，随着人口生育高峰的回落，人口增长率逐步降低，农村小学学龄儿童将逐步减少。为优化整合教育资源，提高办学效益，根据省、州部署，按照近期“三集中”（高中、初中向县城集中，初中向乡(镇)政府所在地集中，小学向村委会所在地集中）要求，编制了全县中小学布局调整规划。今年撤并学校197所（小学），撤并率达23.01%，基本完成区域布局调整阶段性任务；到2029年，撤并学校596所，撤并率达69.63%。但是由于山高路陡，集中办学后学校服务半径加大，学生往返困264所寄宿制学校。由于县财政困难，寄宿制学校建设任务繁重，资金缺口大。

　83.7万平方米，其中：宿舍55.8万平方米，食堂27.9万平方米。师生住房相当紧缺，部分教师居住在学校的集体宿舍或租借民房，条件十分艰苦。学校的住宿条件不能满足学生及其家长的要求。农村寄宿制学校大部分只有厨房（设施设备简陋）没有餐厅，狭小的厨房内储物间、烹饪间堆满了食物，学校厨房的卫生安全措施简单。绝大多数完小没有规范的洗漱间和厕所，或脏臭，有的学校缺水，只能先解决饮食之用，无力再顾生活卫生用水。

　250元，按每学期5个月算，每月补助50元，每个星期补助12.5元，每天补助2.5元，每顿1.25元，由于学生家庭经济贫困面大，学生每餐实际生活标准都比较低。

　（五）学校安全隐患较大。一是校舍安全有隐患。大部分乡镇中小学校舍占地面积小，由于学生多，教室、宿舍的楼道又窄，在课间休息、宿舍生活等过程中，容易发生踩踏安全事故，校舍倒塌、火灾等事故隐患也比较大。二是饮食卫生存在安全隐患。寄宿制学校点多面广，管理中很难全部监管到位，通过调查，绝大多数农村寄宿制学校的饮用水都没有相关部门的鉴定证书，食品采购、加工、供应等环节难于规范。

　三、下步工作打算和建议

　（一）加大投入，加快寄宿学校校舍建设步伐。要充分利用××是国家扶贫重点县的有利条件，继续积极争取上级对××县教育事业的投入；要抓住国家实施寄宿制学校建设工程等机遇，争取国家拨款建设农村寄宿制学校；争取希望工程、社会资金加快寄宿制学校校舍、运动场所建设步伐;对建设寄宿制学校积极性高的乡镇和学校，建议县财政给予一定比例的资金扶持。同时，新建学校选址要有前瞻性，要充分考虑其地理位置、气候、交通、污染状况等因素，学校应尽量配备完善的设施，为教师和学生提供一个良好的教学环境，如电教室的配置、图书馆图书的更新、食堂设

　（二）加大宣传力度，在全社会形成尊师重教的氛围。建立奖惩机制，努力提高教师的政治待遇和经济待遇，设立贫困山区教师教育津贴，给贫困山区寄宿制学校任课教师适当的津贴，稳定寄宿制学校教师队伍。建立寄宿制学校值班津贴制度，对值班人员给予适当补贴。树立先进典型，每年结合教师节庆祝活动，评选一定数量的优秀教育工作者和尊师重教的单位和个人，由政府给予一定的精神和物质奖励。

　（三）加强制度建设，进一步强化学校的安全管理。各寄宿学校要结合实际制定相关的管理制度，形成寄宿工作项项有目标、事事有人管、人人有责任的运行模式和管理机制；对各个环节的管理要进一步细化，实行精细化的一日流程管理。进一步健全校内安全管理制度，建立安全预警机制和防险救灾应急预案；要利用多种方式对学生进行安全教育，提高师生的安全意识，落实安全防范措施。在当地党委政府的领导下，及时与有关部门共同研究解决农村寄宿制学校运行中出现的治安、卫生、饮食、交通等新情况、新问题，对寄宿制学校的宿舍、食堂等建筑用房和使用标准严格把关，认真抓好学校防火、防盗和学生食堂、宿舍的管理，不留安全隐患；整治校园及周边治安环境，坚决防止火灾、集体食物中毒，交通事故等重特大事故的发生。

　（四）配足任课教师，加强寄宿制学校的素质教育。要切实解决农村寄宿制学校教师不足的问题，通过招考录用教师等途径，及时补充因退休、报考公务员等流失教师的空缺，以保证整个教师队伍的稳定。同时，学校不仅要安排教师到教室为学生进行答疑、咨询、辅导，还要有针对性地开办文艺、体育等多种兴趣班，定期组织开展健康有益的课外活动，为提高学生的实践能力创造条件。要培养学生健康的人格和良好的个性心理品质，对少数有心理困扰或心理障碍的学生给予科学有效的心理咨询和辅导，使他们尽快摆脱障碍、调节自我，提高自我健康水平，增强自我教育能力。改善食堂管理，加强与家长的联系和沟通，努力提高学生在校的生活水平，保证学生生长发育所需要的营养。
