    廉政风险防控机制建工作方案

      廉政风险防控机制排查实施方案

      -----森工产品经销公司

     根据局党委,纪委关于在加强廉政风险防控机制建设的统一部署,结合本公司实际,制定本方案。

     指导思想

     以邓小平理论和“三个代表”重要思想为指导,深入贯彻落实科学发展观,认真贯彻落实“标本兼治、综合治理、惩防并举、注重预防”的方针和在坚决惩治腐败的同时,更加注重治本、更加注重预防、更加注重制度建设的基本要求,以岗位权力风险防控为核心,以各级领导班子成员特别是一把手为重点,以规范各种权力为突破口,全面构建惩防体系建设,推动科学发展,为森工系统实现“十二五”规划目标、“四八四三”发展战略和海林局又好又快发展提供坚强的制度保证。

     主要任务

     1、突出反腐倡廉教育。加强对场内班子成员进行理想信念教育、廉洁从政教育和警示教育,加强对不同层面、不同岗位党员干部及重要岗位工作人员进行纪律法规教育和岗位风险教育。开展廉政谈心、廉政答题活动。运用多种形式促进廉政教育的全面发展。

     2、加强规范权力运行的制度建设。围绕“三重一大”决策重点,针对腐败易发、多发、廉政风险等级高的部位和环节,坚持一项权力建立一项制度的原则,做到权力实行到哪里,制度管到哪里,逐步建成内容科学、程序严密、配套设备、有效管用的反腐倡廉制度体系。一要规范行政审批权。对具有行政审批职能的单位和部门,要进行权力梳理,找出风险点,优化工作流程,做到审批程序严密,审批环节减少,审批透明度提高,审批责任追究制得到严格执行。二要规范各个工作环节。对“三重一大”决策,特别是对木材经销规范各环节的操作流程,避免权力寻租现象的发生。

     3、推进管理和监督权力运行体制机制的改革和创新。一是建立廉政教育长效机制。把廉政教育作为班子和党员干部队伍思想政治建设的重要内容。二是建立廉政风险排查长效机制。要以界定工作职责为基础,从梳理工作流程入手,按照全员参与的要求,采取自上而下和自下而上相结合的方式,系统梳理部门、岗位、人员的职责、法定权限和工作流程,全面深入查找可能存在廉政风险发生的部位和环节,做到职权项目清楚、责权流程清晰、权力运行清透。要求,主动排查、自觉排查、定期排查。三是建立廉政风险提示长效机制。通过信息检测、定期自查、办事公开、重点环节监督等方式,对党员干部行为、制度机制落实、权力运行过程进行动态监控。对于发现的苗头性问题采取保廉承诺、警示教育、岗位廉政教育、廉政谈心等形式进行风险提示,迅速规避廉政风险。四是建立监督检查长效机制。充分发挥廉政风险机制建设工作小组作用,对资金的流程去向,不断开展对资金管理和使用的监督检查,形成监管督察的合力,防范腐败现象的发生。五是建立廉政风险惩处长效机制。对经廉政教育和廉政提示仍无悔改的党员干部,要严肃查处,绝不姑息。

     三、方法步骤和时间安排

     开展廉政风险防控机制建设工作分四个阶段进行。

     第一阶段:廉政风险动员部署阶段

     1、成立组织机构。成立廉政风险防控机制建设工作小组,小组办公室设在书记室,具体负责廉政风险防控机制建设工作的组织、协调、实施。

     2、根据林业局统一要求,结合实际制定廉政风险防控机制建设工作日程安排表,为我公司廉政风险防控机制建设工作做好规划。

     3、开展宣传发动。加强舆论宣传,利用横幅宣传,领导班子会议、机关干部会议、工段队会议进行宣传,让职工群众意识到廉政风险防控的必要性,为廉政风险防控工作做好坚实的基础。

     4、组织学习调研。组织党员干部认真学习中央、省委以及总局党委关于加强反腐倡廉建设和加强廉政风险防控机制建设的重要文件、讲话,加强廉洁从政教育和警示教育,学习陈德志书记在全局廉政风险防控机制建设动员大会上的讲话,进一步结合我公司实际来开展学习调研工作,提高党员干部对廉政风险防控机制建设重要性、紧迫性的认识,增强抓好廉政风险防控机制建设的责任感、自觉性。各战线的负责人要深入实际,调查研究,沥青本战线廉政风险的表现、成因,理清加强廉政风险防控机制建设的思路和要解决的主要问题,为深入开展廉政风险防控机制建设奠定基础。

     第二阶段:廉政风险排查阶段

      1、明确排查对象。一是查找岗位廉政风险。组织党员干部结合岗位职责查找存在或潜在的廉政风险。排查要全员参与,全口径排查。重点对象为领导班子,工段队负责人,重点岗位人员。二是查找具体工作廉政风险。组织团队工作人员从工作程序、业务流程、制度机制等方面查找存在或潜在的廉政风险。重点对象为科室。三是查找单位廉政风险。结合单位、部门和行业特点,重点查找领导班子“三重一大"议事决策以及行政管理中容易产生腐败行为的风险因素、风险点和表现形式。重点对象为公司班子。

      2、明确排查重点。以五个方面廉政风险为重点,全面排查廉

     政风险。一是思想道德廉政风险。主要指由于个人私欲、私利等

     自身思想道德偏差或因他人请托等情节,可能造成个人行为失范

     或职业操守发生偏移,行政管理行为失控,或授意他人违反职业

     操守,导致行政行为结果不公正不公平,构成以权谋私等严重后

     果的廉政风险。二是岗位职责廉政风险。主要指岗位人员在履行

     职责、行使职权等过程中存在或潜在的不能正确履行职责或不作

     为,构成失职渎职等严重后果的廉政风险。三是业务流程廉政风

     险。主要指因工作程序、业务流程不规范可能造成的权力失控和

     行为失范等廉政风险。四是制度机制廉政风险。主要指由于缺乏

     工作制度的明确覆盖,工作程序无明确规定,工作时限、标准、

     质量无明确约定,个人自由裁量空间较大,缺乏有效制衡和监督

     制约,可能造成行使权力失控,行政行为失范,构成滥用职权等

     严重后果的廉政风险。五是外部环境廉政风险。主要指为了达到

     行政结果有利于自身利益的目的,行政管理对象可能对相关行政

     人员进行利益诱惑或施加其他非正常影响,导致行政人员行为失

     范等方面的廉政风险。

      3、明确排查方法。采取“五步”排查法:

      一是自己找:根据岗位职责、单位职责和工作程序、业务流程,结合工作实际,认真分析存在或潜在的廉政风险。

      二是相互查:班子成员与各段队之间,岗位与岗位之间相互分析排查存在或潜在的廉政风险。

      三是群众帮:邀请职工群众代表、离退休考干部老工人代表

     和服务对象代表,召开座谈会征求意见和建议,共同分析在履行

     职责和执法执纪过程中存在或潜在的廉政风险。

      四是领导点:邀请主管领导分析指导岗位工作中存在或潜在的廉政风险。

     五是组织审:对于各岗位、单位排查出来的廉政风险及自定风险等级,各党小组组长要根据职责、权限、规章进行分级把关审核,确保自查过程不走过场,结果真实有效。

     4、明确风险等级。廉政风险共分三个等级:一级风险为涉及违法犯罪,可能受到法律追究的;二级风险为违反党纪政纪,可能受到党纪政纪处分的;三级风险为廉洁自律不够,可能受到诫勉谈话教育的。

     5、进行廉政风险排查。在排查存在的廉政风险之前,先要进行职责、权力的梳理。各部门、单位要按照岗位职责和权限自上而下进行规范清理,逐项审核确定职责,权力的范围、行使依据、责任主体等,然后,认真对照岗位职责、制度规定等排查廉政风险。

     对岗位廉政风险的排查。全公司党员干部、重点岗位工作人员要严格对照自身岗位职责、权限,结合履职、制度执行的实际情况,认真查找在思想道德、岗位职责、体制机制、业务流程、外部环境等方面存在或潜在的廉政风险。对查找出来的岗位廉政风险自评风险等级;填写《个人廉政风险点排查表》,经主要负责人审核后报公司廉政风险预防机制建设工作小组办公室。对查找出来的风险进行分析评估,按风险发生的几率和危害程度确定风险等级,建立岗位廉政风险等级目录,在一定范围内公布,并报上一级党委备案。对查找不认真,脱离

     实际、内容空泛、敷衍搪塞的,要督促深入查找,保证查找廉政风险的质量。场小组办公室对查找出来的廉政风险汇总后,报海林局领导小组审核。

      第三阶段:制定防控措施

      1、明晰岗位职责。按照“岗位定措施"的基本要求,以解决岗位职责不清、岗位权限界定不准、履行岗位职责缺乏监督制约、对失责行为追究不严等问题为重点,从制度建设入手进行清权确权。根据岗位职能定位逐个岗位确立工作流程、职权范围与工作标准,做到所有工作岗位特别是重要岗位达到“四有"目标,即有职权范围、有职责标准、有工作流程、有专人管理。深入抓好规范权力运行的制度建设,促进依法履职,规范行政,正确行使职权。

      2、优化工作流程。按照“部门定流程”的基本要求,以解决工作流程混乱、公开透明度不强、自由裁量权过大、标准指标不清、行政效率低等问题为重点,对现有的工作程序、业务流程、管理方式进行认真梳理,重点围绕“三重一大”等重大事项的科学决策以及正确行使经销权等,绘制工作流程图,严格行权标准,密工作程序,有效控制和解决暗箱操作、无序操作等行为发生,真正做到“凡事有章可循,凡事有据可查,凡事有人负责。"

      3、推进体制制度创新。按照“单位定制度"的基本要求,属于体制机制不健全导致的廉政风险,要解放思想,勇于探索,健进各项制度的执行,切实做到权力运行到哪里,制度管到哪里。要加强对廉政风险防控机制执行情况的督查问责,充分发挥制度对防控廉政风险的保障力。积极推进体制改革和机制创新,从根本上防控廉政风险。特别是对土地出让、资源开发等廉政风险等级高的重要权力、重点领域和环节,要单独立项,实行项目管理,组织力量进行深入研究论证,制定全过程、全方位防范措施,对所涉及的岗位要明确防控责任,形成防控合力。,一要树立管理出效益、管理出廉政的理念,吸收先进的管理经验,运用现代化管理的技术手段,运用现代管理技术加强对权力的监督。要拓宽监督渠道,以深化党务、政务、场务公开为主要载体,推行行政权力公开透明运行,强化社会监督,使权力在阳光下操作,在监督下运行。

      4、强化权力运行监控。对于权力运行过程中容易出现有章不循、权力粗放运行、权力运行与制度、监管脱节导致廉政风险升级等现象,要按照风险明晰化、操作规范化、运行制度化、环节受控化的要求制定体现各职能定位特点的权力运行防控措施,规范工作流程监管与信息记载,实现权力运行处处留下痕迹,便于自我约束和监管。

      制定包含工作依据、程序、时限、责任、标准为主要内容的职权清单,要设计工作流程及监管运行图和权力运行风险自控表,建立权力运行流程台账,做到职责明晰、制度严密、监控有力。

      第四阶段:强化提高、落实阶段

      1、明确责任。单位党政一把手和部门主要负责人对落实防控廉政风险的制度措施负总责,领导班子成员各负其责,主要领导要做到亲自部署、亲自督促检查,同时要落实主管领导和部门的责任。要建立奖惩机制,对廉政风险防范成效显著的个人予以表彰;对防控措施落实不到位、导致发生违纪违法案件的,要追究相关的责任。

      2、检查验收。工作小组将采取专项检查、重点抽查、群众评议等方法,对单位廉政风险防控工作进行全面检查,接受廉政风险防控机制建设领导小组对我场廉政风险防控机制建设工作开展情况进行的检查、抽查。对四个阶段任务完成情况要逐项进行检查,严把质量关。

     3、解决问题。一是解决定岗、定职、定责问题,逐步实现分权制约机制;二是解决定风险、定程序、定制度问题,做到具体工作有章可循,有据可依;三是解决定防控措施、定检查措施问题,做到制度严明,效果明显。

     以上三个阶段的任务完成后,形成书面总结材料报局领导小组办公室。

     四、工作要求

     1、各个领导干部查找廉政风险,带头制定和落实防控措施,认真抓好自身学习和管辖范围内的廉政风险防控工作,确保预防腐败各项要求落到实处。

     2、突出重点。要把握三个“关键环节",即查找廉政风险环节、程序标准完善环节、权力运行监控环节。采取五步排查法自下而上、自上而下相结合进行排查,切合实际评定风险等级,确立岗位职责、权限,确立整改措施和监控措施,认真填写廉政风险点排查表和承诺书。

     3、注重实效。开展廉政风险防控机制建设必须在求实效和解决问题上下功夫,牢牢把握“规范岗位权力,化解廉政风险,保护党员干部,净化发展环境,推动科学发展”的廉政风险防控机制建设目标,努力把廉政风险防控机制建设工作抓细、抓实、抓出成效。
