有关对我市“52”人才引进工程思考与建议

　 实现丰城“担当领头羊、领先中西部、百强再进位”目标关键在人才

　——关于我市“521”人才引进工程的思考与建议

　一、“521”人才引进工程现状及取得的成绩

　为深入了解我市“521”人才引进情况，不断完善人才引进、培养、使用、管理机制，通过问卷调查、走访座谈等形式，对我市近年来“521”引进人才有了一个较为全面的了解。通过调研证明，由于市委、市政府高瞻远瞩，我市“521”引进人才工程启动早、成效大、较好的解决了我市发展中存在的人才青黄不接和后续人才缺乏的不利局面，对引领丰城未来的发展提供了坚实的人才支撑。

　 “人才兴则民族兴，人才强则国家强”。为贯彻落实中央八部委《关于组织开展高校毕业生到农村基层从事支教、支农、支医和扶贫工作的通知》精神，针对我市机关人才队伍年长的多，年轻的少；占编的多，做事的少；外行多，内行少“三多三少”导致人才“断层”的突出问题，从2006年开始，我市创造性提出和启动了“521”人才战略工程，即连续用5年时间，每年选录第一学历本科以上毕业生200名，5年内共引进1000名，其中教育卫生类引进500名，其他综合类专业500名。“521”人才战略工程实施以来，实际共引进大学生991名，6年来通过考研、考录公务员等途径正式调离原工作单位的有87人，目前仍在原引进单位工作的共904人。其中研究生88人，一本双学位毕业生14人。引进到市直单位工作的有362人，引进到乡镇街办工作的有118人，引进到教育卫生部门的有424人。这些引进的大学生，大都成为单位的工作骨干和中坚力量，得到单位的重用，有 人担任了单位中层正职，有 人担任了单位的中层副职。全市人才数量快速增加，人才质量明显提高，人才结构不断优化，为丰城发展增添了活力，储蓄了后劲。

　我市“521”人才战略工程启动后，不仅得到了省、宜春市的充分肯定和大力支持，而且2007年6月21日《人民日报》用近1000字的篇幅报道了我市实施“521”人才战略工程情况，中央组织部《组工信息》以正刊形式介绍了我市实施“521”人才战略工程的主要做法。曾任江西省委书记，现任国务委员、公安部长孟建柱对丰城引进人才的作法给予了高度评价。

　二、调研过程中发现的问题

　近年来我市“521”人才引进工程虽然取得了较大成绩，得到了各级领导和社会各界的充分肯定，但也存在一些不足。在调研过程中，我们也发现了一些问题，主要表现在以下几个方面：

　1、住房问题，特别是“521”工程引进的外地大学生如何解决住房难问题。有大学生建议市委、市政府另建“青年家园”，解决“521”大学生的住房问题，也有建议即将开工的“公租房”建成后，政策上向“521”大学生倾斜。

　2、“521”大学生之间的学习经验交流问题。大学生引进到各自单位之后，缺乏互相交流学习的机会，希望给他们提供一个工作经验交流活动的平台。比如可以搞个“521”活动日、“521”大学生的专用通讯录、每年定期组织“521”人才参与的联谊活动或座谈会，增进彼此的了解，也能加强工作交流。

　3、给予引进人才继续学习深造的机会和单位的支持。许多作为专业技术人才引进的大学生在工作当中深感知识更新太快，希望能有更多学习进修的机会充实自己并能得到单位的支持与帮助。

　4、“521”大学生的培养和提拔重用问题。受现有用人体制和编制制度限制，“521”大学生普遍存在提拔困难的难题。引进到市直部门和乡镇街办工作的375名大学生，大都是单位工作岗位上的骨干和中坚力量，却因不是公务员编制，5年时间没有提拔一个副科级干部，一定程度上挫伤了“521”大学生干事业的积极性和上进心。

　5、每年引进人才的比例分配问题。教育卫生部门反映通过“521”工程引进的大学生专业对口、普遍综合素质比较高，希望能扩大每年的招聘数额。

　6、职称晋升问题。因受单位性质限制，作为专业技术人才引进到我市行政职能部门的大学生，希望能跟引进到教育卫生系统的专业技术人员一样享受职称晋升待遇。

　7、煤管、审计、水利等单位难引进大学生问题。这三个部门都是我市非常重要的行政职能部门，却因编制、专业、学历要求等原因，很难引进到专业对口的大学生。

　8、“521”人才工程作为我市将长期进行的一项重要工程，市委、市政府应该成立专门的“521”人才工作办公室，并建立长期的人才考核机制。

　9、部分用人单位希望对引进人才的专业设置，能细分大专业类别，保证引进的人才都是本单位急需的专业对口的人才，并且在引进过程中，特别是面试环节用人单位要参与且拥有话语权。对教育、卫生等部门引进的大学生，希望要考察其专业知识，不要统统都的考行政职业能力测试。

　三、几点对策建议

　国以才兴，政以人治，人才已越来越成为一个地方未来发展的重要因素。在自然资源日趋缺乏和枯竭的情况下，经济发展的决定因素是人才的质量和知识的增进；在知识经济时代，人才已取代资源、土地、成为经济发展的第一要素，人才的质量和数量已成为一个地区乃至一个国家经济和社会发展的决定因素。可以说，丰城要实现“担当领头羊、领先中西部、百强再进位”的目标，关键在人才。为使我市“521”人才引进工程能持续谋求发展，为未来丰城发展积蓄后劲，提供支撑，特提出以下几点建议意见：

　1、建立人才引进长效机制，落实人才兴市战略。

　人才是城市发展的核心竞争力。当前和今后一个时期，在科技进步不断提速、劳动成本持续攀升、资源能源供应趋紧、环境承载能力有限的背景下，地区之间的发展竞争，越来越演变为人才之间的竞争，谁拥有人才，谁就拥有发展后劲，谁就拥有最终话语权。要坚持不懈地将人才引进作为发展的第一要务，尤其是“521”人才引进工程。一要有规划性和持续性。成立“521”人才引进工作办公室，认真做好我市人才资源状况的摸底和人才需求的预测工作，制订和完善人才规划，确定明确的工作目标，提出有力度、可操作的工作措施。建立长期的人才考核管理机制，对历年来引进的“521”大学生进行跟踪管理，关心引进大学生在各单位的工作生活情况、管理使用及培养问题。二要有针对性。加大专业性人才引进，放宽煤炭、审计、水利等部门特殊专业人才的引进条件，对急需特殊专业开辟“绿色通道”，打破现有机制限制，破格引进专业人才。比如，每年由人才工作领导小组和用人单位组成招聘小组提前到定点高校引进专业人才，对特殊专业降低引进门槛，保障引进人员的编制待遇，保证能引进人才、留住人才。三要有实效性。在人才引进工程中，用人单位或主管部门要积极参与，要将行政能力测验与专业知识考核相结合，保证人才的引进符合用人单位职能的要求。

　2、完善人才管理机制，提升人才队伍素质。

　年轻干部队伍素质的好坏决定干部执行力和干部的作为，直接关系到政府的形象。一是下基层再“回炉”。要坚持将人才放在服务群众第一线锻炼，放在招商第一线进行磨练，放在企业生产第一线服务，鼓励年轻干部到村任职，到外地开展招商，到企业挂职服务，力所能及地帮助基层群众及企业解决生产生活难题，进一步密切党群干群政企关系，改进机关工作作风，提升年轻干部各项工作本领。二是上课堂再“教育”。要将年轻干部的培养培训作为一项长期工作来抓，有针对性地开展各种培训，夯实素质根基。一方面本着“干什么、学什么；缺什么、补什么”的原则，重点抓好年轻干部任职培训、业务培训和知识培训，加强思想政治教育和廉洁自律教育，邀请相关专家学者到丰城开展知识讲座，组织年轻干部参与课题调研，积极参与丰城未来发展的探讨；另一方面积极引导、鼓励和支持年轻干部本着学用一致、专业对口、工作需要的原则，继续深造学习，尤其是对专业要求较强的部门和岗位。

　3、优化人才关怀机制，激发人才队伍干劲。

　使人才引得进、留得住、用得好，必须提高人才的经济地位和政治地位，关心人才成长，关心人才生活，以适当的待遇留住人才，以浓厚的感情留住人才，形成有我市特色的人才引进、培养、使用、奖励、流动等整体配套的人才队伍建设新体制。一是政治上关怀，激发年轻干部的内在活力。要高度重视年轻干部的培养使用，打破现有机制体制和编制制度的限制，针对年轻干部的成长和专业特点，给他们提供施展才华的舞台，提拔一批长期埋头苦干、无私奉献、实绩突出、群众认可的年轻干部担任领导职务，在职称评审和中层任职上给予倾斜，进而对年轻干部产生积极的影响，充分调动年轻干部的积极性，增强年轻干部队伍的凝聚力、向心力和战斗力。二是工作上支持，激发年轻干部的内在潜力。要着力营造以人为本的工作环境，善于搭建人才施展才华的工作平台，不断创造条件，使各类人才的潜能在公平竞争中得到充分发挥，建立领导帮带机制，实现管理层与年轻干部充分沟通，在工作中遇到思想上、工作上解决不开的问题及时引导，促进年轻干部快速成长。三是生活上关心，激发年轻干部的内在感情。要不定期召开形式多样的年轻干部座谈会，听取年轻干部的工作和思想汇报，帮助他们解决在工作和生活中遇到的实际困难和问题，尤其是外地人员，使“521”引进人才能够留得住、干得好。
